That plan arose from a 2012 bilateral decision between the United States and Japan, which has faced pressure from Okinawa residents to reduce the U.S. military presence on the island.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About $3 billion of the $8 billion construction project will come from Japan, Japanese news outlet <a href=\"https:\/\/english.kyodonews.net\/news\/2023\/01\/304c6e706f47-us-marines-open-new-guam-base-troop-transfer-to-start-in-24.html\">Kyodo News<\/a> reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Top Marine officials, including Commandant Gen. Lou Leon Guerrero said, according to the release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine Corps has in recent years shifted its attention toward threats from China. One aspect of <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2022\/11\/22\/marine-3-star-myth-busts-notions-about-force-design-2030\/\" target=\"_blank\">Force Design 2030<\/a>, the sweeping overhaul of the service developed amid the heightened focus on the Indo-Pacific, is constantly positioning Marines within the region to deter the Chinese military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cForward, persistent presence is key to the regional security and stability in the Indo-Pacific,\u201d Marine Commandant Gen. David Berger said, according to the Marine Corps release. \u201cMarine Corps Base Camp Blaz is a critical part of that. More than that, it shows our undivided relationship with the Government of Japan.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Previously known as Marine Barracks Guam, the installation was deactivated in 1992, according to the release. The newly reactivated base is still under construction, so Marines won\u2019t relocate there until beginning in the mid-2020s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2019\/01\/28\/guam-marine-corps-base-construction-halted-after-artifacts-discovered\/\" target=\"_blank\">construction on the base<\/a> <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2019\/01\/28\/guam-marine-corps-base-construction-halted-after-artifacts-discovered\/\" target=\"_blank\">temporarily was halted<\/a> in 2019 after an archaeologist unearthed prehistoric and 19th-century artifacts, including rock tools and pottery fragments, at the site.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The base <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2020\/10\/01\/marine-corps-activates-first-new-base-in-nearly-70-years\/\" target=\"_blank\">was administratively activated in October 2020<\/a>, when it reached initial operational capability. It is located in the village of Dededo, on the northwestern part of the island.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Camp Blaz is named for Brig. Gen. Vicente Tomas \u201cBen\u201d Garrido Blaz, the first Chamorro, or person indigenous to the Mariana Islands, to become a general officer in the Marine Corps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Guam fell under U.S. control in 1898 during the Spanish-American War, and it officially became an unincorporated territory in 1950.
