{"id":32553,"date":"2015-10-11T13:43:12","date_gmt":"2015-10-11T13:43:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2015\/10\/11\/survey-marines-unhappy-with-post-war-missions-pay\/"},"modified":"2026-08-08T21:10:13","modified_gmt":"2026-08-08T21:10:13","slug":"survey-marines-unhappy-with-post-war-missions-pay","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/education-transition\/2015\/10\/11\/survey-marines-unhappy-with-post-war-missions-pay\/","title":{"rendered":"Survey: Marines unhappy with post-war missions, pay"},"content":{"rendered":"\n<p>More Marines are growing unhappy with their work and their compensation, driving &#8220;re-enlistment intent&#8221; to a three-year low and leaving the service\u00a0<span class=\"rte rte-comment\">Fewer enlisted Marines intend to sign on for another term, which could leave the Corps <\/span>scrambling to retain top talent<span class=\"rte rte-comment\"> as the economy improves and troops look for opportunities outside the military<\/span>.\u00a0<\/p>\n\n\n\n<p>These are among the findings of the service&#8217;s annual retention survey, which Marine Corps Times obtained via the Freedom of Information Act. Among its 4,200 re-enlistment eligible\u00a0respondents, 38 <span class=\"rte rte-comment\">Re-enlistment intent is at a three-year low, according to data collected from thousands of active-duty Marines during the service&#8217;s fiscal year 2015 EAS Enlisted Retention Survey. Thirty eight <\/span>percent indicated <span class=\"rte rte-comment\">of Marines who completed the survey said <\/span>they were unlikely to sign on for another term \u2014 <span class=\"rte rte-comment\">re-enlist. That\u2019s <\/span>up from 31 percent in 2013 and 33 percent in 2014. \u00a0<\/p>\n\n\n\n<p>Beyond <span class=\"rte rte-comment\">Lack of <\/span>job satisfaction and pay, more <span class=\"rte rte-comment\">are influencing more Marines to leave the Corps in 2015 compared to those up for re-enlistment in years past. Todd Michalek\/Marine Corps<\/span><\/p>\n\n\n\n<p>In the past, officials have\u00a0stressed that this annual poll is not a climate survey. Rather, the service uses\u00a0it\u00a0<span class=\"rte rte-comment\">The survey was completed by 4,238 enlisted Marines, and the results were released to Marine Corps Times via the Freedom of Information Act. Marine Corps officials use this annual survey <\/span>to help\u00a0formulate selective retention bonuses, which can pay\u00a0tens of thousands of\u00a0dollars to troops who are willing to stay in or move to vital or undermanned specialties<span class=\"rte rte-comment\">\u00a0work\u00a0so it doesn\u2019t serve as a climate survey<\/span>.<\/p>\n\n\n\n<p>But the data\u00a0<span class=\"rte rte-comment\">Still, it <\/span>does provide <span class=\"rte rte-comment\">some <\/span>insight into how a significant cross section of the service <span class=\"rte rte-comment\">ranks <\/span>feels about a variety <span class=\"rte rte-comment\">multitude <\/span>of issues<span class=\"rte rte-comment\"> in any given year<\/span>. And its release coincides with publication of a new\u00a0<span class=\"rte rte-comment\">The declining re-enlistment trend seems to be continuing based on a recently released Marine <\/span>administrative message indicating that barely <span class=\"rte rte-comment\">shows just over <\/span>33 percent of first-term vacancies \u2014 the Marine Corps calls them &#8220;boat spaces&#8221; \u2014\u00a0have been filled for 2016, compared to 53 percent at this <span class=\"rte rte-comment\">the same <\/span>time last year. As a result, commanders are <span class=\"rte rte-comment\">now<\/span> being directed to ramp up their efforts to encourage more Marines to re-enlist.<\/p>\n\n\n\n<p>Career planners also are being asked tapped to understand what factors are influencing Marines&#8217; decision to stay or go.\u00a0For instance, one staff sergeant, a career planner who has been in the Marine Corps for 14 years, said\u00a0his field is too slow to promote. He&#8217;s held his current rank <span class=\"rte rte-comment\">has been a staff sergeant <\/span>for seven years, he said, and has grown frustrated with the <span class=\"rte rte-comment\">current <\/span>promotion system.\u00a0<span class=\"rte rte-comment\">As a career planner, he said he\u2019s seeing <\/span>Marines in other <span class=\"rte rte-comment\">fields in other <\/span>slow-to-promote fields such motor transport and supply are leaving because they can\u2019t move up either, he said, adding that most service members\u00a0<span class=\"rte rte-comment\">Marines <\/span>are motivated by career challenges\u00a0and <span class=\"rte rte-comment\">they <\/span>want <span class=\"rte rte-comment\">to have <\/span>the chance to advance.\u00a0<\/p>\n\n\n\n<p>&#8220;Marines get stuck in their careers and they have no options but to get out,&#8221; the staff sergeant told Marine Corps Times on the condition of anonymity because he is not authorized to speak with the media. <span class=\"rte rte-comment\">He asked that his name not be used since he\u2019s still on active duty. <\/span>&#8220;If you see yourself getting promoted and in a position you dreamed of, you\u2019re more motivated to do better and achieve more in the Marine Corps.&#8221;\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Top reasons Marines are leaving the Corps<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Civilian job opportunities<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Desire to attend college<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pay and allowances<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lack of job satisfaction<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GI Bill benefits<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Command&#8217;s leadership culture<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Number of hours worked<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Your ability to take leave\/liberty<\/p>\n\n\n\n<p>Pride in being a Marine doesn\u2019t make up for lacking job satisfaction, he added. Sgt. Tim Kluska, a\u00a0refrigeration and air conditioning technician,<span class=\"rte rte-comment\"> getting his details. GH<\/span> said that\u2019s especially true now that the Marine Corps is no longer fighting wars.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Marines are getting out due to lack of purpose,&#8221; he said.\u00a0&#8220;They get taught in boot camp to kill, but then get to the fleet and file paperwork and work on computers \u2014 including combat support jobs, not just admin.&#8221;<\/p>\n\n\n\n<p>First-term Marines who joined the Corps while the service was at war are instead having to do more mundane tasks <span class=\"rte rte-comment\">things <\/span>like formation, uniform inspections<span class=\"rte rte-comment\"> and other mundane tasks that come with garrison life<\/span>, the staff sergeant said. Many who\u00a0<span class=\"rte rte-comment\">Since they <\/span>signed up while the Marine Corps was still deploying into combat\u00a0did not consider what military life would be like once\u00a0that stopped, he said.\u00a0<\/p>\n\n\n\n<p>&#8220;Now they\u2019re in the fleet and they\u2019re doing all these little things that they never heard about before,&#8221; he said. <span class=\"rte rte-comment\">&#8220;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But officials stress that while combat deployments have ended, tens of thousands of Marines are still deployed around the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;While many of today&#8217;s Marines joined with an eye toward serving in Afghanistan or Iraq, the Corps is still very actively deploying forces worldwide as part of special purpose Marine air-ground task forces, Marine expeditionary units, the unit deployment program, and sending many Marines to locations as individual augments as well,&#8221; Carlock said.<\/p>\n\n\n\n\n\n<p>Other Marines say they\u00a0are fed up with what they see as staggering wages. A\u00a0<span class=\"rte rte-comment\">the low pay troops receive over the past few years, with <\/span>1 percent raise<span class=\"rte rte-comment\">s<\/span> hardly keeps<span class=\"rte rte-comment\">ing<\/span> up with inflation, Marines say. Troops also\u00a0<span class=\"rte rte-comment\">&#8220;These days, who would re-enlist for a 1 [percent] pay raise?&#8221; one Marine Corps Times reader wrote on Facebook when asked what influenced their decision to stay in or leave the service.\u00a0Marines <\/span>grew accustomed to meaty war-time retention bonuses, the Marine career planner noted. Now some <span class=\"rte rte-comment\">have a sense of entitlement and <\/span>expect that they should be entitled to continue receiving them as long as they continue to serve<span class=\"rte rte-comment\">, and when they don\u2019t, they begin looking at other career opportunities<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;They have this notion that if they get out they&#8217;ll have more money out there,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, pay and allowances was the third highest reason Marines stated for influencing their decision to leave the Corps in 2015 \u2014 up from the No. 7 spot from the 2014 retention survey. Lack of job satisfaction is also on the rise, with respondents listing it as the fourth highest reason for wanting to leave the Corps in 2015, up from the No. 6 in 2014.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, others cite those same factors as reasons to remain in uniform. Of the top reasons Marines list for deciding to re-enlist, pay and allowances came in at No. 2 and job satisfaction at No. 4. While about a quarter of respondents said pay was a reason for leaving, more than half cited it as a reason to stay. Job satisfaction yielded\u00a0similar results, with 53 percent of respondents citing it as a reason to remain in the Marine Corps and 24 percent listing it as a reason to leave.<\/p>\n\n\n\n<p>As military leaders face declining budgets<span class=\"rte rte-comment\"> amid high operational tempo and demands on troops<\/span>, they are\u00a0<span class=\"rte rte-comment\">now must <\/span>looking for innovative ways to motivate <span class=\"rte rte-comment\">Marines and other <\/span>standout service members to remain in uniform. Defense Secretary Ash Carter and his personnel chief are working on a plan they call &#8220;Force of the Future<span class=\"rte rte-comment\"> plan<\/span>,&#8221; which would, among other things,\u00a0base more promotions on one&#8217;s merit instead of time in grade.<\/p>\n\n\n\n\n\n<p>The career planner who\u2019s soon leaving the Marine Corps said military leaders are on the right track with that type of approach. Offering professional opportunities can do more than bonuses to help keep people long term, he said<span class=\"rte rte-comment\">\u00a0than bonuses, which don\u2019t last forever<\/span>.\u00a0<\/p>\n\n\n\n<p>But some Marines who\u2019ve left the Marine Corps to chase better paying\u00a0civilian careers <span class=\"rte rte-comment\">or better pay <\/span>urge those thinking about getting out to consider it carefully<span class=\"rte rte-comment\">, though<\/span>. Responding on Facebook, dozens of Marine Corps Times readers said it wasn\u2019t long after they left active duty that they began to miss\u00a0the Marine Corps<span class=\"rte rte-comment\"> after leaving active duty<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The grass on the civilian side is not, I repeat not, greener,&#8221; said former Sgt.
