{"id":71556,"date":"2023-08-06T16:02:30","date_gmt":"2023-08-06T16:02:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2023\/08\/06\/philippine-military-condemns-chinese-coast-guards-use-of-water-cannon\/"},"modified":"2026-08-08T15:46:18","modified_gmt":"2026-08-08T15:46:18","slug":"philippine-military-condemns-chinese-coast-guards-use-of-water-cannon","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/flashpoints\/2023\/08\/06\/philippine-military-condemns-chinese-coast-guards-use-of-water-cannon\/","title":{"rendered":"Philippine military condemns Chinese coast guard\u2019s use of water cannon"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">MANILA, Philippines \u2014 The Philippine military on Sunday condemned a Chinese coast guard ship\u2019s \u201cexcessive and offensive\u201d use of a water cannon to block a Filipino supply boat from delivering new troops, food, water and fuel to a Philippine-occupied shoal in the disputed South China Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tense confrontation on Saturday at the Second Thomas Shoal was&nbsp;<a href=\"https:\/\/apnews.com\/article\/philippines-dispute-south-china-sea-patrol-27ee9778f7302938c5090644e3d153c2\" target=\"_blank\">the latest flare-up in the long-seething<\/a>&nbsp;territorial conflicts involving China, the Philippines, Vietnam, Malaysia, Taiwan and Brunei.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The disputes in the South China Sea, one of the world\u2019s busiest sea lanes, have long been regarded as an Asian flashpoint and a delicate fault line in the rivalry between the United States and China in the region. China claims ownership over virtually the entire strategic waterway despite international rulings that invalidated Beijing\u2019s vast territorial claims, such as that of 2016 by the Permanent Court of Arbitration, an international body based in The Hague; China rejects that ruling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Philippine navy personnel on board two chartered supply boats were cruising toward Second Thomas, escorted by Philippine coast guard ships, when a Chinese coast guard ship approached and used a powerful water cannon to block the Filipinos from the shoal that&nbsp;<a href=\"https:\/\/apnews.com\/article\/china-philippines-south-china-sea-disputes-70ea7983dbf67b1f9ae5264c6ce9271a\" target=\"_blank\">China also claims<\/a>, according to Philippine military and coast guard officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chinese ship\u2019s action was \u201cin wanton disregard of the safety of the people on board\u201d the Philippine navy-chartered boat and violated international law, including the 1982 U.N. Convention on the Law of the Sea, said the Armed Forces of the Philippines, which did not say if any of its sailors were injured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cexcessive and offensive actions against Philippine vessels\u201d near the shoal prevented one of the two Filipino boats from unloading supplies needed by Filipino troops guarding the shoal onboard a long-marooned Philippine navy ship, the BRP Sierra Madre, the Philippine military said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It called on the Chinese coast guard and China\u2019s central military commission \u201cto act with prudence and be responsible in their actions to prevent miscalculations and accidents that will endanger people\u2019s lives.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several countries expressed concern over the actions of the Chinese ship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States immediately expressed support to the Philippines and renewed a warning that it\u2019s obliged to defend its longtime treaty ally when Filipino public vessels and forces come under an armed attack, including in the South China Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. State Department said in a statement that \u201cfiring water cannons and employing unsafe blocking maneuvers, PRC ships interfered with the Philippines\u2019 lawful exercise of high seas freedom of navigation and jeopardized the safety of the Philippine vessels and crew.\u201d It used the acronym for the People\u2019s Republic of China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It added that such actions are the latest by the PRC in the South China Sea and are a direct threat to \u201cregional peace and stability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Australia expressed its concern, describing the actions of the Chinese coast guard ship as \u201cdangerous and destabilizing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Japan said it supported the Philippines, adding that \u201cthe harassment and action, which infringe on lawful activities of the sea and endanger navigational safety,\u201d were \u201ctotally unacceptable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Foreign Affairs in Manila did not immediately issue any reaction but has filed a large number of diplomatic protests over&nbsp;<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/china\/2023\/03\/08\/philippines-launches-strategy-of-publicizing-chinese-actions\/\" target=\"_blank\">increasingly hostile actions by China<\/a>&nbsp;in recent years. Chinese government officials did not immediately comment on the incident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has long demanded that the Philippines withdraw its small contingent of naval forces and tow away the&nbsp;<a href=\"https:\/\/apnews.com\/article\/5be2049227b94cdd8d9937fdde4a5979\" target=\"_blank\">actively commissioned but crumbling BRP Sierra Madre<\/a>. The navy ship was deliberately marooned on the shoal in 1999 and now serves as a fragile symbol of Manila\u2019s territorial claim to the atoll.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chinese ships had blocked and shadowed navy vessels delivering food and other supplies to the Filipino sailors on the ship in the shoal, which Chinese coast guard ships and a swarm of Chinese fishing boats \u2014 suspected to be manned by militias \u2014 have surrounded for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the U.S. lays no claims to the South China Sea, it has often lashed out at China\u2019s aggressive actions and&nbsp;<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/china\/2023\/07\/23\/china-sends-dozens-of-fighter-jets-bombers-toward-taiwan\/\" target=\"_blank\">deployed its warships and fighter jets<\/a>&nbsp;in patrols and military exercises with regional allies to uphold freedom of navigation and overflight, which it says is in America\u2019s national interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has warned the U.S. to stop meddling in what it calls a purely Asian dispute and has warned of unspecified repercussions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Beijing has criticized a recent agreement by the Philippines and the U.S., which are longtime treaty allies,&nbsp;<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/04\/03\/philippines-names-4-new-camps-for-us-forces-amid-china-fury\/\" target=\"_blank\">allowing American forces access to additional Filipino military camps<\/a>&nbsp;under a 2014 defense agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/apnews.com\/article\/us-philippines-military-alliance-china-1e4946c3479b304e11e47abf48e9fb2b\" target=\"_blank\">China fears the access<\/a>&nbsp;will provide Washington with military staging grounds and surveillance outposts in the northern Philippines across the sea from Taiwan, which Beijing claims as its territory, and in Philippine provinces facing the South China Sea, which
