{"id":35578,"date":"2024-10-23T18:47:43","date_gmt":"2024-10-23T18:47:43","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2024\/10\/23\/marines-tackle-barracks-repairs-with-elbow-grease-outside-expertise\/"},"modified":"2026-08-08T21:13:39","modified_gmt":"2026-08-08T21:13:39","slug":"marines-tackle-barracks-repairs-with-elbow-grease-outside-expertise","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2024\/10\/23\/marines-tackle-barracks-repairs-with-elbow-grease-outside-expertise\/","title":{"rendered":"Marines tackle barracks repairs with elbow grease, outside expertise"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Marines at Camp Pendleton, California, are pairing up with building maintenance experts to tackle barracks repairs as part of a two-week standdown to address unaccompanied housing issues across the base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Called \u201c<a href=\"https:\/\/www.dvidshub.net\/news\/483286\/camp-pendleton-marines-and-sailors-implement-barracks-360-reset-initiative\" target=\"_blank\">Operation Clean Sweep<\/a>,\u201d the event, which began Oct. 16 and runs until Oct. 30, is an early step in the Corps\u2019 long-term effort to repair, restore and build out better housing for Leathernecks and their families force-wide, according to a Marine Corps <a href=\"https:\/\/www.dvidshub.net\/news\/483286\/camp-pendleton-marines-and-sailors-implement-barracks-360-reset-initiative\" target=\"_blank\">release<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deferred <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/05\/01\/how-the-marine-corps-barracks-got-to-be-so-bad-according-to-2-generals\/\" target=\"_blank\">maintenance and funding shortfalls<\/a> have plagued Marine housing for decades, leading to <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/03\/25\/heres-how-the-marine-corps-wall-to-wall-barracks-inspections-went\/\" target=\"_blank\">\u201cwall-to-wall\u201d inspections<\/a> of the Corps\u2019 more than 60,000 barracks rooms earlier this year along with Marine Corps Commandant Gen. <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/05\/02\/top-marine-wont-apologize-for-corps-past-neglect-of-barracks\/\" target=\"_blank\">Eric Smith<\/a>\u2019s launch of a barracks overhaul initiative dubbed Barracks 2030.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2024\/07\/01\/marines-implement-new-qr-code-system-to-report-barracks-problems\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"171\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/barracks-inspection-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Marines implement new QR code system to report barracks problems<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The QR code system allows users to report from mobile devices and track progress on their request.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As part of the overall initiative, the Corps will consolidate Marines in the better buildings and demolish the worse ones, hire professional barracks managers and increase funding for barracks restoration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Assistant Commandant Gen. Christopher Mahoney previously said those inspections were the \u201cbaseline\u201d for understanding where the Corps should focus its efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNone of this is going to happen overnight,\u201d Mahoney said. \u201cBut this inspection is one of many first steps.\u201d<\/p>\n\n\n\n<iframe width=\"315\" height=\"560\"\nsrc=\"https:\/\/www.youtube.com\/embed\/-_K6KdZHWZ8\"\ntitle=\"YouTube video player\"\nframeborder=\"0\"\nallow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\"\nallowfullscreen><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cBarracks 360 Reset,\u201d which includes Operation Clean Sweep is a local initiative between I Marine Expeditionary Force and Marine Corps Installations-West to address immediate issues as the Corps works on its larger Barracks 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Barracks 360 Rest seeks to address some low-hanging fixes by pairing experts in areas such as drywall repair, window screen replacement and air conditioning installation with Marine staff at the West Coast base to identify and make these minor repairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I MEF and MCI-West are investing nearly $4.2 million in housing maintenance and repairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than half of that funding, or $2.2 million, was spent for a \u201csurge\u201d to address<b> <\/b>backlogged maintenance requests, according to the statement. The remaining dollars were spent on air-conditioning units to be delivered in the coming months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the spending and repairs, the Corps has identified housing rights and responsibilities and minimum acceptable standards for barracks rooms in a \u201cresident\u2019s guide.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Staff at Pendleton held town hall meetings ahead of \u201cOperation Clean Sweep\u201d to educate residents on barracks upkeep and available resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy Seabees will work with Marines and sailors on self-help projects such as minor room repairs, according to the release. The Corps hired contracted civilian labor to reduce the maintenance backlog on the installation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a separate effort aimed at improving barracks conditions, the Corps launched the <a href=\"https:\/\/usmcmax.usmc.mil\/qsrmax\" target=\"_blank\">QSRMax system<\/a> in July that allows Marines to submit maintenance requests to USMCMax through a QR code on their phone. QSRMax then routes the request to barracks and building managers on the base, Marine Corps Times <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/07\/01\/marines-implement-new-qr-code-system-to-report-barracks-problems\/\" target=\"_blank\">previously reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine housing has deteriorated as the Corps prioritized spending on weapons and training over the past two decades during the wars in Iraq and Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 2023 <a href=\"https:\/\/www.gao.gov\/products\/gao-23-105797?utm_campaign=usgao_email&#038;utm_content=topic_housing&#038;utm_medium=email&#038;utm_source=govdelivery\" target=\"_blank\">Government Accountability Office<\/a> report found \u201cmold, dysfunctional plumbing, and poor heating and cooling\u201d in Marine barracks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An estimated 87,000 Marines live in barracks, Maj. Gen. Torres\/U.S. Marine Corps)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Maxwell noted that 17% of the Corps\u2019 658 barracks buildings were listed as in \u201cpoor or failing condition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of March, an estimated 17,000 Marines, or 20%, live in barracks that fell short of military standards regarding privacy and room configuration, <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/09\/20\/poor-oversight-leaves-military-barracks-in-dire-condition-report-says\/\" target=\"_blank\">according to the GAO report.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Corps\u2019 \u201cwall-to-wall\u201d inspections conducted earlier this year found half of all barracks rooms were \u201cpartially mission capable,\u201d which means the rooms were deficient in at least one of the regulated living standards, Marine Corps Times <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/03\/25\/heres-how-the-marine-corps-wall-to-wall-barracks-inspections-went\/\" target=\"_blank\">previously reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the annual Modern Day Marine conference in May, Smith <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/05\/02\/top-marine-wont-apologize-for-corps-past-neglect-of-barracks\/\" target=\"_blank\">addressed the decades-long shortfalls<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, again, I can\u2019t apologize for previous generations of Marines to prioritize training and equipping over quality of life,\u201d he said. \u201cBut now the tide has to turn, and we have to get back to quality of life.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, the Corps has spent an average of about <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/03\/11\/corps-seeks-274m-to-fix-billions-dollar-barracks-problems\/\" target=\"_blank\">$200 million annually<\/a> on barracks maintenance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Corps requested <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2024\/03\/11\/corps-seeks-274m-to-fix-billions-dollar-barracks-problems\/\" target=\"_blank\">$274 million<\/a> in its fiscal 2025 budget to address barracks conditions, a $65 million increase over fiscal 2024. The service\u2019s requested total fiscal 2025 budget is $53.7 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, according to an internal memo obtained by Marine Corps Times in January, the service estimates it will need about $1.5 billion each year to bring all its barracks up to \u201cgood\/fair\u201d condition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Corps\u2019 deferred maintenance amounts to more than $15.8 billion, according to Navy budget documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But catching up requires smart strategies for the money the Corps does have.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Marine Corps cannot overcompensate with significant sums of money that cannot be spent smartly and risk investing in the wrong initiatives
