Bill reforms on track for fall semester, VA officials say"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Veterans Affairs officials expect to have 27 congressionally mandated reforms to <a href=\"https:\/\/www.militarytimes.com\/education-transition\/2021\/07\/12\/millions-of-vets-may-be-eligible-for-extra-gi-bill-benefits-thanks-to-court-ruling\/\" target=\"_blank\">GI Bill benefits<\/a> in place by Aug. 1, but many of those changes may not be immediately visible to all students.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s because the bulk of the changes, included in<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/12\/16\/congress-finalizes-sweeping-veterans-policy-bill-with-new-protections-for-women-students\/\" target=\"_blank\"> the Johnny Isakson and Phil Roe Veterans Health Care and Benefits Improvement Act of 2020,<\/a> deal with specific programs and eligibility requirements that individually don\u2019t affect a large number of veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When combined, however, these small changes amount to significant updates across the breadth of the benefit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese provisions greatly assist VA in providing benefits more efficiently and effectively \u2026 [including] improved oversight and accountability and expanded opportunities for service members, veterans and eligible family members,\u201d said Charmain Bogue, executive director of the Veterans Benefits Administration\u2019s Education Service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bogue faced questioning Tuesday from House Veterans\u2019 Affairs Committee members regarding the progress of the changes.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/12\/16\/congress-finalizes-sweeping-veterans-policy-bill-with-new-protections-for-women-students\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" veterans policy bill with new protections for women, students<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Trump is expected to sign the measure into law later this month.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Several provisions have been in place since the start of the summer, including the extension of protections for beneficiaries attending colleges whose schedules were upended by the ongoing coronavirus pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Students forced out of classes due to changes to class meetings or availability can retain their GI Bill eligibility under the measure, on-campus jobs and apprenticeship stipends were extended through the end of the pandemic, and payouts for hybrid classes will be adjusted under language approved last fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also expanded the popular Veteran Employment Through Technology Education Courses earlier this year and expanded VA\u2019s Edith Nourse Rogers STEM Scholarship program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also, for the first time, made foster children of servicemembers eligible for GI Bill benefits transfer, in alignment with Defense Department rules regarding dependents.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/education-transition\/2021\/07\/16\/use-your-gi-bill-benefits-to-start-a-business-lawmakers-push-pilot-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" a business? Lawmakers push pilot program<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Reintroduced legislation would create a pilot program for a few hundred veterans to get business start-up money through the GI Bill program instead of college tuition payouts.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Upcoming changes include expansion of the Fry Scholarship to include spouses and children of service members \u2014 including reservists \u2014 who died in non-combat events, and new requirements for schools to provide cost estimates to potential students ahead of enrollment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another change will require students to \u201celectronically verify\u201d their enrollment status with VA monthly. Bogue said officials are testing the technology for that now, with a plan to require the check-ins to launch next month for students enrolled in non-college degree programs and for other students at the end of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to make sure that we have the latest and greatest mobile information for our students, and that they understand the process and how it\u2019s important for them to reach out to VA to notify us of any issues,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers promised continued oversight on the reforms in the months to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe devil is in the details and Congress\u2019 work doesn\u2019t end with just a final stroke of the president\u2019s pen,\u201d said Rep.
