{"id":67626,"date":"2023-04-17T21:53:25","date_gmt":"2023-04-17T21:53:25","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2023\/04\/17\/ukraine-rejects-iraqi-offer-to-mediate-talks-with-russia\/"},"modified":"2026-08-08T15:25:24","modified_gmt":"2026-08-08T15:25:24","slug":"ukraine-rejects-iraqi-offer-to-mediate-talks-with-russia","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/flashpoints\/2023\/04\/17\/ukraine-rejects-iraqi-offer-to-mediate-talks-with-russia\/","title":{"rendered":"Ukraine rejects Iraqi offer to mediate talks with Russia"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">BAGHDAD \u2014 Iraq on Monday offered to mediate between <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/\" target=\"_blank\">Ukraine and Russia<\/a> to try and find an end to the war in Europe, but Ukraine\u2019s top diplomat rejected the offer during a rare visit to Baghdad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine\u2019s Foreign Minister Dmytro Kuleba reiterated his country\u2019s position that it would not engage in any peace talks unless Russia withdraws from all Ukrainian territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Kremlin wants Kyiv to acknowledge Russia\u2019s sovereignty over Crimea, which Moscow took over in 2014, and to also recognize September\u2019s annexation of the Ukrainian provinces of Donetsk, Kherson, Luhansk, and Zaporizhzhia. Ukraine has rejected those demands and insists it won\u2019t hold talks with Russia until Moscow\u2019s troops pull back from all occupied territories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Iraq, Kuleba met with his Iraqi counterpart, Fuad Hussein. It was the first visit by a Ukrainian official to Baghdad since Russia\u2019s invasion of Ukraine in February 2022 and the first visit by a Ukrainian foreign minister in 11 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hussein pointed to Iraq\u2019s years of experience with war and conflict, as well as with hosting negotiations between hostile parties \u2014 such as the recent Saudi-Iran talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Baghdad had hosted several rounds of the talks between Riyadh and Tehran before the negotiations broke down. They later resumed with China as mediator, resulting in&nbsp;<a href=\"https:\/\/apnews.com\/article\/saudi-arabia-iran-diplomatic-ties-2f80bb71a995910cb4b172e5dbee3526\" target=\"_blank\">last month\u2019s announcement that the two regional rivals would restore diplomatic relations.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Baghdad \u201chas experience in communication with countries that have tension between them\u201d and \u201cis ready to be in service of peace,\u201d Hussein said in a press conference Monday. \u201cThe continuation of the war will be dangerous not only to the two countries but to the world.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iraq, like much of the Middle East, historically relies heavily on grain imported from Ukraine, and consumers have suffered from rising food prices since the beginning of the war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kuleba said that while Ukraine sees \u201cIraq as a country that is capable of building bridges&#8230; Russia is on the offensive &#8230; and this is the biggest hurdle on the way to peace.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need Russia to agree with a very simple fact that it has to stop the war and withdraw,\u201d Kuleba added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current Iraqi government is seen as close to Iran,&nbsp;<a href=\"https:\/\/www.defensenews.com\/unmanned\/2022\/10\/06\/ukraine-to-target-russias-bases-of-iran-supplied-explosive-drones\/\" target=\"_blank\">which the U.S. has accused of supplying drones to Russia<\/a>&nbsp;for its war in Ukraine. Iran has acknowledged sending drones to Russia but says it was before the war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iraq also maintains close ties with the United States, which has a strong influence over its financial sector.
