Not very"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The American people and a growing \u00adnumber of elected representatives are beginning to suspect something some \u00adMarine Corps leaders have been unwilling to admit: United States Marines are no longer capable of responding to global crises and contingencies quickly and \u00adeffectively, and in some cases, at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During February 2022, the \u00adMarine Corps was<a href=\"https:\/\/news.usni.org\/2022\/04\/26\/marines-couldnt-meet-request-to-surge-to-europe-due-to-strain-on-amphibious-fleet\" target=\"_blank\"> unable to meet a U.S. \u00adEuropean Command request to surge<\/a> a Marine \u00adexpeditionary unit \u2014 a force of about 2,200 specially trained Marines and sailors embarked on amphibious ships \u2014 to the Mediterranean in response to \u00adRussia\u2019s invasion of Ukraine, Lt. Gen. Karsten Heckl, the deputy commandant for Combat Development and Integration, told the Senate Armed Services seapower subcommittee. A month would pass before a Marine expeditionary unit could sail from North Carolina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The absence of a forward-deployed \u00adMarine expeditionary unit in the \u00adEuropean theater arguably weakened NATO\u2019s deterrence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A year later, the Marines were <a href=\"https:\/\/www.defenseone.com\/threats\/2023\/02\/we-didnt-have-ships-send-best-option-help-earthquake-victims-commandant-says\/383018\/\" target=\"_blank\">unable to send a large disaster relief force to \u00adTurkey <\/a>after a devastating earthquake, the commandant confirmed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2022\/03\/18\/marine-corps-ends-all-3-of-its-crisis-response-deployments\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6586555.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Marine Corps ends all 3 of its crisis response deployments<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Marine Corps is ending its crisis response deployments developed after the 2012 attack on the Benghazi, Libya.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Again, there were no embarked \u00adMarines aboard amphibious ships in the region. The best the Marines could do was send <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2023\/03\/18\/how-marines-helmed-dods-response-to-the-deadly-turkey-earthquake\/\" target=\"_blank\">a small detachment of 34 Marines by air.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two months after the Turkey \u00adearthquake, Marines watched as U.S. Special Operations Forces evacuated American citizens from the U.S. Embassy in Khartoum, Sudan, amid deteriorating security conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to some estimates, \u00adanother 16,000 Americans were left to fend for themselves, \u201c<a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2023\/04\/sudan-evacuation-us-citizens-abroad-noncombatant-evacuation-operation\/673843\/\" target=\"_blank\">a startling break with \u00adAmerican precedent,<\/a>\u201d contributing writer and Marine veteran Elliot \u00adAckerman wrote in The Atlantic. Once again, there were no Marine expeditionary forces \u00adeither afloat or ashore that could respond to time-sensitive requirements of regional military commanders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In all three of these cases, Marine \u00adleadership identified the lack of available amphibious shipping as the main reason for the absence of forward-deployed Marine forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the leaders failed to mention that during 2021 and 2022 the Marine Corps had<a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2022\/03\/18\/marine-corps-ends-all-3-of-its-crisis-response-deployments\/\" target=\"_blank\"> e<\/a><a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2022\/03\/18\/marine-corps-ends-all-3-of-its-crisis-response-deployments\/\" target=\"_blank\">nded the rotational \u00addeployments of three forward based special purpose Marine air-ground task forces, <\/a>focused on crisis response missions in the Southern Command, Africa Command and Central Command areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deployments were ostensibly ended to fund Force Design 2030 initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These events suggest a disturbing trend that should alarm those entrusted with our national defense and beg the question: How capable are the Navy and Marine Corps to answer a 9-1-1 call for future military and humanitarian emergencies?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Timely and effective global response across the spectrum of conflict requires a combination of amphibious lift for forward presence, maritime prepositioning for rapid deployment and sustainment, and a combined arms force that can be task organized for everything from humanitarian assistance and disaster relief to major combat against a determined enemy. Neither the Navy nor the Marine Corps can meet these essential requirements today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two services have dramatically \u00adreduced the nation\u2019s requirement for amphibious ships, emasculated the maritime prepositioning force and dangerously crippled the combined arms capabilities of the Marine air-ground task forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2009, the commandant of the Marine Corps, the chief of Naval operations and the secretary of the Navy reached an<a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2018\/01\/09\/set-up-to-fail-marines-dont-have-enough-ships-to-train-for-a-real-amphibious-assault\/\" target=\"_blank\"> agreement for 38 amphibious ships.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Progress toward that goal from a nadir of 28 ships in 2010 was slow, but steady.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, in 2019, the <a href=\"https:\/\/www.hqmc.marines.mil\/Portals\/142\/Docs\/%2038th%20Commandant's%20Planning%20Guidance_2019.pdf?ver=2019-07-16-200152-700\">commandant of the Marine Corps unilaterally abandoned<\/a> this requirement. Only after the Navy announced its own questionable intentions to dramatically reduce the size and composition of the fleet did the Marine Corps feel compelled to articulate a \u201cnew\u201d minimum requirement for <a href=\"https:\/\/news.usni.org\/2022\/05\/10\/house-bill-backs-marines-31-amphibious-ship-requirement-over-navys-25-ship-level\">31 ships<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given the <a href=\"https:\/\/www.defenseone.com\/threats\/2023\/03\/fewer-13-navys-amphibious-ships-are-ready-deploy\/383874\/\">current historically low operational readiness rate<\/a> of the amphibious fleet, the Marines are often unable to continuously project two U.S.-based Marine expeditionary units forward in the Mediterranean and Indo-Pacific areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2017, three maritime prepositioning squadrons were forward-based to support crises and contingencies across the spectrum of conflict. One squadron of six ships was based in the Mediterranean, a second squadron of seven ships in the Western Pacific, and a third squadron of seven ships in the Indian Ocean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each of these squadrons supported a fly-in Marine expeditionary brigade (16,500 Marines and sailors) for 30 days of combat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, the <a href=\"https:\/\/www.marinelink.com\/news\/prepositioning-squadron348052\">Mediterranean squadron has been deactivated<\/a> and the other two squadrons are being <a href=\"https:\/\/nationalinterest.org\/feature\/maritime-prepositioning-necessary-effective-global-response-205233\">reduced to four and three ships<\/a> respectively and being reconfigured to support a smaller Marine force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Had the Mediterranean squadron still existed, a Marine task force could have quickly flown to Turkey, \u201cmarried up\u201d with supplies and equipment from the ships, and provided a meaningful contribution to the earthquake relief effort. Prepositioning capability has been so severely truncated that it now may be irrelevant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four years ago, the Marine Corps was the world\u2019s premier expeditionary, combined arms force. Marines could be task organized for any crisis or contingency, and immediately deployed anywhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They were scalable, capable of rapidly converging and building from small units to a corps-size force. They were expeditionary, able to sustain themselves until follow-on reinforcements (if needed) arrived.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, the Marine Corps has or will cut 21% of Marines in infantry battalions, all tanks and bridging, 67% of direct support cannon artillery, most <a href=\"http:\/\/armchairgeneral.com\/tactics-101-017-breaching-operations.htm\/5\">rapid and in-stride breaching<\/a> and proofing capabilities, almost 30% of tactical aviation, and much organic logistical support. Simply stated, Marines can no longer be effectively task organized for crises and contingencies \u201cin every clime and place.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine Corps leaders are being disingenuous when they tell Congress and the American people that the Marine Corps is the nation\u2019s 9-1-1 force, fully capable of responding to crises and contingencies across the spectrum of conflict and in every \u201cclime and place.\u201d It no longer is and the Navy shares much of the blame.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy-Marine Corps team is now a shell of the capacity that served our maritime nation so effectively for over two centuries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until Marines are properly supported with adequate amphibious ships, bolstered by a robust maritime prepositioning force and restored to a true combined arms force, they will remain incapable of fulfilling the will of the <a href=\"https:\/\/warontherocks.com\/2020\/01\/to-be-most-ready-when-the-nation-is-least-ready-the-marines-need-a-new-headquarters\/\">82nd Congress<\/a>: \u201cto be most ready when the nation is generally least ready.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Gen.
