McCain on Monday and the Fitzgerald in June offer a tragic reminder of the high-speed, high-stakes world in which 7<sup>th<\/sup> Fleet sailors operate while underway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The forward deployed naval forces that call overseas ports home while comprising America\u2019s Western Pacific power projection deal with longer deployments and lesser training while regularly operating in more complex maritime environments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That high activity regularly involves transiting through some of the world\u2019s busiest sea traffic.<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=6f02de13-284a-4837-8ac9-e3d141ade83a\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">&#8220;Our primary concern at this point is the safety of the crew and ship &#8211; that is the focus of our efforts at the scene. We will continue to provide updates as events unfold and we learn more. I am also directing a comprehensive review into all potential factors contributing to these incidents.&#8221;<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The Fitzgerald was underway in a sea lane off the Japanese coast when <a href=\"http:\/\/www.navytimes.com\/news\/your-military\/2017\/08\/17\/water-on-deck-get-out-the-navys-official-report-of-the-fitzgeralds-catastrophe-at-sea\/\">it was struck by a commercial vessel<\/a> in June, a collision that led to the drowning deaths of seven sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The McCain was near the Strait of Malacca near Singapore on Monday when <a href=\"http:\/\/www.navytimes.com\/news\/your-navy\/2017\/08\/20\/navy-destroyer-john-s-mccain-collides-with-merchant-vessel\/\">it sustained a collision<\/a> with an oil barge three times its size.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the search for 10 missing McCain sailors continued Monday, Chief of Naval Operations Adm. John Richardson <a href=\"http:\/\/www.navytimes.com\/news\/your-navy\/2017\/08\/21\/cno-richardson-calls-for-fleet-wide-review-in-light-of-mccain-disaster\/\">announced a fleet-wide review<\/a> that will include a long look at training and operational tempo, among other things.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/08\/20\/navy-destroyer-john-s-mccain-collides-with-merchant-vessel\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_17233372286775.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Stricken destroyer John S. McCain arrives in Singapore, 10 crew still missing<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The accident occurred near the Strait of Malacca.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The McCain and Fitzgerald crews are no strangers to steaming in an area of operations that include a belligerent North Korea and an increasingly assertive Chinese navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seventh fleet has 13 ships under its command, and has dozens more ships and submarines in its waters at any given time, Navy officials say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Crews stationed overseas like those in 7th Fleet face less certainty when it comes to deployments, training and other things that are more reliable for a U.S.-based crew, according to Bryan Clark, a retired submariner and now a fellow at the Center for Strategic and Budgetary Assessments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2018re underway a lot more and you don\u2019t have that long period of preparation before you start getting underway,\u201d Clark said. &nbsp;\u201dIt\u2019s a much more flexible schedule than the guys in the United States have, The U.S. guys have a pretty regular, predictable plan going forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This puts more pressure on squadron and ship commanders to prep and train the crew, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you\u2019re stateside, you\u2019re doing a long workup period as part of a strike group,\u201d Clark said.&nbsp;<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=1e887370-61b6-4e73-8580-78b4b03a739f\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">Defense News&#8217; David Larter takes on some of the rumors surrounding the collision involving the USS John S. McCain.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Clark said such stressors have increased in the last 15 years, as missions expanded but the Navy ranks have shrunk by 20 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s maintained the same number of ships deployed overseas,\u201d he said. \u201cThe Navy\u2019s working about 20 percent harder.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deployments have also gotten longer in the past 15 years, Clark said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2000, he said, just four percent were longer than six months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday, they\u2019re all longer than six months,\u201d Clark said. \u201cThe stress on the Navy has gone up significantly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To meet the demand for such ships to be stationed in the area, the Navy has extended deployments, increased ops tempo and shortened, eliminated or deferred training and maintenance, <a href=\"https:\/\/www.gao.gov\/assets\/680\/670534.pdf\">according to a 2015 Government Accountability Office report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe high pace of operations the Navy uses for overseas-homeported ships limits dedicated training and maintenance periods, which has resulted in difficulty keeping crews fully trained and ships maintained,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The percentage of the fleet calling an overseas port its home has doubled since 2006, according to the GAO report.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/08\/21\/cno-richardson-calls-for-fleet-wide-review-in-light-of-mccain-disaster\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"197\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/McCain-damage-three.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy\u2019s top officer calls for fleet-wide review in light of McCain disaster<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Declaring that the Navy \u201cneeds to get to the bottom of this,\u201d Chief of Naval Operations Adm. John Richardson called Monday morning for a global fleet-wide operational pause that seeks to understand the causes of the service\u2019s spate of fatal at-sea collisions this year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">By the end of fiscal year 2015, about 40 vessels were expected to be forward deployed, the GAO reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While stationing ships overseas offers faster crisis response and a richer engagement with allies, the GAO report found that crew training and maintenance are shortened compared to ships based in the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Navy plans call for a U.S.-based cruiser or destroyer to spend 41 percent of its time deployed or available for deployments, such Japan-based ships spend 67 percent of their time deployed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHigh operational tempo for ships homeported overseas limits crew training when compared to ships homeported in the United States,\u201d according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This results in a \u201ctrain on the margins\u201d approach for ships based overseas, according to the report.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/08\/17\/water-on-deck-get-out-the-navys-official-report-of-the-fitzgeralds-catastrophe-at-sea\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"209\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screen-Shot-2017-08-17-at-5.48.43-PM.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Water on deck!\u2018 \u2018Get out!\u2018 \u2014 The Navy&#8217;s official report of the Fitzgerald&#8217;s catastrophe at sea<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sailors had less than a minute to escape as seawater blasted through a massive hole in the destroyer Fitzgerald after a container ship struck its starboard side on June 19.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cU.S.-based crews are completely qualified prior to deploying from their U.S. homeports, with few exceptions,\u201d the report states. \u201cTraining on the margins\u2019 means that there is little to no dedicated training time set aside for the ships, so that crews train while under way or in the limited time between underway periods.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, up to 17 percent of warfare certifications for Japan-based crews have lapsed in the past. \u201cOver three-quarters of the expired certifications in January 2015, including air warfare and electronic warfare, had been expired for 5 months or more,\u201d the GAO reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One question that bears answering in Richardson\u2019s review is whether the issues seen in 7<sup>th<\/sup> Fleet are a \u201ccanary in the coal mine,\u201d Clark said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you\u2019re stressing the whole fleet, you expect these problems to emerge in the FDNF first,\u201d Clark said.<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=3e8904cb-2cf4-4285-87d4-cfdc84af7f65\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">What is known following the collision between the guided-missile destroyer USS John S. McCain (DDG 56) and the merchant vessel Alnic MC.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Sometimes ships that do a lot of challenging operations, like transiting through the Strait of Malacca, end up putting the same people on watch every time, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou have a limited rotation of skilled, experienced watchstanders,\u201d Clark said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If they\u2019re not available, he said, \u201cyour next best is not close to your first best.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose are things you kind of look for, especially when you\u2019re looking at ships that are highly capable,\u201d Clark said. \u201c(Watchstanders) may be super-proficient and highly capable, but they\u2019re only one or two deep.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, Clark said, structural issues within the Navy itself are likely at work as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is unusual to have this many fatal accidents in a short period of time,\u201d he said. \u201cIt may not be just a surface fleet thing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br\/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As Chief of Naval Operations Adm.
