{"id":59924,"date":"2018-11-21T00:51:29","date_gmt":"2018-11-21T00:51:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2018\/11\/21\/russian-challenge-to-chemical-weapons-watchdog-rejected\/"},"modified":"2026-08-08T12:26:07","modified_gmt":"2026-08-08T12:26:07","slug":"russian-challenge-to-chemical-weapons-watchdog-rejected","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/flashpoints\/2018\/11\/21\/russian-challenge-to-chemical-weapons-watchdog-rejected\/","title":{"rendered":"Russian challenge to chemical weapons watchdog rejected"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">BRUSSELS \u2014 The global chemical weapons watchdog\u2019s initiative to apportion blame for poison gas and nerve agent attacks survived two institutional <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/02\/06\/us-accuses-russia-of-protecting-syria-over-chemical-attacks\/\" target=\"_blank\">challenges from Russia<\/a> on Tuesday and is set to become operational next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. and other Western powers at <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2017\/04\/13\/us-berates-syria-at-opcw-meeting-on-syria-chemical-attack\/\" target=\"_blank\">the Organization for the Prohibition of Chemical Weapons<\/a> staved off a challenge by Russia and China to a June decision to set up <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/04\/16\/chemical-weapons-team-kept-from-alleged-attack-site-in-syria\/\" target=\"_blank\">an investigative team<\/a> with the power to name perpetrators of chemical attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It means a major change in the rules of the group, which has often been considered as toothless because it could never pinpoint who was behind a chemical attack even if it proved it had happened.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/06\/24\/russia-says-evidence-of-syria-chemical-attacks-was-faked\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"197\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18173395301922.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russia says evidence of Syria chemical attacks was faked<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Russia said Friday that the U.S. and its allies have relied on fabricated evidence to accuse the Syrian government of launching chemical attacks against civilians.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Following a heated session at the OPCW&#8217;s annual conference, members voted 82-30 to reject a reassessment of the June decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia and China had argued that the decision should be reviewed to ensure it didn&#8217;t go beyond the OPCW mandate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Later, a Russian-Iranian move to reject the annual budget, which would have starved the new investigative team of funds, was also defeated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Britain&#8217;s ambassador, Peter Wilson, called it in a Twitter message &#8220;an overwhelming result, which clearly says #NoToChemicalWeapons.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden was also among the Western bloc that backed the establishment of the new team to apportion blame.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Clear and strong support for the organization and its new responsibilities. No impunity for chemical weapons use,&#8221; Annika Markovic, Sweden&#8217;s envoy to the meeting tweeted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the meeting, the U.S. ambassador to the watchdog, Kenneth Ward, complained on Monday that \u201ca tsunami of chemical weapons\u201d had been used this year, <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/07\/08\/watchdog-reports-on-alleged-syria-chemical-attack-behind-airstrikes\/\" target=_blank>especially in Syria<\/a>, an ally of Russia, and called Moscow\u2019s attempts to undo the decision \u201cpungent hypocrisy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Britain and its allies also have accused Moscow of using a Soviet-era nerve agent in an attempted assassination of former spy Sergei Skripal and his daughter in the English city of Salisbury earlier this year. Russia denies the allegation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last June, an 82-24 vote among OPCW members provided more than the necessary two-thirds majority to give the group the mandate to name the parties it found responsible for chemical attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The squad, expected to comprise of about 10 to 12 investigators supported by experts and chemical inspectors who already work at the OPCW, will be able to look back at attacks for which the previous UN-OPCW team did not apportion blame.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One case still being investigated by weapons inspectors is the suspected chemical attack in April in the Syrian town of Douma.
