{"id":33793,"date":"2018-04-05T21:23:53","date_gmt":"2018-04-05T21:23:53","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2018\/04\/05\/sailors-bounced-from-recruit-training-thanks-to-dependent-medical-records-parents-say\/"},"modified":"2026-08-08T02:52:35","modified_gmt":"2026-08-08T02:52:35","slug":"sailors-bounced-from-recruit-training-thanks-to-dependent-medical-records-parents-say","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/pay-benefits\/military-benefits\/health-care-benefits\/2018\/04\/05\/sailors-bounced-from-recruit-training-thanks-to-dependent-medical-records-parents-say\/","title":{"rendered":"Sailors bounced from recruit training thanks to dependent medical records, parents say"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On the heels of a Military Times story about two Army daughters who were <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/military-benefits\/health-care-benefits\/2018\/03\/29\/they-sought-help-when-their-army-dad-deployed-now-theyre-barred-from-joining-the-military\">denied entry into the Air Force and Army<\/a> based on notations in their dependent medical records, four readers told Military Times that their sons had been kicked out of Navy recruit training for similar reasons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Air Force and Army merge <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/02\/28\/officials-say-new-military-health-records-plan-on-track-already-showing-results\/\" title=\"\" class=\"\" target=\"_blank\">dependent medical records<\/a> with service medical records, the Navy doesn\u2019t do the same for new sailors and Marines who follow their parents into military service. However, Navy medical providers still can access those records, a spokeswoman has since clarified, which could result in service members being shown the door based on diagnoses or evaluations never shared with the dependent or their parents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One mother emailed Military Times to say her son, who would have been the fourth generation in his family to serve in the Navy, was removed from recruit training at Naval Station Great Lakes, Illinois, for a condition \u201cwhen he was 2 years old and 4 years old, when he was struggling with his dad being deployed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another mother said her son was forced out of recruit training one week after he entered on Dec. 13, 2016, at age 20, because of counseling he received when he was 11 or 12.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHis father and I were divorcing and thought it was in the best interest of our three children to go through counseling,\u201d she said in an interview. \u201cIt was situational &#8230; there were no medications ordered, nothing.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/military-benefits\/health-care\/2018\/03\/29\/they-sought-help-when-their-army-dad-deployed-now-theyre-barred-from-joining-the-military\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/derosa-original.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">They sought help when their Army dad deployed. Now they\u2019re barred from joining the military.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Counseling sessions from their time as military dependents could prevent children from following their parents&#039; path to service.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">She said it was clear the medical provider had access to the records because he was citing counseling on several specific dates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force and Army began merging prior dependent medical records with service member records in 2004. The Navy initially told Military Times that it doesn\u2019t merge records. After Military Times asked about comments from parents whose children were forced out of recruit training, officials then clarified that its medical staffers still could have access to the dependent records in the electronic system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This sets military dependents apart from their civilian counterparts, who don\u2019t come into the military with a previous electronic health record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe determined that a provider at a recruit training command would only access a dependent\u2019s [electronic health record] under certain circumstances,\u201d said spokeswoman Mariah Felipe, such as red flags raised as part of a person\u2019s application, if the individual was injured during boot camp or if someone was applying to a rate that required meeting specific physical requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the Navy mother interviewed by Military Times said her son \u201cwas going through the routine medical exam at recruit training when they noticed he had a dependent medical record,\u201d she said. \u201cHe was not in a specialized rating requiring medical clearance, nor did he have an injury.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also saw a note in her son\u2019s medical record from his counselor that stated at the time he \u201cwas stable, and had good coping skills\u201d after four or five counseling sessions in a six-month period, and that no further counseling was warranted, unless the family chose to seek it later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy pushes so much, especially on the medical side, that if you have any problems whatsoever, to seek help. Rudy De La Rosa and his wife Mia felt the same way; they thought they were providing emotional support for their daughters when they took them to <a href=\"https:\/\/www.militarytimes.com\/digital-show-dailies\/ausa\/2016\/10\/05\/20-percent-of-army-kids-will-need-mental-health-treatment\/\">counseling<\/a> to help them cope with multiple moves and his multiple deployments to Afghanistan. Until their oldest daughter was forced out of Air Force basic training and accused initially of fraudulent enlistment, they had no idea there were notations in both daughters\u2019 counseling files that could bar them from joining the military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They contend the notations overstated events that were either extremely mild, or never happened. Despite multiple clean bills of health from civilian and DoD behavioral health providers, their daughters have been denied waivers to enter the
