My son is about to leave Army active duty, and he and his wife plan to attend college full time. They will live with us while they&#8217;re in school, and neither will be working. Will they be considered my retired Air Force husband&#8217;s dependents and receive military benefits like Tricare? My son will turn 27 in a couple of months, and his wife is 22.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>A. <\/b>Your son &#8220;aged out&#8221; of all Tricare eligibility as a dependent child when he turned 26. Since he is ineligible for Tricare as a dependent, his wife cannot be covered either. One way for him to retain Tricare eligibility for himself and his wife would be if he agreed to join the Selected Reserve. They would then be eligible for Tricare Reserve Select, which requires enrollment and payment of monthly premiums.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, there may be one other option: the Continued Health Care Benefit Plan. This program is distinct from Tricare but offers coverage similar to Tricare Standard. Troops separating from active duty may be eligible for up to 18 months after separation, and dependent spouses and children may be eligible for up to 36 months after the sponsor&#8217;s separation. More information on CHCBP is here: <a href=\"http:\/\/www.tricare.mil\/chcbp\" title=\"http:\/\/www.tricare.mil\/chcbp\">www.tricare.mil\/chcbp<\/a>.<span class=\"-newsgate--ccix-command-8-10\"><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Q. I retired from the Army in 2003 and have been working for a corporation with full health care benefits. I use Tricare as backup. I&#8217;m 60 years old and will keep working until 63. My wife turned 65 last year and did not work, so she&#8217;s ineligible for Medicare Part A until I turn 63 and go on Social Security. But in the meantime, she&#8217;s eligible for Part B. When we asked if we need to enroll her in Part B in order to not be penalized by Tricare down the road, Tricare told me yes. So we did and, because I still work, Medicare immediately slapped me with a 100 percent increase in premiums, charging me $210 a month for a service we essentially don&#8217;t use.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Is my wife required to be enrolled in Part B now in order to not be penalized by Tricare down the road? Or can we disenroll her from Part B and then re-enroll her when I turn 63, stop working and go on Social Security? I realize she wouldn&#8217;t be eligible for any Tricare benefits while not enrolled in Part B for the next couple of years. But again, we don&#8217;t use Part B or Tricare now because my health insurance covers us both.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>A. <\/b>Tricare does not &#8220;penalize&#8221; beneficiaries over age 65 for failing to enroll in Medicare Part B; those beneficiaries simply can&#8217;t use Tricare unless and until they enroll in Part B. However, Medicare does penalize people who are eligible for Part B and are no longer working if they do not sign up when they first become eligible. This &#8220;late enrollment penalty&#8221; is equal to 10 percent of the Part B premium for each year the beneficiary was eligible to sign up for Part B but for whatever reason did not do so. Your wife likely will incur this penalty if you disenroll her from Part B now and then attempt to sign her up again several years from now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But again, Tricare does not impart any penalty in such situations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Email questions to tricarehelp@militarytimes.com.
