The proposal was added to the Senate\u2019s draft of the annual defense authorization bill, which still must survive negotiations with the House in coming months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the 94-6 vote sent a strong message of support from lawmakers to administration officials, who have resisted the change in recent years because of the potential costs of the move.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey don\u2019t seem to think that exposure to these toxic chemicals in Vietnam is a cost of war,\u201d said Sen. Jon Tester, D-Mont. and ranking member on the Senate Veterans\u2019 Affairs Committee. \u201cLet me tell you, they are wrong, and it is. The fact is this administration wants to outlive the Vietnam veterans and they don\u2019t want to pay for it.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/2019\/10\/23\/white-house-responsible-for-delayed-decision-on-new-agent-orange-diseases-documents-show\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"233\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Stogner.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">White House responsible for delayed decision on new Agent Orange diseases, documents show<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Internal documents reveal the disagreements within the Trump administration over adding new Agent Orange-connected diseases.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For the last four years \u2014 when the National Academies of Sciences, Engineering and Medicine announced the three diseases could be credibly connected to Agent Orange exposure \u2014 veterans groups have pushed Veterans Affairs officials to include them on the list of presumptive conditions related to service in that war, allowing for fast-tracking of benefits claims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials had moved toward that step, but officials from the Office of Management and Budget objected before a final decision was made, citing cost concerns (the proposal could add several billion in new costs to the department in coming years) and what they called \u201climited scientific evidence.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to VA data, at least 83,000 Vietnam veterans have been diagnosed with bladder cancer, hypothyroidism and Parkinson\u2019s-like symptoms. Some of that group is already receiving veterans benefits for other war-related injuries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following Wednesday\u2019s vote, veterans advocates praised the move as long overdue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve lived with Agent Orange and my body for more than 50 years, and it\u2019s affected every part of me,\u201d said Vietnam veteran Bill Garberg, who suffers from Parkinson\u2019s-related symptoms. \u201cThe men that have survived this long should get some help, help that they deserve for the service that they rendered.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shane Liermann, deputy national legislative director for benefits at Disabled American Veterans, said the illnesses serve as a reminder of the long costs of war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAgent Orange exposure has caused years of suffering for thousands of Vietnam veterans, taken many of their lives and negatively impacted their families and survivors,\u201d he said. \u201cYet, VA has taken no action, almost four years on.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/06\/26\/benefits-for-blue-water-veterans-finalized-after-years-long-fight\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"203\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_691224042.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Benefits for \u2018blue water\u2019 veterans finalized after years-long fight<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The move ends a years-long fight to get faster disability benefits for up to 90,000 Navy veterans who served in Vietnam.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A similar measure proposed in the House was not included in that chamber\u2019s draft of the annual authorization bill finalized earlier this week. But Tester said he is optimistic that the issue can survive conference negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf it doesn\u2019t make it through conference, I\u2019ll be
