{"id":34751,"date":"2019-01-02T21:25:11","date_gmt":"2019-01-02T21:25:11","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2019\/01\/02\/new-in-2019-vas-health-care-rules-will-be-completely-rewritten-this-year\/"},"modified":"2026-08-08T06:46:55","modified_gmt":"2026-08-08T06:46:55","slug":"new-in-2019-vas-health-care-rules-will-be-completely-rewritten-this-year","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/veterans\/2019\/01\/02\/new-in-2019-vas-health-care-rules-will-be-completely-rewritten-this-year\/","title":{"rendered":"New in 2019: VA\u2019s health care rules will be completely rewritten this year"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 President Donald Trump has been promising expanded health care choices for veterans dating back to his election campaign in 2015. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But 2019 could be the year his administration actually makes that happen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans Affairs has been working on expanded <a href=\"https:\/\/www.militarytimes.com\/news\/2018\/10\/02\/triwest-takes-over-va-community-care-programs-nationwide\/\" target=\"_blank\">community care rules<\/a> for veterans&#8217; medical appointments since last summer, when Congress approved <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/05\/16\/sweeping-veterans-policy-bill-passed-overwhelmingly-in-the-house\/\" target=\"_blank\">the VA Mission Act<\/a>. Details of that work are expected to be released in early 2019, and a full set of new regulations is scheduled to be released in early spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/06\/06\/more-fights-set-over-sweeping-veterans-reforms-just-signed-into-law\/\" target=\"_blank\">Among other priorities<\/a>, the legislation mandated a retooling of the department\u2019s policies for veterans seeking private-sector care, a massive undertaking that supporters have hailed as giving more flexibility and freedom to veterans who face long lines at VA hospitals and clinics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA Secretary Robert Wilkie in December hailed the work as part of \u201ca real transformational period at the department.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/05\/23\/massive-veterans-policy-bill-heads-to-trumps-desk-but-results-will-take-time\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"203\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_821518132423.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Massive veterans policy bill heads to Trump\u2019s desk, but results will take time<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Provisions for new community care rules and caregiver stipend expansion won&#039;t happen overnight.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But critics have attacked the work as the first step toward privatizing key parts of the VA mission. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats, including House members who will be taking control of the chamber this year, have promised intense oversight into the new outside care rules, to ensure they aren\u2019t written to siphon off needed federal resources to private businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As written, the legislation requires VA to remain a core coordinator of veterans health care plans but also to ensure \u201cthe scheduling of medical appointments in a timely manner,\u201d \u201ccontinuity of care and services,\u201d and \u201cno lapse in health care services.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That leaves a significant amount of work to be settled in the details of VA\u2019s implementation plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, the VA\u2019s Choice program \u2014 the best known and most used of the community care programs \u2014 is restricted to veterans who live more than 40 miles from a VA facility or face a wait of more than 30 days for VA services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new programs will likely jettison those rules in favor of a looser set of guidelines, including language for veterans who face \u201can unusual or excessive burden\u201d getting their care at VA facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans groups have advocated for more flexibility for care options but also warned against abandoning the current Veterans Health Administration, a key safety net for millions of veterans across the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A congressional hearing previewing the Mission Act implementation work was scheduled for early December but was postponed due to the death of former President George H.W. Bush.
