Julia Brownley, D-Calif., head of the House Veterans\u2019 Affairs task force on women veterans and sponsor of the new legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese gender-based inequities are antiquated, and we have a duty to ensure that all service members are treated fairly and do not incur disproportionate out-of-pocket costs for uniforms.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/03\/05\/women-troops-pay-double-what-men-pay-out-of-pocket-in-pink-tax-for-uniform-items\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Navy-uniform-inspection.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Women troops pay double what men pay out-of-pocket, in \u2018Pink Tax\u2019 for uniform items<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon has agreed to review the allotment process.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">About 16 percent of the military\u2019s enlisted forces and 19 percent of the officer corps are women, according to Defense Department statistics. Under the proposal, dubbed the <a href=\"https:\/\/speier.house.gov\/press-releases?id=85970499-C8D2-41F5-BED0-AE75054674D8\" target=_blank>The Equal Pay for Servicewomen Act<\/a>, Pentagon leaders would be required to develop more consistent criteria for uniform requirements \u201cso as to reduce differences in out-of-pocket uniform costs across services and by gender.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation would also mandate periodic reviews to ensure that gender disparities don\u2019t exist in uniform item costs and requirements, and a review before any future service uniform changes are approved to ensure those moves won\u2019t create higher out-of-pocket costs for men or women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All of those suggestions were outlined in the GAO report released in February. Pentagon officials at the time offered support for those ideas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRequiring servicewomen to pay more for uniforms than servicemen pay is blatant gender discrimination, pure and simple,\u201d said Rep. Jackie Speier, D-Calif., one of the bill\u2019s co-sponsors and chair of the House Armed Services Military Personnel Subcommittee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe military requires servicewomen to buy swimsuits, dress pumps and other items that are either not required for servicemen or that have less-expensive equivalents for men, and the GAO found that servicewomen have been more affected by mandatory uniform changes that must be covered out of pocket.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon spends more than $887 million a year on uniform allowances for enlisted and officers across the services, according to the GAO.
