And a new report shows that for the first time in months, the <a href=\"https:\/\/www.militarytimes.com\/home-hq\/2018\/01\/16\/va-appraisal-rules-amp-regulations-why-location-matters\/\" target=\"_blank\">appraisal<\/a> and the owner\u2019s valuation of a home are heading in opposite directions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January, appraisers valued homes 0.6 percent lower than the owners did, per the Home Price Perception Index, a metric published by <a href=\"https:\/\/www.quickenloans.com\/\" target=_blank>Quicken Loans<\/a>. It\u2019s the first time in eight months that the gap has widened; last January, appraisers ran 1.47 percent behind owner expectations, per a Tuesday news release.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/home-hq\/2018\/01\/02\/bah-breakdown-top-10-winners-and-losers-from-2018-rate-changes\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/money.png.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">BAH breakdown: Top 10 winners and losers from 2018 rate changes<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">How does your housing allowance stack up?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The regional breakdown shows fluctuations in owner perception: Veterans and service members in Seattle or San Diego, for example, are more likely to have their homes appraised for more than they think they are worth. Those in Baltimore, Cleveland or Philadelphia, however, could see a wider gap in the other direction than the national average.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the gap has narrowed overall in the past 12 months, any difference between owner valuation and appraisal can be a stumbling block for those completing a sale, regardless of the loan type. When the appraisal comes in low, the lender may not allow the buyer to move forward at the originally agreed-upon price.
