{"id":68270,"date":"2023-06-09T16:14:35","date_gmt":"2023-06-09T16:14:35","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2023\/06\/09\/major-racial-disparities-exist-in-military-justice-system-report-says\/"},"modified":"2026-08-08T15:36:09","modified_gmt":"2026-08-08T15:36:09","slug":"major-racial-disparities-exist-in-military-justice-system-report-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2023\/06\/09\/major-racial-disparities-exist-in-military-justice-system-report-says\/","title":{"rendered":"Major racial disparities exist in military justice system, report says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A Pentagon team tasked with investigating racial disparities within the military justice system released a report Thursday calling on the Defense Department to counter issues of inequality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An internal review team stood up in May 2022 by Deputy Defense Secretary <a href=\"https:\/\/www.militarytimes.com\/pentagon\/2022\/04\/12\/kathleen-hicks-warns-of-substantial-decline-in-defense-industrial-base-competition\/\" target=\"_blank\">Kathleen Hicks<\/a> conducted the investigation, which revealed <a href=\"https:\/\/media.defense.gov\/2023\/Jun\/08\/2003238260\/-1\/-1\/1\/IRT-REPORT.PDF\" target=\"_blank\">\u201csignificant\u201d racial disparities<\/a> within the military justice and investigative systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn deciding whether and how to adopt and implement the [team\u2019s] recommendations, [the Office of the Secretary of Defense] and the services must have the courage to challenge the existing state of affairs, and the perseverance to see these actions through to completion,\u201d investigators wrote in the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaking meaningful and lasting progress in addressing racial disparities across the DoD will require new and sustained investments in training and education, additional service member protections, and scrupulous oversight,\u201d they added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the report, Hicks <a href=\"https:\/\/media.defense.gov\/2023\/Jun\/08\/2003238271\/-1\/-1\/1\/DEPUTY-SECRETARY-OF-DEFENSE-MEMORANDUM-ON-ADDRESSING-RECOMMENDATIONS-FROM-THE-INTERNAL-REVIEW-TEAM-ON-RACIAL-DISPARITIES-IN-THE-INVESTIGATIVE-AND-MILITARY-JUSTICE-SYSTEMS.PDF\" target=\"_blank\">sent a memo<\/a> to combatant commands and defense agencies that featured 17 recommendations, including establishing legal training for service members and training leaders in talent management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other directives call for policies that have become the norm in civilian agencies, including a call for military police to adopt \u201cmodern\u201d law enforcement practices like wearing body cameras and recording suspect interviews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese disparities are unacceptable,\u201d Hicks wrote. \u201cThey degrade service members, directly impact recruitment and operational readiness, and undermine public trust in the military.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report comes on the heels of other studies that revealed racial inequality within the military justice system \u2014 and armed forces as a whole.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2019, the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/02\/20\/gao-va-must-improve-plans-for-providing-long-term-care-to-aging-veterans\/\" target=\"_blank\">Government Accountability Office<\/a> found that <a href=\"https:\/\/www.gao.gov\/products\/gao-19-344\" target=\"_blank\">Black, Latino and male service members were more likely<\/a> than their white or female counterparts to be subjects of investigations that go into military investigative databases. That report also found minority service members were more likely to be tried in general and special courts-martial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While minority service members are overrepresented in the military justice system, a lack of representation persists among non-commissioned officer ranks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Pentagon\u2019s <a href=\"https:\/\/www.militaryonesource.mil\/data-research-and-statistics\/military-community-demographics\/\" target=\"_blank\">2021 demographics report<\/a>, Black and Latino troops overrepresent among enlisted soldiers compared to rest of the country. However, among non-commissioned officers, the two groups are underrepresented compared to other demographics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTaking care of our military community is a top priority for the department,\u201d Pentagon spokesperson Brig. Gen. <a href=\"https:\/\/www.militarytimes.com\/pentagon\/2022\/08\/04\/pentagon-names-new-press-secretary\/\" target=\"_blank\">Pat Ryder<\/a> said at a press briefing Thursday. \u201cAnd we remain determined to eliminate racial disparities throughout our armed forces. [The Pentagon] will continue to work to identify the causes of any racial, ethnic or gender disparities in the military justice system.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army, Navy and Air Force are all on track to miss recruiting goals by substantial margins at the end of the recruiting year in October.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The report highlighted
