{"id":66152,"date":"2022-09-23T20:08:03","date_gmt":"2022-09-23T20:08:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2022\/09\/23\/heres-how-dod-is-helping-commissary-shoppers-save-more-money\/"},"modified":"2026-08-08T14:32:58","modified_gmt":"2026-08-08T14:32:58","slug":"heres-how-dod-is-helping-commissary-shoppers-save-more-money","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/pay-benefits\/2022\/09\/23\/heres-how-dod-is-helping-commissary-shoppers-save-more-money\/","title":{"rendered":"Here\u2019s how DoD is helping commissary shoppers save more money"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Commissary shoppers will see bigger savings in their stores within a few weeks, following <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2022\/09\/22\/housing-allowances-are-about-to-go-up-for-more-than-100k-troops\/\" target=\"_blank\">Secretary of Defense Lloyd Austin\u2019s new initiative <\/a>announced Sept. 22.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commissaries will no longer have to make a profit to help pay for operating costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe intent is to no longer burden military families to partly pay for commissary operating costs, except for the statutory 5% surcharge used for facilities upkeep,\u201d said Defense Department spokesman Army Maj. Charlie Dietz, in response to Military Times\u2019 questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austin directed DoD to \u201cfully fund our commissaries to cut prices at the register, with the goal of achieving at least a 25 percent savings on grocery bills compared to the local marketplace,\u201d in his Sept. 22 memorandum outlining initiatives to help ease the <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2022\/07\/01\/feeding-our-paycheck-to-the-pumps-troops-families-deal-with-inflation\/\" target=\"_blank\">economic pain<\/a> and improve financial stability in the military community. The memo outlines steps DoD is taking to boost housing allowances, benefits related to permanent change of station moves, child care, spouse employment, and others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur service members and families must be able to secure affordable basic needs,\u201d Austin stated in the memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2022\/06\/29\/are-commissaries-providing-the-savings-they-promised-to-troops\/\" target=\"_blank\">commissary shoppers<\/a>, the requirement translates to a decrease of about 3% to 5% in the prices they\u2019re currently paying on most grocery items.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The price reductions should be seen by mid-October, Dietz said. \u201cWe want to sustain this increased savings through fiscal 2023 and exceed the 25% benchmark, to the extent that our resources allow.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fiscal 2021, overall commissary savings were 22.7% compared to stores outside the gate, which is below the 23.7% threshold mandated by law.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2022\/09\/22\/housing-allowances-are-about-to-go-up-for-more-than-100k-troops\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"192\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22123454973865.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Housing allowances are about to go up for more than 100K troops<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">DoD has unveiled a number of initiatives to improve quality of life for service members, including a boost in Basic Allowance in Housing for some troops.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Austin\u2019s directive to achieve at least a 25% savings goes beyond the congressional mandate. The savings vary by geographic area and are based on market basket comparisons and other data with a variety of stores outside the gate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement about changes to commissary pricing \u201cwill be welcome news to military families, many of whom are struggling to make ends meet as prices continue to increase,\u201d said Eileen Huck, government relations senior deputy director for the National Military Family Association. \u201cWe\u2019re glad that [DoD] recognized that military families should not have to bear the burden of paying for commissary operating expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe hope these changes increase the value of the commissary benefit and help families\u2019 grocery store dollars go farther.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commissaries will still be able to use \u201cvariable pricing,\u201d to mark up some items and mark down others. The commissary agency must be able to use this \u201cto optimize the commissary benefit for military families, particularly those who are financially struggling,\u201d Dietz said. \u201cVariable pricing will allow DeCA to sell essential food items, like milk, eggs, bread, etc., below cost, which will provide the greatest savings on the items military families need the most.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2022\/05\/20\/lawmakers-urge-dod-to-take-action-to-curb-rising-commissary-prices\/\" target=\"_blank\">Lawmakers wrote to Austin<\/a> earlier this year, asking him to remove the requirement for commissaries to make a profit. A 5% surcharge on customers\u2019 purchases was \u2014 and still is \u2014 used primarily to fund construction and renovation of commissary stores. According to the Government Accountability Office, the changes implemented in 2017 <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2022\/06\/29\/are-commissaries-providing-the-savings-they-promised-to-troops\/\" target=\"_blank\">have affected commissary savings<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cost of store operations, such as employees\u2019 salaries, are funded primarily by taxpayer dollars, typically around $1.2 billion a year, which is what the request for fiscal 2023 is. Some lawmakers have proposed increasing the funding over the administration\u2019s request this year; those details are being worked out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes in 2017 came after decades-long pressure within DoD to reduce or eliminate the amount of taxpayer dollars used to fund the commissary benefit.
