Samuel Paparo<\/a> has served his country from a variety of locales during his nearly 40 years in uniform, from the cockpit of a fighter jet to boots on the ground in the most contentious corner of Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the commander of U.S. Pacific Fleet \u2014 and the White House\u2019s pick to be the next head of U.S. Indo-Pacific Command \u2014 arrived on civilian America\u2019s radar in March during an interview aboard the aircraft carrier Nimitz in the West Pacific for the <a href=\"https:\/\/twitter.com\/60Minutes\/status\/1637605762607243264\" target=\"_blank\">\u201c60 Minutes\u201d news program<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paparo played the role of the steely, squared-away military leader. He answered questions diplomatically, but with conviction. He noted how China\u2019s military mustered just 37 vessels in the early 2000s and that Beijing now has a fleet of 350 ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked what his fleet would do should Beijing invade Taiwan, Paparo said that was a decision for his civilian bosses in the White House and Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when asked if the Navy was ready for such a fight if ordered to do so, he answered in the affirmative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ll never admit to being ready enough,\u201d Paparo added.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Admiral Samuel Paparo says \u201cI\u2019d be a fool\u201d not to worry about China\u2019s long-range anti-ship missiles. He says the U.S. Navy has developed \u201cthe tactics and the techniques and the procedures\u201d to evade China\u2019s People\u2019s Liberation Army Rocket Force. <a href=\"https:\/\/t.co\/JjSsPTr1Eo\">https:\/\/t.co\/JjSsPTr1Eo<\/a> <a href=\"https:\/\/t.co\/63FlM8FFDY\">pic.twitter.com\/63FlM8FFDY<\/a><\/p>&mdash; 60 Minutes (@60Minutes) <a href=\"https:\/\/x.com\/60Minutes\/status\/1637605762607243264?ref_src=twsrc%5Etfw\">March 20, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon has in recent years made getting ready for such a fight its main priority, and President Joe Biden\u2019s nomination of Paparo to lead the potential battlefront against China further reinforces that priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this summer, news emerged that Defense Secretary Lloyd Austin had sent the admiral\u2019s name to the White House to become the next chief of naval operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But instead, the Biden administration has nominated Adm. Lisa Franchetti, the current vice chief of naval operations, to become the Navy\u2019s next top officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a war with China, the Navy would not only be the tip of the spear, but most of the spearhead in a largely maritime conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As PACFLEET commander, Paparo has wielded that spear since 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He still needs to be confirmed by Congress, a normally rote procedure that has been frozen for months by Sen. Tommy Tuberville. The Alabama Republican <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/05\/04\/former-secdefs-blast-senator-over-irresponsible-nomination-holds\/\" target=\"_blank\">imposed a blockade of military confirmations<\/a> in February to protest the Pentagon\u2019s new policy providing leave time for troops to travel to receive abortion services if they\u2019re stationed in states where it\u2019s now illegal.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2023\/05\/04\/former-secdefs-blast-senator-over-irresponsible-nomination-holds\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23110573681845.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Former SecDefs blast senator over \u2018irresponsible\u2019 nomination holds<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The seven former military leaders said holding up confirmations hurts military operations.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Keeping Paparo in the West Pacific also continues a longstanding tradition of having an admiral in charge of INDOPACOM or its predecessor, U.S. Pacific Command, <a href=\"https:\/\/www.pacom.mil\/About-USPACOM\/USPACOM-Previous-Commanders\/\" target=\"_blank\">dating back to the joint command\u2019s creation in 1947<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the path to INDOPACOM command has run through the Navy\u2019s Pacific Fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to his experience in the Pacific, Paparo has shown creativity and innovation while leading PACFLEET, according to Bryan Clark, a retired submariner and senior fellow at the Hudson Institute think tank.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"698\" src=\"\/wp-content\/uploads\/2026\/08\/paparo-del-toro.webp_.jpg\" alt=\"\" class=\"wp-image-81854\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/paparo-del-toro.webp_.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/paparo-del-toro.webp_.jpg?resize=300,209 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/paparo-del-toro.webp_.jpg?resize=768,536 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Navy Secretary Carlo Del Toro, center, and U.S. Pacific Fleet commander Adm. (MC2 Logan Keown\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDuring the last couple years, he has been leading impressive concept development and experimentation efforts in the Pacific to develop new approaches for deterring China,\u201d Clark said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many of those efforts are sensitive or classified, Clark added, but he pointed to an Integrated Battle Problem in May that took place under Paparo\u2019s watch and involved integrating sea and air drones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPaparo\u2019s innovative approaches to operational problems can now also be applied to (Indo-Pacific) strategy,\u201d said Clark, who recently authored a report on how the Defense Department can further deter Chinese aggression. \u201cPaparo\u2019s ideas for how to deploy and evolve naval forces to influence Chinese military plans could be applied more broadly across all the INDOPACOM components.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paparo also has \u201ca great reputation as a strong leader,\u201d according to Bradley Martin, a retired surface warfare officer who spent two-thirds of his 30-year career at sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve never heard bad things about his leadership style, and I\u2019ve heard a lot of good things about it,\u201d he added.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1241\" height=\"771\" src=\"\/wp-content\/uploads\/2026\/08\/paparo-next-cno.png.png\" alt=\"\" class=\"wp-image-81348\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/paparo-next-cno.png.png 1241w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/paparo-next-cno.png.png?resize=300,186 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/paparo-next-cno.png.png?resize=768,477 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/paparo-next-cno.png.png?resize=1024,636 1024w\" sizes=\"auto, (max-width: 1241px) 100vw, 1241px\" \/><figcaption class=\"wp-element-caption\">Adm. Paparo is fortuitous in setting the stage for the return of an aggressive maritime strategy in response to China and Russia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A TOPGUN graduate, Paparo has logged more than 6,000 hours flying the F-14 Tomcat, the F-15 Eagle and the F\/A-18 Super Hornet and has 1,100 carrier landings under his belt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While he has spent recent years focused on planning for America\u2019s next potential war, he spent time on the ground in Afghanistan, America\u2019s longest war and the military\u2019s focus for much of this century.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a fighter pilot, he took out a surface-to-air missile site in Kandahar during the invasion of Afghanistan in October 2001.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then-Cmdr. (Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Nuristan was also the site of the Battle of COP Keating in 2009, when a small number of U.S. soldiers repelled an attack by 300 Taliban.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paparo popped up briefly in \u201c<a href=\"https:\/\/www.amazon.com\/Outpost-Untold-Story-American-Valor\/dp\/031618540X\" target=\"_blank\">The Outpost,\u201d<\/a> a book about COP Keating written by CNN anchor Jake Tapper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paparo was helping lead counterinsurgency efforts in the province, and Tapper\u2019s book shows the future admiral playing diplomat between warring local factions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The book portrays Paparo as having bought-in on the \u201chearts and minds\u201d focus of counterinsurgency and wary of any actions that risked alienating the locals they were trying to win over.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At one point, according to the book, Paparo found himself stuck in the middle of two warring tribes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was trying to calm the feuding clans and achieve stability to a level where UN workers could come in and begin development projects, the same mission that so many U.S. officers in Afghanistan wrestled with for 20 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He commanded U.S. 5th Fleet in the Middle East from August 2020 to May 2021, then assumed command of U.S. Pacific Fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As commander of PACFLEET, he has overseen the Navy\u2019s controversial Red Hill fuel storage facility spill in Hawaii, which polluted the tap water of military members and civilians alike and forced a shutdown of the vital fuel hub.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a press conference announcing the findings of a Navy investigation into the fuel spill, Paparo recommended that the Navy review its operations at 48 other fuel storage facilities worldwide and added that the sea service needs \u201cto get real with ourselves\u201d and be \u201chonest about our deficiencies.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"4000\" height=\"2667\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-1234887391.jpg.jpg\" alt=\"\" class=\"wp-image-81862\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1234887391.jpg.jpg 4000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1234887391.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1234887391.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1234887391.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1234887391.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1234887391.jpg.jpg?resize=2048,1366 2048w\" sizes=\"auto, (max-width: 4000px) 100vw, 4000px\" \/><figcaption class=\"wp-element-caption\">U.S. Vice President Kamala Harris is received by Adm.
