John Lejeune \u2015 that animates our Corps. The unintended consequences of <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2021\/11\/28\/how-big-data-might-help-the-marine-corps-improve-recruiting-and-retention\/\" target=\"_blank\">Talent Management 2030<\/a> could <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2019\/05\/14\/outgoing-commandant-reflects-on-marine-corps-identity-exceptional-ground-combat-marines\/\" target=\"_blank\">kill that \u201ceternal spirit\u201d <\/a>and strip Marines of their distinctive identity. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Gen. Victor Krulak wrote that the Marine Corps exists \u201cbecause of what the grassroots of our country believe we are and believe we can do.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">America\u2019s special trust and confidence in her Marines will be shattered if the Corps\u2019 customs, traditions and ethos are lost.    <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Identity is fragile. Unlike <a href=\"https:\/\/www.marinecorpstimes.com\/opinion\/2022\/08\/08\/correcting-the-myth-that-long-range-fires-can-replace-marine-cannon-artillery\/\" target=\"_blank\">the gutting of force structure and equipment,<\/a> which always can be added back albeit at great expense and over time, attributes that define Marines once extinguished are lost forever. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/opinion\/commentary\/2022\/08\/14\/heres-how-the-marine-corps-should-have-approached-stand-in-forces\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7352201.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s how the Marine Corps should have approached stand-in forces<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Stand-in forces are being funded by gutting necessary combat capabilities, such as infantry, aviation, armor and artillery, this retired Marine writes.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Talent Management 2030\u2032s numerous references to Army and Air Force programs and academic trends <a href=\"https:\/\/www.marinecorpstimes.com\/opinion\/commentary\/2022\/08\/14\/heres-how-the-marine-corps-should-have-approached-stand-in-forces\/\" target=\"_blank\">should give us pause.  <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its basic assumption that the Marine Corps is mired in an \u201cindustrial age (talent management) model\u201d and needs new models for recruiting and retaining talent suggests a radical change in who we are.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan also assumes an \u201cindustrial age\u201d concept of leadership, implying our current approach is no longer relevant. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than 60 years ago, Krulak outlined a concept of leadership that is as applicable today as it was then, writing that there is within the Marine Corps an \u201cinspirational personal relationship among our officers and rank and file \u2015 a relationship quite different than that found in the other services and one which heretofore has distinguished our Corps.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If that is \u201cindustrial age\u201d leadership, then we need more of it, not less.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan also advocates academic management concepts currently trending in Silicon Valley. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s not be fooled, neither Silicon Valley nor Fortune 500 companies are models for \u201cmanaging talent\u201d in an organization whose tradition is to be the readiest when the nation is least ready. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Talent Management 2030 additionally emphasizes retention of highly talented Marines through potentially divisive programs, such as pay differentials, enhanced parental leave, lateral entry and the opportunity to change career fields without restriction \u2015 all without a clear analysis or understanding of their potential adverse impacts. Many, maybe most, of these \u201cinnovative\u201d programs are ill-suited for an institution whose culture is \u201cfirst to fight\u201d and whose ethos is characterized by service and sacrifice. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Culture, traditions and ethos, those intangibles that define Marines, are the underpinnings of our combat effectiveness and must be preserved.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether intended or not, our identity will be eroded, if not lost, if we pursue \u201cflavor of the month\u201d business and academic personnel management models.  \u201cEvery Marine a rifleman\u201d will be sacrificed.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Talent Management 2030 envisions Marines as specialists, specifically matched to an assignment for which they are uniquely qualified and trained.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not who we are.  We all are riflemen, primarily or secondarily trained for the rigors of combat.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Talent Management 2030\u2032s own words set the tone for stripping Marines of their identity as a rifleman: \u201cOur core manpower model (post World-War II) thus aimed to create and maintain an enlisted force predominately composed of young troops \u2026 prepared for the physical rigors of combat, but otherwise requiring little education or training.\u201d  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This statement discounts our enlisted Marines who selflessly have served the nation. It also dismisses the cutting-edge training and education systems that are the legacies of Gen. Al Gray and his successors.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maturing the force, lateral entry, specialized recruiting for individuals with critical skills and a host of other \u201cbusiness model\u201d approaches are all intended to develop a force of specialists, not to nurture a culture of warfighting where every Marine is a rifleman. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officers will be discouraged from seeking command. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sad reality is that too many outstanding officers never have the opportunity to command. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine Corps always has had more officers exceptionally qualified than positions available. Nevertheless, every officer has been encouraged to seek command, beginning at The Basic School.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.marinecorpstimes.com\/opinion\/2022\/05\/27\/whose-marine-corps-why-a-force-design-battle-is-losing-sight-of-the-basics\/\" target=\"_blank\">Force Design 2030 <\/a>will reduce the number of command positions, exacerbating the problem. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given the mismatch between the numbers of outstanding officers qualified for command and positions available, Talent Management 2030 simply will encourage more officers to remain in staff or technical positions and not seek command.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To further discourage those who would seek command, Talent Management 2030 is very clear that command is no longer the most important aspiration of a Marine officer: \u201cOur personnel system and service culture must recognize that superior performance and proficiency are not exclusive characteristics of commanders or officers seeking command.\u201d  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No officer should be discouraged from seeking command. That is not our culture or tradition. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officers should be encouraged to seek command, knowing that not everyone will be selected. The Marine Corps always has recognized command as first among equals in assignments, painfully accepting that too many outstanding officers will not always get the chance.   <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Promotion board opt-outs, encouraging officers to pursue paths other than command, lateral entry with career credit to qualified civilians, and other considerations for officers with staff and technical skills will, at some point, adversely impact the soul of Marine leadership: command.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether intended or not, Talent Management 2030\u2032s business model policies will benefit some Marines but not others. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The young, single, enlisted Marines in the combat arms fields, who have historically done the Corps \u201cheavy lifting,\u201d will be the most disadvantaged.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our civilian and military leaders have not been particularly good at predicting the \u201cnext war.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to former National Security Advisor H.R. McMaster: \u201cWe have a perfect record in predicting future wars &#8230; 0%.\u201d  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our most precious asset is our Marines. We risk everything if we adopt talent management models unsuited for our culture of fighting and winning \u201cin ever clime and place.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Col.
