The payouts provide thousands of dollars a month in compensation to spouses, parents and other partners of severely injured veterans who otherwise would require expensive institutionalization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under <a href=\"https:\/\/www.federalregister.gov\/documents\/2020\/07\/31\/2020-15931\/program-of-comprehensive-assistance-for-family-caregivers-improvements-and-amendments-under-the-va\" target=_blank>new regulations released Friday<\/a>, department officials said caregivers of veterans injured on military duty before May 7, 1975, would be eligible for the monthly payouts as early as Oct. 1, although when the bulk of payouts would occur remains unclear.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/09\/25\/expansion-of-veteran-caregiver-program-delayed-until-at-least-next-summer\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/2009286.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Expansion of veteran caregiver program delayed until at least next summer<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Department officials missed a deadline get new technology to process new enrollments in place by this fall.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Caregivers of veterans injured between 1975 and 2001 would have to wait two more years to enter the stipend program, under rules previously established by Congress. That leaves those families with a wait until at least October 2022 to enter the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA Secretary Robert Wilkie said the changes \u201cwill allow our most vulnerable veterans to stay with their loved ones for as long as possible\u201d while recognizing the complexity of adding up to 41,000 new families to the program in coming years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expansion is expected to cost about $3 billion over the next five years, according to previous VA calculations.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expansion was mandated under the VA Mission Act passed by Congress and signed into law by President Donald Trump in summer 2019. The law is best known for an overhaul of VA\u2019s community care programs, which Trump often refers to as \u201cveterans choice\u201d in campaign stump speeches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the caregiver provisions were a major issue for veterans advocates at the time of passage, because of concerns that many eldery veterans had been unfairly excluded from the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program was due to be expanded in fall 2019, but delays in mandated technology upgrades pushed back the initiative by a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the final regulation, the revised Program of Comprehensive Assistance for Family Caregivers veterans with a service-connected disability rating of 70 percent or higher, regardless whether their condition resulted from an injury, illness or disease.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/05\/29\/falling-enrollment-in-vas-caregiver-program-raises-concerns\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"192\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/501857.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Falling enrollment in VA\u2019s caregiver program raises concerns<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A major expansion of the stipend program is scheduled for this fall, but lawmakers worry VA officials won&#039;t be ready for it.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Monthly stipends are based on federal locality pay rules where veterans live. For a veteran living in Phoenix, for example, the caregiver of a veteran unable to live without full-time assistance would receive about $2,700 a month, and a caregiver of a veteran who needs only partial help would receive about $1,700 a month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department officials said they will also provide new training for staff and caregivers, to include financial planning and legal services for families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The caregiver support program already provides eligible recipients with peer mentoring, respite care, and other support services.
