He said <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/02\/13\/north-korea-still-holds-the-key-after-us-shifts-policy-on-talks\/\" title=\"\" class=\"\" target=\"_blank\">North Korean leader Kim Jong Un wanted to improve ties with Washington<\/a> and had \u201cample intentions of holding talks\u201d with its rival, according to the South\u2019s presidential office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He made the remarks during a meeting with South Korean President Moon Jae-in, who is eager to engage the North after one of the most hostile periods in recent years on the Korean Peninsula.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/02\/15\/no-bloody-nose-strategy-for-north-korea-says-us-official-senators\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-916170462.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">No \u2018bloody nose\u2019 strategy for North Korea, says U.S. official, senators<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Trump administration has no strategy for a pre-emptive \u201cbloody nose\u201d strike against North Korea, according to two lawmakers and a Trump administration official.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Moon, who was invited a day after the opening ceremonies to Pyongyang for a summit with Kim Jong Un, also said that Washington and Pyongyang should quickly meet to \u201cfundamentally solve\u201d the standoff on <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/02\/14\/admiral-says-north-korea-aiming-to-reunify-korean-peninsula\/\" title=\"\" class=\"\" target=\"_blank\">the Korean Peninsula<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kim later sat in the VIP box at Olympic Stadium in Pyeongchang for the Olympic closing ceremonies, just feet away from Donald Trump\u2019s daughter, Ivanka, and the top U.S. military commander on the peninsula, Gen. Vincent Brooks. But there will also be widespread skepticism among conservatives in Seoul and Washington, with many wondering if the North is simply looking for economic relief after a series of increasingly tough international sanctions slapped on Pyongyang for its illicit weapons programs or more time to develop those weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moon has yet to accept the North\u2019s invitation for a summit, but he has advocated engagement with Pyongyang his entire political career and likely wants to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he must first strike a balance with Washington, which has a policy meant to isolate and sanction the North until it agrees to give up its nukes. Some observers believe that Pyongyang is trying to drive a wedge to win concessions from Seoul.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was no immediate comment from the United States, where it was dawn when the statement was released.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kim Yong Chol was head of the North\u2019s military intelligence when the 2010 attacks on South Korea took place and is currently a vice chairman of the ruling party\u2019s central committee tasked with inter-Korea relations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With decades of experience, he is one of the most powerful people in the North\u2019s ruling regime. (Korea Pool\/Yonhap via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">South Korea is hoping to ease tensions by allowing the North to participate in the games and send senior delegations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kim Jong Un\u2019s sister, Kim Yo Jong, attended the opening ceremony in an historic first \u2014 no member of the ruling Kim family had ever traveled to the South before. She invited President Moon Jae-in to a summit with her brother in Pyongyang. The delegation to the closing ceremony was expected to follow up on that invitation while in South Korea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delegation\u2019s arrival was met by protesters calling for Kim\u2019s arrest for his alleged role in the 2010 attacks \u2014 the sinking of the warship Cheonan that killed 46 South Korean sailors and an artillery strike on a South Korean island that killed four people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside Olympic Stadium, just before the ceremony, more than 200 anti-Pyongyang protesters waved South Korean and U.S. flags, banged drums and held signs saying \u201cKiller Kim Yong Chol go to hell.\u201d They denounced the South Korean government\u2019s decision to allow the visit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow can a murderer who killed 46 sailors on the Cheonan warship can be invited, protected and defended? This is the state of what the Republic of Korea has become,\u201d one protester shouted into a mic, referring to South Korea\u2019s formal name<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The protesters also hung a sign that read: \u201cWe are against Pyongyang Olympics: fallen into the propaganda of the terrorist Kim Jong Un\u2019s brutal regime.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There were no major clashes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the opening ceremony earlier this month, Kim Yo Jong sat in the same VIP box with Moon and U.S. Vice President Mike Pence, creating some awkward moments. Though Pence stood to cheer the entrance of the U.S. team, he remained seated when the athletes from North and South Korea marched together behind a \u201cunification\u201d flag, leaving Moon to instinctively turn around and shake Kim\u2019s sister\u2019s hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pence\u2019s office claimed afterward that the North had pulled out of a planned meeting at the last minute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The North\u2019s state-run news agency ran a story Sunday quoting a \u201cspokesman for the Korea Asia-Pacific Peace Committee\u201d as saying that Pence insulted Kim\u2019s sister with his hard-line rhetoric after returning to the U.S. and \u201cwe will never have face-to-face talks with them even after 100 years or 200
