They kidnapped some locals who worked for the Afghan government, later dropping off their decapitated corpses in public places. In one instance, villagers were summoned to a beheading where some fainted while others froze as they watched in horror.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Militants of the Islamic State group have since been driven back into the mountains by blistering U.S. and Afghan bombing raids and a fierce ground campaign by the Taliban, Afghanistan\u2019s homegrown insurgents. <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/04\/21\/us-backed-peace-conference-for-afghanistans-warring-sides-postponed-as-taliban-balk\/\" target=_blank>The Taliban<\/a>, eager to expand their domestic political power, pledged to the Trump administration last year they would prevent any attacks on the West from Afghan soil after foreign troops leave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent success in containing ISIS is central to the calculus of President Joe Biden, who decided earlier this month to <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/04\/14\/biden-says-keeping-us-troops-in-afghanistan-past-this-summer-makes-no-sense-to-me\/\" target=_blank>pull all remaining U.S. troops out of Afghanistan<\/a> by the summer. Biden argues that threats to the West, whether by ISIS or remnants of the al-Qaida network, can be defused from a distance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet there are concerns that in the potential chaos of <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/04\/22\/afghan-military-will-collapse-without-some-us-help-says-top-general-in-the-middle-east\/\" target=_blank>a post-withdrawal Afghanistan<\/a>, ISIS \u201cwill be able to find additional space to operate,\u201d said Seth Jones, senior vice-president at the Center for Strategic and International Studies in Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some note that it took more than three years to dislodge and degrade ISIS fighters, many of them ethnic Pashtuns from Pakistan\u2019s tribal regions and Afghans from the northeastern Nangarhar and Kunar provinces. The retreating militants left behind mined roads and fields.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Khan, the tribal leader, fled his village of Pananzai with his six brothers and their families at the height of the battles against ISIS. They\u2019re not rushing home, even though the family of 63 people is crammed into nine small rooms in Nangarhar\u2019s provincial capital of Jalalabad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are afraid they will return,\u201d Khan, a father of 12, said of ISIS fighters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden has said he will hold the Taliban accountable for their commitment not to allow terror threats against the U.S. or its allies from Afghan soil. The U.S. invaded Afghanistan 20 years ago after al-Qaida militants, hosted by the Taliban, staged the Sept. 11 terrorist attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, Washington has come to see the Taliban as a national force, with no ambitions beyond their borders, according to a U.S. defense official who spoke on condition of anonymity in line with regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Taliban, familiar with mountain caves and dirt paths in remote terrain, are a useful ally against ISIS, which is viewed by the U.S. as the greatest threat emanating from Afghanistan, the official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In justifying his withdrawal decision, Biden noted that terror threats are \u201cmetastasizing around the globe\u201d and that \u201ckeeping thousands of troops grounded and concentrated in just one country, at the cost of billions each year, makes little sense to me and our leaders.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/04\/22\/us-troops-in-afghanistan-begin-packing-gear-in-pullout-prep\/\" target=_blank>The withdrawal is under way<\/a>, with the final phase starting Saturday. By Sept. 11, America will have withdrawn its last 2,500 to 3,500 troops, and about 7,000 allied forces from NATO are following the same timetable.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/04\/25\/top-us-general-in-afghanistan-says-military-begins-closing-down-operations\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6565431.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Top US general in Afghanistan says military begins closing down operations<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. military and NATO would be shipping some military equipment out of Afghanistan while deciding what would remain behind with the Afghan Defense and Security Force, said Gen. Austin Miller.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But there are concerns about ISIS re-emerging, particularly if the Taliban and the Afghan government can\u2019t reach a power-sharing deal. Intra-Afghan peace talks remain stalled, despite U.S. efforts to jump start them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ongoing fighting between the Taliban and the government could further erode the morale of Afghanistan\u2019s 300,000-plus security forces who sustain heavy casualties daily and are plagued by widespread corruption. It\u2019s unclear how the troops can be a bulwark against new terrorist threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, ISIS continues to recruit among radicalized university students and disgruntled Taliban, said a former Afghan security official who spoke on condition of anonymity because he was not authorized to talk to reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ISIS has also resumed a campaign of targeted killings of minority Shiite Muslims, many of them ethnic Hazaras, as well as women\u2019s rights activists and media workers. They claimed attacks last year on two educational facilities, including Kabul University, that killed more than 50 students. Washington blamed ISIS for a brutal assault last year on a maternity hospital in a largely Hazara neighborhood of Kabul. Infants and pregnant women were killed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March, seven Hazaras who worked in a stucco factory in the eastern city of Jalalabad were killed in an attack claimed by ISIS. The assailants tied their victims\u2019 hands behind their backs and shot each with a single bullet to the back of the head.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some residents there are afraid to point the finger at ISIS, fearing they might be targeted next. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ISIS operatives are said to occupy an entire neighborhood near the central Talashi roundabout. They have infiltrated the motorized rickshaw business and use the vehicles for targeted killings, said taxi driver Saida Jan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Evan Kohlmann, a terrorism consultant, said for a while it appeared the ISIS presence in Afghanistan and surrounding regions \u201cwas all but dead,\u201d but the group\u2019s operations \u201chave since resumed in earnest.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey represent a significant terrorist threat, but their tactics remain in the realm of assassination and sabotage,\u201d said Kohlmann, who has worked with the FBI and the Nine Eleven Finding Answers Foundation that emerged following the assaults on America.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey don\u2019t seem to be in a strong position of conquering and holding territory,\u201d or of threatening the U.S., he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Taliban say they have made good on promises to the U.S. by ordering fighters to keep non-Afghans from their ranks, and telling al-Qaida to leave the region. Frank McKenzie, head of U.S. Central Command.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">U.S. officials, meanwhile, acknowledge the withdrawal will reduce Washington\u2019s intelligence gathering capacities, even if ISIS and al-Qaida aren\u2019t in a position to attack U.S. targets from Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asfandyar Mir at Stanford University\u2019s Center for International Security and Cooperation said the U.S. will be able to continue technical eaves-dropping from a distance, while on-the-ground intelligence gathering will weaken further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe U.S. campaign in Afghanistan has been notoriously poor at getting good information and being played by rent-seeking actors, the cost of which is borne by innocent civilians in raids and strikes gone wrong,\u201d said Mir. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith U.S. forces out, and unable to provide security to potential informers, existing sources will dwindle and opportunities for bad actors to dupe the U.S. will
