{"id":73738,"date":"2025-07-18T16:38:17","date_gmt":"2025-07-18T16:38:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2025\/07\/18\/va-leaders-push-back-deadline-for-caregiver-program-changes-to-2028\/"},"modified":"2026-08-08T16:29:58","modified_gmt":"2026-08-08T16:29:58","slug":"va-leaders-push-back-deadline-for-caregiver-program-changes-to-2028","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/veterans\/2025\/07\/18\/va-leaders-push-back-deadline-for-caregiver-program-changes-to-2028\/","title":{"rendered":"VA leaders push back deadline for caregiver program changes to 2028"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Veterans Affairs officials on Friday announced plans to extend caregiver benefits to legacy participants of department support programs through September 2028, pushing back the <a href=\"https:\/\/www.militarytimes.com\/veterans\/2024\/12\/06\/va-plans-to-expand-caregiver-benefits-postpone-program-discharges\/\" target=\"_self\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/veterans\/2024\/12\/06\/va-plans-to-expand-caregiver-benefits-postpone-program-discharges\/\">potential cutoff of benefits<\/a> by almost two years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/05\/30\/advocates-for-homeless-vets-wary-over-proposed-changes-to-va-programs\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/05\/30\/advocates-for-homeless-vets-wary-over-proposed-changes-to-va-programs\/\">VA Secretary Doug Collins<\/a> said the move will provide \u201cconsistency and stability\u201d to nearly 15,000 participants in the <a href=\"https:\/\/www.caregiver.va.gov\/support\/support_benefits.asp\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.caregiver.va.gov\/support\/support_benefits.asp\">Program of Comprehensive Assistance for Family Caregivers<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move comes as department officials continue to review <a href=\"https:\/\/www.militarytimes.com\/veterans\/2021\/10\/29\/va-secretary-pledges-improved-support-for-caregivers\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/veterans\/2021\/10\/29\/va-secretary-pledges-improved-support-for-caregivers\/\">potential changes to the program<\/a>, which provides training, respite care, counseling, technical support, a monthly stipend and access to health care through the Civilian Health and Medical Program of the Department of Veterans Affairs. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stipends vary based on where veterans live, but generally hover around $3,000 a month for the most severely wounded individuals and $1,800 for others in need of around-the-clock care.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2024\/12\/05\/va-plans-to-expand-caregiver-benefits-postpone-program-discharges\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_677249654013.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA plans to expand caregiver benefits, postpone program discharges<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rules surrounding VA&#039;s caregiver support have been in limbo for more than two years after families complained about harsh eligibility guidelines.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At the start of this year, nearly 90,000 caregivers were enrolled in either the PCAFC or VA\u2019s Program of General Caregiver Support Services. But the efforts have faced significant controversy in recent years because of attempted reforms to eligibility and enrollment rules. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/06\/09\/va-to-suspend-all-caregiver-reassessments-amid-ongoing-concerns-about-program-rules\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/veterans\/2022\/06\/09\/va-to-suspend-all-caregiver-reassessments-amid-ongoing-concerns-about-program-rules\/\">In June 2022<\/a>, the department suspended all caregiver reassessments and program dismissals amid worries that families depending on the benefit were being wrongly evaluated. Since then, department leaders have repeatedly pushed back deadlines for new eligibility rules. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December, under the previous presidential administration, officials filed notice in the Federal Register to suspend legacy dismissals from the program until late 2026, as they contemplated adding more families into the eligibility pool. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Friday\u2019s announcement pushes that back even further, to 2028. Officials said that legacy participants in the program will continue to receive their current levels of benefits \u201cwhile VA continues the rulemaking process to refine the program.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Senate Veterans\u2019 Affairs Committee Chairman Jerry Moran, R-Kansas, praised the move as a responsible decision. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy extending this pause, post-9\/11 veterans and caregivers who have been enrolled in VA\u2019s Program of Comprehensive Assistance for Family Caregivers since before it was expanded to pre-9\/11 veterans in 2020 can rest assured that they will continue to be supported as VA, Congress and the caregiver community keep working to make certain this program is successful for all generations of veterans and their caregivers,\u201d he said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legacy participants are veterans and family caregivers who were enrolled in the PCAFC before Sept. 30, 2020, when it was initially expanded to include pre-9\/11 veterans. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bob Carey, executive director of the National Defense Committee, said that while his group applauded efforts to ensure that legacy program participants are being taken care of amid confusion with the caregiver benefits, \u201cthis doesn\u2019t change the underlying regulation that is unnecessarily restrictive, especially for the pre-9\/11 veterans who were not eligible for the program until 2019.\u201d He said additional reforms need to be enacted more quickly. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials from the Elizabeth Dole Foundation said they have been fielding anxious calls from veterans about the program\u2019s future for months, and Friday\u2019s news will help calm some of those fears. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis resolution has been our top priority,\u201d foundation CEO Steve Schwab said in a statement. \u201cWhile we know this is not the final step, we commend Secretary Collins and his team for extending the timeframe for eligibility for the Legacy caregivers.
