{"id":66577,"date":"2022-11-21T16:16:03","date_gmt":"2022-11-21T16:16:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2022\/11\/21\/lawmakers-press-dod-to-restore-troops-full-housing-stipend\/"},"modified":"2026-08-08T14:30:58","modified_gmt":"2026-08-08T14:30:58","slug":"lawmakers-press-dod-to-restore-troops-full-housing-stipend","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/pay-benefits\/2022\/11\/21\/lawmakers-press-dod-to-restore-troops-full-housing-stipend\/","title":{"rendered":"Lawmakers press DOD to restore troops\u2019 full housing stipend"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A bipartisan group of 60 <a href=\"https:\/\/www.militarytimes.com\/news\/election-2022\/2022\/11\/17\/former-navy-pilots-win-cements-republican-control-of-us-house\/\" target=\"_blank\">House lawmakers<\/a> is urging Defense Department officials to restore full <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2022\/09\/22\/housing-allowances-are-about-to-go-up-for-more-than-100k-troops\/\" target=\"_blank\">housing allowance payments<\/a> immediately in light of the increasing financial pressures on military families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2015, military leaders reduced the amount of housing stipends they paid out to military families from the 100% of the <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2021\/12\/22\/heres-who-gets-the-biggest-military-housing-allowance-bumps-in-2022\/\" target=\"_blank\">Basic Allowance for Housing<\/a> formula to 95%, as a cost saving measure authorized by Congress. At the time, officials said the move was needed to balance growth in compensation costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military officials have temporarily raised that percentage for certain high-cost areas of the country several times over the years, including a housing allowance boost for more than 114,000 service members in October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But despite those changes, they have maintained the 95% target as the standard for the benefit payouts.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2022\/09\/22\/housing-allowances-are-about-to-go-up-for-more-than-100k-troops\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"192\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22123454973865.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Housing allowances are about to go up for more than 100K troops<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">DoD has unveiled a number of initiatives to improve quality of life for service members, including a boost in Basic Allowance in Housing for some troops.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, as part of the annual defense authorization bill debate, House lawmakers approved language that would require the Defense Department to reassess that decision and move towards full compensation again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter signers said even though the provision isn\u2019t yet law, Pentagon leaders should move now to make the change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the Department believes that imposing a 5% cost share shouldn\u2019t financially burden military families, several studies have shown that this reduction harms the well-being of service members who live off and on military installations,\u201d they wrote in a letter to Defense Secretary Lloyd Austin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cService members and their families should not have to shoulder the burden of DOD\u2019s cost savings.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 5% difference can amount to anywhere from less than $100 a month to more than $200, depending on where troops live. BAH rates are calculated based on a region\u2019s rental rates and utility costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers said that trimming the BAH payouts amounts to troops being \u201cnickel and dimed by the nation they volunteered to serve\u201d at a time when Defense Department budgets continue to rise annually.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/09\/21\/dod-ponders-one-time-payments-to-lower-ranks-to-ease-economic-stress\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Air-Force-Association-panel-senior-leaders.-9.21.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">DoD ponders one-time payments to lower ranks to ease economic stress<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">High-level discussions are underway about a one-time payment to help lower-paid military families deal with inflation struggles.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Austin earlier this year promised to review the 2023 BAH tables \u201cto ensure calculations reflect the unusually dynamic fluctuations in the housing market\u201d in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense officials have also announced improvements in commissary prices and child care programs as ways to help cut costs for military families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Troops are in line for a 4.6% pay raise starting in January, but many lawmakers have lamented that the boost will not keep up with the current rate of inflation for household goods and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers are expected to finalize the annual authorization bill in December.
