{"id":53795,"date":"2017-11-13T22:08:22","date_gmt":"2017-11-13T22:08:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2017\/11\/13\/ashford-universitys-gi-bill-eligibility-on-the-chopping-block-once-more\/"},"modified":"2026-08-08T11:11:42","modified_gmt":"2026-08-08T11:11:42","slug":"ashford-universitys-gi-bill-eligibility-on-the-chopping-block-once-more","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/education-transition\/2017\/11\/13\/ashford-universitys-gi-bill-eligibility-on-the-chopping-block-once-more\/","title":{"rendered":"Ashford University\u2019s GI Bill eligibility on the chopping block once more"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Ashford University\u2019s eligibility to enroll GI Bill users is once again in jeopardy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Veterans Affairs has deemed the school\u2019s state-level approval \u201clegally insufficient\u201d and issued a notice to Ashford, a top enroller of military students, that it has 60 days to comply with the law or lose its ability to receive VA funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such a result would prevent students from using their Post-9\/11 GI Bill, as well as other VA education benefits, at the school.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the school and the Arizona Department of Veterans Services are refuting the VA\u2019s claim \u2014 the latest in a series of clashes between the online for-profit school and the federal agency that oversees education benefits for veterans and their dependents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ashford\u2019s eligibility has been in question for more than a year, since it closed its brick-and-mortar campus in Iowa, where it previously had its state-level approval, a requirement for federal VA approval. <a href=\"https:\/\/www.militarytimes.com\/education-transition\/education\/2017\/07\/27\/gi-bill-ta-benefits-in-jeopardy-at-ashford-university\/\" title=\"\" class=\"\" data-original-title=\"\">Earlier this year<\/a>, Ashford turned to Arizona and now operates an administrative and student service center in Phoenix.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/education-transition\/education\/2017\/09\/14\/ashford-university-gets-ok-to-keep-gi-bill-students\/\" title=\"\" data-original-title=\"\">In September<\/a>, VA acknowledged the state of Arizona\u2019s approval of Ashford\u2019s online programs, with a VA spokesman describing this as the \u201cfinal step to certify students for use of the GI Bill\u201d through the location.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in recent days, VA said the Phoenix campus does not qualify as a \u201cmain campus.\u201d According to the VA, Ashford\u2019s main campus is in California, meaning the jurisdiction for approval would fall to California, not Arizona.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA school\u2019s main campus is a logical choice for the nexus of approval, as that location will normally have the bulk of the institution\u2019s administrative and organizational personnel needed to meet the statutory reporting and record keeping requirements,\u201d VA Spokesman Curt Cashour said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ashford President and CEO Craig Swenson called the VA\u2019s regulations \u201coutdated\u201d in a letter to students and slammed the \u201cespecially egregious\u201d timing of the department\u2019s announcement so close to Veterans Day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt should be noted that it is not uncommon for institutions to have more than one \u2018main campus,\u2019 sometimes in multiple states or even in foreign countries,\u201d Swenson continued. \u201cMore importantly, there is a general consensus that current VA regulations are outdated. They were written during the \u2018brick and mortar\u2019 era of higher education and did not anticipate the emergence of online institutions such as Ashford, where students, faculty, and facilities are geographically distributed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cashour said in response, \u201cOur regulations deal adequately with online programs. This situation is entirely the fault of Ashford University leaders, who did not address VA\u2019s multiple requests that they become compliant with the law.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ashford isn\u2019t the first online school in this situation to seek approval in a different state, Cashour said, adding, \u201cThose schools simply took the necessary steps to seek the proper approval and resolved their situations in a few weeks or months without causing any undue burden on their veteran students.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Military Times has previously reported, Ashford enrolled nearly <a href=\"http:\/\/ec.militarytimes.com\/charts\/military\/2017\/most-popular-GI-Bill-colleges\/\" title=\"\" class=\"selected-link\">8,000 GI Bill students<\/a> in fiscal 2016 and more than <a href=\"http:\/\/ec.militarytimes.com\/charts\/military\/2017\/most-popular-ta-colleges\/\" title=\"\">15,000 students using tuition assistance benefits<\/a>, which could also be affected if the school loses its eligibility to accept for VA funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA defines \u201cmain campus\u201d as the \u201clocation where the primary teaching facilities of an educational institution are located\u201d or, if unclear, \u201cthe location of the primary office of its chief executive officer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As far as the Arizona Department of Veterans\u2019 Services is concerned, however, the Phoenix campus qualifies as a main campus, spokeswoman Nicole Baker said. The state approving agency wrote in a letter to VA it \u201chas determined that its approval authority extends to online institutions that have an online administrative and student services center in Arizona, at least where that Arizona location is recognized by the licensing body and the accreditor for the institution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cashour said based on current information, Ashford has two options to reach compliance: seek approval in California or relocate its main campus to Arizona.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ashford applied for state approval in California last year but withdrew its application, later alleging VA and California officials pressured the Iowa approving agency to drop its approval of Ashford.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokeswoman for Bridgepoint Education, Ashford\u2019s parent company, did not say whether the school plans to renew its efforts in California but said that Ashford plans to \u201cvigorously challenge\u201d the VA\u2019s latest decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Department of Veterans Affairs has issued a notice to Ashford University, a top enroller of military students, that it has 60 days to comply with the law or lose its ability to receive VA funds.
