{"id":35068,"date":"2018-11-19T21:00:59","date_gmt":"2018-11-19T21:00:59","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2018\/11\/19\/report-enemy-attacks-decrease-in-afghanistan-but-airstrikes-deaths-rise-as-urban-centers-remain-vulnerable\/"},"modified":"2026-08-08T07:20:37","modified_gmt":"2026-08-08T07:20:37","slug":"report-enemy-attacks-decrease-in-afghanistan-but-airstrikes-deaths-rise-as-urban-centers-remain-vulnerable","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/flashpoints\/2018\/11\/19\/report-enemy-attacks-decrease-in-afghanistan-but-airstrikes-deaths-rise-as-urban-centers-remain-vulnerable\/","title":{"rendered":"Report: Enemy attacks decrease in Afghanistan but airstrikes, deaths rise as urban centers remain vulnerable"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Though a 1,000-fighter strong Taliban takeover of Ghazni City was repelled by a combination of <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2018\/06\/22\/these-are-some-lessons-learned-from-the-first-security-force-assistance-brigade-deployment\/\" target=_blank>U.S. and Afghan forces<\/a> earlier this year, conditions remain for the insurgent group to take other vulnerable urban centers, according to a recent report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One urban center cited in particular is Farah City, which faced Taliban control as recently as May,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"http:\/\/www.dodig.mil\/Reports\/Compendium-of-Open-Recommendations\/Article\/1693809\/lead-inspector-general-for-operation-freedoms-sentinel-i-lead-inspector-general\/\" target=\"_blank\">Department of Defense Inspector General\u2019s quarterly report<\/a>, covering July to September, noted that <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2018\/11\/16\/with-reapers-in-the-sky-helmand-becomes-a-testing-ground-for-the-corps-future-fight\/\" target=\"_blank\">progress is being made<\/a>, with an accompanying decrease in total enemy attacks, but an increase in both suicide attacks and civilian casualties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the U.S. Air Force is flying more than double the sorties and dropping five times as much ordnance than it was in mid-2017, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2018\/06\/13\/the-1st-security-force-assistance-brigade-has-been-in-afghanistan-almost-100-days-this-is-what-theyve-been-up-to\/\" target=_blank>U.S. and coalition partners<\/a> maintain a \u201clist of urban centers\u201d vulnerable to Taliban attack. Several \u201clines of effort\u201d are being pursued to enhance the Afghanistan military\u2019s ability to secure these and other population centers, according to the report.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2018\/08\/08\/gap-in-army-adviser-brigade-deployments-could-create-complications-in-afghanistan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-SFAB-cover-1-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Gap in Army adviser brigade deployments could create complications in Afghanistan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">There could be a gap of several months with no SFAB soldiers on the ground in Afghanistan.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That work includes enhancement of physical structures, shared intelligence and \u201congoing advising\u201d of the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/11\/14\/afghan-leader-tells-us-audience-that-taliban-not-winning-war\/\" target=\"_blank\">Afghan security forces<\/a> by the U.S. Army\u2019s 1st Security Force Assistance Brigade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That SFAB is leaving this month, however, and will not be replaced until the spring, with the arrival of the 2nd SFAB, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Back in August, the head of U.S. Central Command, Gen. Joseph Votel, told media he was confident the incoming 2nd SFAB would be able to continue the work of the departing SFAB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s been a steady flow of information from the current SFAB, the 1st SFAB, to the second SFAB that will follow them in theater,\u201d Votel said at the time. \u201cSo, they\u2019ve been sharing a lot of lessons learned in terms of how they are operating.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That roughly 1,000-soldier unit is still being formed and training for its pre-deployment certification, not slated until January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other ways of maintaining continuity of lessons learned are being developed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/11\/01\/this-is-not-going-to-be-won-militarily-top-us-commander-in-afghanistan-reveals-pessimism\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18245290979076.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018This is not going to be won militarily\u2019: Top US commander in Afghanistan reveals pessimism<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S.-backed Afghan government&#039;s control over territory is slipping, according to a new report.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Teams with the 2nd SFAB may have deployed to Afghanistan early to work side by side with the 1st SFAB, which was under consideration at the time of the August interview. Or some soldiers from the first deployment might return to Afghanistan to help the 2nd SFAB get going.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A contingent of about 300 Marines and small numbers of other personnel are part of Task Force Southwest; they recently began their third rotation, operating primarily out of Helmand province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That task force has primarily been focused on increasing the security bubble in areas of the province, especially ahead of recent elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. troop levels remain steady, at an estimated 14,000, which resulted from a 3,500-troop increase in August 2017 by President Donald Trump under his new \u201cconditions-based\u201d <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/08\/22\/trump-strategy-is-working-departing-general-in-afghanistan-says\/\" target=\"_blank\">South Asia strategy<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inspectors noted there were 8,435 enemy-initiated attacks from April 15 to Aug. 15, but U.S. forces did not delineate how many of those were \u201ceffective,\u201d meaning they resulted in a casualty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similar data showed an estimated 4,000 such attacks were effective in the same period in 2017.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/11\/14\/after-17-years-many-afghans-blame-us-for-unending-war\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18315371804255.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">After 17 years, many Afghans blame US for unending war<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">When U.S. forces and their Afghan allies rode into Kabul in November 2001 they were greeted as liberators. But after 17 years of war, the Taliban have retaken half the country, security is worse than it\u2019s ever been, and many Afghans place the blame squarely on the Americans.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The United Nations Assistance Mission in Afghanistan recorded 5,800 security incidents from May 15 to Aug. 15, which showed a 10 percent decrease as compared to the same three-month period the previous year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Civilian casualties have increased, partly due to more accurate reporting, according to officials with Operation Resolute Support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most recent quarter saw 2,467 civilian casualties. The provinces with the highest totals of casualties were Kabul, Nangarhar and Helmand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN assistance mission also reported a 38 percent increase in suicide attacks, compared to the same period in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most recent Special Inspector General for Afghanistan Reconstruction Report, or SIGAR, noted that the Afghan government controls an estimated 55 percent of its districts, the lowest since reporting began in 2015.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A gap in security assistance
