Ryan Dillon, a spokesperson for Operation Inherent Resolve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The convoy is \u201cno longer moving east,\u201d Dillon said, and the coalition\u2019s goal was achieved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agence-France Presse was first to break the news of the strike on social media.&nbsp;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2017\/08\/29\/lebanons-negotiated-isis-evacuation-angers-many\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP17240601785582.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lebanon&#8217;s negotiated ISIS evacuation angers many<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Buses carrying hundreds of Islamic State militants and their families arrived in eastern Syria on Tuesday following a negotiated evacuation from the Lebanon-Syria border, where the U.S.-backed Lebanese army deployed for the first time in years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The convoy included roughly 20 vehicles and upward of 200 ISIS fighters, Dillon said, citing open-source reporting.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the convoy resumes moving eastward, Dillon said, the U.S.-led coalition will target the convoy again in accordance with the Law of Armed Conflict.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, there are civilians and family members among the ISIS fighters, and if the coalition can properly discriminate between the two they will target the ISIS terrorists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lebanon launched a military operation a little over a week ago targeting ISIS militants on the Syria-Lebanon border. A ceasefire was declared shortly thereafter and a deal was hatched between ISIS fighters and Lebanon to move the militants toward the ISIS stronghold of Deir Ez Zour in the Euphrates River Valley area of Syria, according to <a href=\"https:\/\/www.nytimes.com\/2017\/08\/30\/world\/middleeast\/isis-syria-lebanon-us-military.html?_r=0\">The New York Times.&nbsp;<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That deal was strongly opposed by U.S. and Iraqi officials.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2017\/08\/28\/after-deal-isis-allowed-to-leave-syria-lebanon-border-area\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP17240589325560.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">After deal, ISIS allowed to leave Syria-Lebanon border area<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Islamic State militants and their families began leaving a border area between Lebanon and Syria on Monday as part of a controversial negotiated deal with the extremist group to end its presence there, Lebanese and Syrian media reported.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe coalition, we are not party to this agreement between Lebanon, Hezbollah and ISIS,\u201d Dillon told the New York Times. \u201cTheir claim of fighting terrorism rings hollow when they allow known terrorists to transit territory under their control.
