{"id":72965,"date":"2024-09-18T16:00:00","date_gmt":"2024-09-18T16:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2024\/09\/18\/report-vets-wait-decades-for-help-on-military-toxic-exposure-issues\/"},"modified":"2026-08-08T16:29:54","modified_gmt":"2026-08-08T16:29:54","slug":"report-vets-wait-decades-for-help-on-military-toxic-exposure-issues","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/veterans\/2024\/09\/18\/report-vets-wait-decades-for-help-on-military-toxic-exposure-issues\/","title":{"rendered":"Report: Vets wait decades for help on military toxic exposure issues"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Troops exposed to toxic chemicals during their time in service wait on average more than three decades for full veterans benefits related to those injuries, according to <a href=\"https:\/\/www.dav.org\/ending-the-wait\/\" target=\"_blank\">a new study<\/a> released by advocates on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials from <a href=\"https:\/\/www.militarytimes.com\/veterans\/2024\/02\/27\/mental-health-outreach-efforts-need-more-focus-on-women-vets-report\/\" target=\"_blank\">Disabled American Veterans<\/a> and the <a href=\"https:\/\/www.moaa.org\/\" target=\"_blank\">Military Officers Association of America<\/a> called the current <a href=\"https:\/\/www.militarytimes.com\/veterans\/2024\/02\/01\/va-eyes-more-medical-care-for-vets-with-toxic-exposure-issues\/\" target=\"_blank\">toxic exposure system<\/a> \u201cflawed\u201d and said their findings point to a critical need to overhaul how federal agencies identify, research and respond to the hazardous conditions faced by troops, for both vets already separated and those currently serving.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cScientific, policy, political and fiscal challenges have too often delayed the establishment of [disability] presumptives, effectively denying justice for some veterans, their families and survivors,\u201d report authors wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile there have been some significant leaps forward, such as the enactment of the Agent Orange Act of 1991 and the PACT Act of 2022, significant obstacles have left \u2014 and will continue to leave \u2014 too many toxic-exposed veterans waiting for the health care and benefits they have earned.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2024\/02\/01\/va-eyes-more-medical-care-for-vets-with-toxic-exposure-issues\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"240\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/113326.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA eyes more medical care for vets with toxic exposure issues<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Officials will speed up portions of the PACT Act to allow enrollment of thousands of veterans into VA health care next month.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The study lists 16 military toxic exposure events eventually recognized with presumptive benefits status for veterans. That status is key, because it recognizes all veterans who served in a certain area or certain time frame to skip complicated documentation of their illnesses, and instead concedes that their medical issues were likely caused by military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The list includes problems like exposure to the<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2024\/02\/09\/va-to-ease-benefits-rules-for-vets-exposed-to-agent-orange-in-the-us\/\" target=\"_blank\"> chemical defoliant Agent Orange<\/a> during the Vietnam War, <a href=\"https:\/\/www.militarytimes.com\/news\/burn-pits\/2022\/03\/29\/what-are-military-burn-pits-and-why-are-veterans-worried-about-them\/\" target=\"_blank\">toxic burn pit smoke<\/a> during the conflicts in Iraq and Afghanistan, poisoned water at Camp Lejeune in from the 1950s to 1980s, and radioactive materials at various sites throughout the Cold War.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In some cases, the link between the toxins and veterans health problems was known within a few years, researchers found. But getting benefits fully sorted out took much longer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA veteran who served in Vietnam in 1962 and later developed hypertension had to wait 60 years from first exposure for the government to concede presumptive service connection,\u201d the report stated. \u201cToxic-exposed veterans are waiting too long for the establishment of presumptives to ease their path to the benefits and health care they have earned.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The groups are advocating for a clearer process of identifying military toxins, researching their effects and implementing care and benefits for veterans exposed to the chemicals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re already getting more accurate information about service members and their specific exposures,\u201d said Cory Titus, MOAA\u2019s director of government relations for veteran benefits. \u201cCodifying some of those best practices that we are seeing will help ensure that we have a true system to take care of veterans into the future.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advocates briefed VA leaders and members of Congress on their findings ahead of Wednesday\u2019s report release. Peter Dickinson, senior executive advisor for DAV, said advocates hope to turn the report into legislation early next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[The current White House] has run very hard and fast on part of this issue under their control,\u201d he said. \u201cBut there is a historical waxing and waning of attention focused on veterans.
