{"id":51353,"date":"2021-03-09T20:02:35","date_gmt":"2021-03-09T20:02:35","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2021\/03\/09\/lawmakers-eye-cutting-restrictions-expanding-infertility-help-for-veterans\/"},"modified":"2026-08-08T10:18:27","modified_gmt":"2026-08-08T10:18:27","slug":"lawmakers-eye-cutting-restrictions-expanding-infertility-help-for-veterans","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/veterans\/2021\/03\/09\/lawmakers-eye-cutting-restrictions-expanding-infertility-help-for-veterans\/","title":{"rendered":"Lawmakers eye cutting restrictions, expanding infertility help for veterans"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Even after a number of scientific and policy breakthroughs in recent years, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/07\/08\/abortion-arguments-at-play-in-limiting-veterans-ivf-benefit\/\" target=_blank>available infertility services for veterans<\/a> remain confusing and burdensome even for individuals whose combat injuries prevent other options for starting a family, advocates warned on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVeterans should not have to risk future financial stability to have a family,\u201d said Maureen Elias, associate legislative director of government relations for Paralyzed Veterans of America. \u201cIt is our responsibility to ensure the men and women who experience infertility due to injuries or illness incurred in service to this country can have families of their own.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/03\/04\/by-the-numbers-vas-coronavirus-response-one-year-later\/\" target=_blank>The Department of Veterans Affairs <\/a>began providing in vitro fertilization services for veterans only four years ago, and with significant restrictions. Currently, the treatments \u2014 which can run into the tens of thousands of dollars \u2014 are open only to married opposite-sex couples who use their own sperm, eggs and uterus.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2017\/01\/19\/va-to-start-offering-ivf-services-to-veterans-this-spring\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"206\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/fertility-services-for-veterans.png.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA to start offering IVF services to veterans this spring<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congress approved the change last fall, to bring VA services in line with Defense Department offerings. <\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s a pretty narrow population that doesn\u2019t reflect the world we live in today,\u201d said Rep. Debbie Wasserman Schultz, chairwoman of the House Appropriations Committee\u2019s panel on veterans issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMany veterans have injuries or illnesses that prevent them from being able to use their own sperm to conceive or to be able to carry a pregnancy to term on their own. Same-sex couples are denied treatment, even if they have service-connected infertility \u2026 There is no reason why there should be this kind of limitation on a veteran\u2019s ability to start a family.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, funding for those procedures are not permanent fixtures in VA\u2019s annual budget. Instead, lawmakers must re-authorize the money every few years, a financial uncertainty that some advocates say adds extra stress to an already emotional process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appropriations committee lawmakers held their hearing on the program problems Tuesday in advance of Veterans Affairs budget planning later this spring. Along with stabilizing the funding \u2014 a move that most lawmakers appeared to support \u2014 the panel is considering a host of other requirement changes to broaden the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advocates argued they are sorely needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVA is a health system for all kinds of individuals, men and women, and they treat the whole body,\u201d said Barbara Collura, president of RESOLVE: The National Infertility Association.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you get pregnant, VA is going to help cover your pregnancy and help you with that delivery. Infertility is affecting one out of eight people of reproductive age. So there is a high likelihood that there are a lot of individuals within the VA health system that have infertility issues \u2026 and we like to see those issues taken care of.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA leaders were not part of Tuesday\u2019s event, but are expected to face questions on the issue in upcoming hearings. Department officials said they are studying issues surrounding barriers to infertility treatment, but cannot loosen restrictions or broaden enrollment rules without congressional action.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2018\/12\/14\/do-military-women-have-higher-rates-of-infertility-than-civilians\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-868502474.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Do military women have higher rates of infertility than civilians?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Group calls for more data and more research on infertility in military women and men.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Tuesday\u2019s hearing focused largely on VA services, and not programs run by the Defense Department. The two separate systems do share some funding and logistical links.
