Instead, the vast majority of federal funding for transition programs supports classroom time, which, though valuable, should not be prioritized over immediate paths to career advancement, the authors of the report contend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough further education is important for many veterans, most veterans enter the civilian workforce directly and might benefit from more employment-focused support,\u201d the report noted.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2024\/04\/10\/young-veterans-more-likely-to-get-dangerous-jobs-than-civilian-peers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23286662068387.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Young veterans more likely to get dangerous jobs than civilian peers<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Young veterans are more likely to work in jobs with significant physical demands and health risks than civilian peers, new research found.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">With an estimated $13 billion spent annually on education, training and other aspects of the military-to-civilian transition, the nonprofit is offering recommendations to ensure the government\u2019s investments are adequately meeting the needs of <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3561651\/military-well-prepared-for-civilian-transition-official-says\/\" target=\"_blank\">the roughly 200,000 service members<\/a> discharged each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government Accountability Office, a federal watchdog agency, identified 45 programs across federal agencies that provide employment support for service members, veterans and their dependents. It noted, according to the RAND report, that more than 90 percent of federal expenditures across those initiatives were allocated to educational assistance, but that \u201cjust under 50 percent of participants enrolled in education or training programs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the authors of the analysis said they found virtually no evidence any programs they examined had a direct effect on transition outcomes, and that some initiatives \u2014 like the Department of Defense\u2019s Transition Assistance Program \u2014 were associated with lower wages for program participants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to suggesting a broad refocus to increase spending on programs that help troops and vets transition more efficiently, as well as more consistent budget reporting for related initiatives, the authors of the report advised that the Pentagon outsource career counseling through vouchers for troops and vets to work with private sector professionals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RAND report follows others in recent years <a href=\"https:\/\/www.gao.gov\/products\/gao-24-107083\" target=\"_blank\">from the GAO<\/a>, which likewise called for enhancing transition programs. In one from last fall, DOD concurred with the GAO\u2019s recommendations, such as assessing the effectiveness of its credentialing programs that allow troops to obtain civilian certifications and licenses before they leave service, and identified planned steps toward their implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also comes as President Joe Biden\u2019s administration has sought in recent months to <a href=\"https:\/\/www.whitehouse.gov\/joiningforces\/blog\/2024\/02\/27\/biden-administration-continued-efforts-to-recruit-hire-and-retain-military-connected-spouses-in-the-federal-government\/\" target=\"_blank\">recruit, hire and retain<\/a> military spouses <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2023\/08\/25\/new-program-accelerates-military-spouses-job-opportunities\/\" target=\"_blank\">through special programs<\/a> and by <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2024\/04\/18\/agreement-helps-military-spouses-keep-federal-jobs-in-overseas-moves\/\" target=\"_blank\">easing
