href=\"https:\/\/sam.gov\/opp\/f9c7381bb19e4cbbba70015773d4c7d7\/view\" rel=\"\" title=\"https:\/\/sam.gov\/opp\/f9c7381bb19e4cbbba70015773d4c7d7\/view\">a purported artificial intelligence-based<\/a> <a href=\"https:\/\/sam.gov\/opp\/e624845fd69c425d901e7cb65548cd26\/view\" rel=\"\" title=\"https:\/\/sam.gov\/opp\/e624845fd69c425d901e7cb65548cd26\/view\">weapons scanner<\/a> with advertised features that offered an artificial sense of security compared to the actual capabilities of conventional metal detectors that cost <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_M0014618P0300_9700_-NONE-_-NONE-\" rel=\"\" title=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_M0014618P0300_9700_-NONE-_-NONE-\">about 25 times less<\/a>, <a href=\"https:\/\/www.ftc.gov\/news-events\/news\/press-releases\/2024\/11\/ftc-takes-action-against-evolv-technologies-deceiving-users-about-its-ai-powered-security-screening\" rel=\"\">according to the Federal Trade Commission<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Veterans Affairs continues to pay a subscription \u2014 <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_36C24223P1576_3600_-NONE-_-NONE-\" rel=\"\">now valued at $372,000<\/a> \u2014 for the <a href=\"https:\/\/evolv.com\/concealed-weapons-detection\/express\/\" rel=\"\" title=\"https:\/\/evolv.com\/\">Evolv Express system<\/a> in Buffalo, New York, and has <a href=\"https:\/\/sam.gov\/api\/prod\/opps\/v3\/opportunities\/resources\/files\/24eb7b1b0858479b9efb8af4589aa722\/download?&amp;status=archived&amp;token=\" rel=\"\">plans to roll out<\/a> more machines. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, the department signed a contract worth up to <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_36C25225P1001_3600_-NONE-_-NONE-\" rel=\"\">$1 million<\/a> for the installation of a different AI weapon-detection tool with similar advertising, federal databases and contracting papers show. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/department.va.gov\/ai\/wp-content\/uploads\/sites\/26\/2024\/12\/AI-Use-Case-Inventory-VA_BULK-UPLOAD-For-Website_Last-Update-12-16-2024.xlsx\" rel=\"\">VA\u2019s inventory of AI uses<\/a> acknowledges that the department operates and maintains the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department\u2019s interest in Express, meanwhile, has alarmed some law enforcement specialists and independent security testers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is particularly problematic, given this is a federal agency, buying a federally-sanctioned product, and this is supposed to be put in hospitals, specifically to guard against active shooters and vets who might want to hurt themselves in the hospital,\u201d said Jim Bueermann, a retired police chief who leads the Future Policing Institute, a nonprofit that helps law enforcement agencies use AI responsibly. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe use scientific methods to test\u201d security devices, \u201cnot the marketing material from the company that intends to make money off the sale of that system.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the VA contracted for detectors at the Buffalo VA Medical Center in August 2023, the Express webpage explained the device uses <a href=\"https:\/\/web.archive.org\/web\/20230629130930\/https:\/www.evolvtechnology.com\/products\/evolv-express\" target=\"_self\" rel=\"\" title=\"https:\/\/web.archive.org\/web\/20230629130930\/https:\/www.evolvtechnology.com\/products\/evolv-express\">\u201cproven artificial intelligence\u201d<\/a> to ensure \u201cmore accurate threat detection\u201d than metal detectors and \u201ca line-free experience without slowing down.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also at that time, the <a href=\"https:\/\/web.archive.org\/web\/20230803221659\/https:\/www.evolvtechnology.com\/\" rel=\"\" title=\"https:\/\/web.archive.org\/web\/20230803221659\/https:\/\/www.evolvtechnology.com\/\">homepage of Evolv Technologies<\/a>, the machine\u2019s maker, touted that Express screens \u201cin a touchless manner,\u201d which \u201cdrastically reduces human errors by security guards.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Evolv\u2019s \u201cVirtual Demo\u201d webpage declared that Express will <a href=\"https:\/\/web.archive.org\/web\/20230803221659\/https:\/www.evolvtechnology.com\/virtual-demo\" rel=\"\">\u201creduce labor costs by up to 70%.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Federal Trade Commission <a href=\"https:\/\/www.ftc.gov\/system\/files\/ftc_gov\/pdf\/EVOLVCOMPLAINTFILED.pdf\" rel=\"\" title=\"https:\/\/www.ftc.gov\/system\/files\/ftc_gov\/pdf\/EVOLVCOMPLAINTFILED.pdf\">filed a lawsuit<\/a> in 2024, describing each of those performance claims as false, misleading or unsubstantiated. Nearly one year later, the company has not released independent, third-party tests to validate its claims. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/07\/13\/va-police-reforms-slowed-by-confusing-bureaucracy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"152\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/VAPD.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA police reforms slowed by confusing bureaucracy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">VA police officials said more reforms are coming to help simplify the force&#039;s chain of command.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In addition to the FTC case, <a href=\"https:\/\/www.sec.gov\/Archives\/edgar\/data\/1805385\/000162828025020353\/evlv-20240930.htm\" rel=\"\">three shareholder lawsuits<\/a> accuse Evolv of marketing a system that <a href=\"https:\/\/www.scribd.com\/document\/648503063\/Private-NCS4-Report-on-Evolv-Express\" rel=\"\">fails to detect<\/a> certain <a href=\"https:\/\/theintercept.com\/2023\/05\/07\/ai-gun-weapons-detection-schools-evolv\/\" rel=\"\">knives<\/a>, guns and bombs, and raises alarms over harmless items as an AI alternative to traditional metal detectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Express actually employs common electromagnetic sensing, and not AI, to detect objects \u2014 and only metallic ones, the FTC complaint states. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.bbc.com\/news\/articles\/c9dlz3y0pl0o\" rel=\"\">Before the FTC took action<\/a>, Evolv <a href=\"https:\/\/video.foxbusiness.com\/v\/6264950868001\" rel=\"\">claimed<\/a> that its AI can classify an object as either bad or benign by comparing the \u201cmetallic composition, shape, fragmentation,\u201d and other traits that the sensing detects with the known traits, or \u201csignatures,\u201d of all weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA hospitals are not the only federally-funded buildings that display the $1 billion firm\u2019s sleek, white archways. The <a href=\"https:\/\/www.usaspending.gov\/search?hash=e2d1529e086fc2558e1aaf82be27676c\" rel=\"\">U.S. government has agreed to pay<\/a> roughly <a href=\"https:\/\/www.usaspending.gov\/search?hash=5a20051a97d854a8a802d52682c088f9\" rel=\"\">$4 million<\/a> for various Express installations at schools and museums, including the National Museum of the Marine Corps. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, security system vendors <a href=\"https:\/\/www.fpds.gov\/ezsearch\/fpdsportal?indexName=awardfull&amp;templateName=1.5.3&amp;s=FPDS.GOV&amp;q=%22walk-through%22+and+%22metal+detector%22&amp;x=0&amp;y=0\" rel=\"\">CEIA and Garrett Electronics<\/a> lead the metal-detector market in the federal sector, with comparable walk-through machines for entrances costing less than $15,000. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, <a href=\"https:\/\/www.fpds.gov\/ezsearch\/fpdsportal?q=+36C25225P1001+PIID%3A%2236C25225P1001%22&amp;s=FPDS.GOV&amp;templateName=1.5.3&amp;indexName=awardfull&amp;x=0&amp;y=0\" rel=\"\">a Chicago VA hospital<\/a> inked a <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_36C25225P1001_3600_-NONE-_-NONE-\" rel=\"\" title=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_36C25225P1001_3600_-NONE-_-NONE-\">four-year deal<\/a> worth up to $1.3 million to launch a newer \u201cAI-powered weapon detection system,\u201d called Xtract One SmartGateway, with advertised <a href=\"https:\/\/xtractone.com\/\" rel=\"\">\u201ctouchless\u201d and \u201cnon-invasive\u201d<\/a> performance features that, some independent testers say, have not been validated. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to questions about the concerns regarding these systems, VA Press Secretary Pete Kasperowicz said in an emailed statement, \u201cVA employs a wide range of robust security measures to keep veterans, employees, and our facilities safe. (Mary Altaffer\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Evolv Technologies did not provide a comment in response to concerns about the VA\u2019s or other federal agencies\u2019 specific purchases or uses of Express. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an emailed statement, Evolv Chief Marketing Officer Alexandra Smith Ozerkis said, \u201cWe stand behind our technology.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across all industries, \u201croughly half of contracts that are up for renewal this year have already been renewed. These are customers that have deployed our technology, seen it work in real-world environments, and are choosing to renew and\/or expand their investment,\u201d Ozerkis said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Evolv shares external testing results with prospective customers, Ozerkis added by email, declining to provide a copy. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">VA\u2019s \u2018touchless\u2019 weapons scanner needs more than two hands <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/s.ipvm.com\/uploads\/embedded_file\/3ad32de84edf2f6010f6af912dd8887ce104b49be42290e4d73222052a824263\/f76a4be7-7ee1-47d0-89d5-5269e5f0bb1f.pdf\" rel=\"\">number of objects that Express can detect<\/a> depends on the <a href=\"https:\/\/s.ipvm.com\/uploads\/embedded_file\/829f9cb7b9cc39eea48787d487ad4f04f0a247e906bc1ee2a738b0c27ecc2a35\/fc9c4a02-bbe8-4975-bb59-dcd51f633030.pdf\" rel=\"\">sensitivity level a user sets<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security researchers explained that the higher levels require more staff supervision to triage false alarms involving laptops, canes or other harmless items, while the lower levels allow in more entrants \u2014 and some guns or umbrellas they are packing, unless staff manually check bags.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor both of these approaches, you\u2019ll still have to have human guards,\u201d said Nikita Ermolaev, a senior research engineer at IPVM, an independent firm that tests and rates physical security tools. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security staff are in increasingly short supply at the VA. Under former President Joe Biden\u2019s administration last August, the VA <a href=\"https:\/\/www.vaoig.gov\/sites\/default\/files\/reports\/2024-08\/vaoig-24-00803-222.pdf\" rel=\"\">inspector general<\/a> identified police officer shortages as among the top five reported staffing gaps across VA hospitals. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That count emerged before current President Donald Trump\u2019s administration announced plans to <a href=\"https:\/\/www.militarytimes.com\/veterans\/2025\/07\/07\/va-expects-30k-voluntary-job-cuts-by-october-erasing-need-for-layoffs\/\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/veterans\/2025\/07\/07\/va-expects-30k-voluntary-job-cuts-by-october-erasing-need-for-layoffs\/\">further slash 30,000 department employees<\/a> by the end of September. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt a hospital that is low on staff, Express can be set to the lower sensitivity setting, which will have the hospital dealing with fewer false alarms, but they will also be missing more weapons. And that could create a false sense of security,\u201d Ermolaev warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While a proposed <a href=\"https:\/\/www.ftc.gov\/system\/files\/ftc_gov\/pdf\/EVOLVORDERFILED.pdf\" rel=\"\">settlement with the FTC<\/a> that admits no wrongdoing will ban Evolv from making unsupported claims about the technology\u2019s ability to use AI for weapons detection, product descriptions in the VA\u2019s purchasing plans still cite some of those assertions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, VA Capitol Health Care Network <a href=\"https:\/\/sam.gov\/api\/prod\/opps\/v3\/opportunities\/resources\/files\/24eb7b1b0858479b9efb8af4589aa722\/download?&amp;status=archived&amp;token=\" rel=\"\">procurement papers<\/a> explain that Express\u2019s use of AI to detect threats will ensure that entrants <a href=\"https:\/\/sam.gov\/opp\/e624845fd69c425d901e7cb65548cd26\/view\" rel=\"\" title=\"https:\/\/sam.gov\/opp\/e624845fd69c425d901e7cb65548cd26\/view\">\u201care not required to divest any of their personal items or stop and pose in any manner.\u201d<\/a> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The documents also state, \u201cWithout this software and equipment, the potential exists for an insider threat\/active shooter-based attack\u201d within the Baltimore, West Virginia and Washington, D.C., medical centers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Juliana Gruenwald Henderson, a deputy director at the FTC Office of Public Affairs, said in an email that the agency cannot comment on whether a company is complying with an FTC order. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA\u2019s attraction to Express\u2019s advertised AI capabilities may be part of a larger federal contracting problem, in which agencies refrain from questioning the inner workings of devices claiming to be high-tech, said Matthew Guariglia, a senior policy analyst at the Electronic Frontier Foundation, a nonprofit digital rights group. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVA hospitals are clamoring for some way of preventing any gun violence, which is a very real concern,\u201d and to decide to \u201cjust throw technology at it is a shame,\u201d Guariglia said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal purchasing decisions \u201care so often rarely about actual science and so much more about the relationship between the buyer and the marketing person or a specific company,\u201d he added.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"\/wp-content\/uploads\/2026\/08\/AP_261169613704.jpg.jpg\" alt=\"\" class=\"wp-image-29754\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_261169613704.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_261169613704.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_261169613704.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_261169613704.jpg.jpg?resize=1024,683 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">People enter the Washington D.C. (Jose Luis Magana\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, this spring, Chicago\u2019s Jesse Brown VA Medical Center \u2014 the site of a recent <a href=\"https:\/\/www.nbcchicago.com\/investigations\/chicago-va-hospital-shooter-pleads-guilty-to-federal-gun-charge\/2737847\/\" rel=\"\">active shooter<\/a> and a <a href=\"https:\/\/chicago.suntimes.com\/news\/2024\/1\/16\/24035088\/marine-veteran-roy-fred-giddens-dead-gunshot-jesse-brown-va-hospital-suicide\" rel=\"\">self-inflicted fatal shooting<\/a> \u2014 issued a <a href=\"https:\/\/sam.gov\/opp\/1a97e32d4792433d90080c90d55907d1\/view\" rel=\"\">solicitation<\/a> for a \u201cconcealed weapons detection system\u201d with product requirements that resemble Express\u2019s advertised features. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chicago solicitation and the Capitol Health Care Network\u2019s purchase plans for Express both specify the need for \u201cAI and advanced algorithms to differentiate between threats (guns, Improvised Explosives Devices etc.) and nonthreat items such as phones, keys, belt buckles etc.),\u201d such that individuals \u201care not required to divest everyday items.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Xtract One, a smaller vendor that similarly claims to detect weapons while avoiding false alarms on harmless objects, ultimately won the work. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Aug. 26, the VA initiated a <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_36C25225P1001_3600_-NONE-_-NONE-\" rel=\"\">four-year contract worth up to $1.3 million<\/a> for the deployment of Xtract One\u2019s machinery at the Jesse Brown VA Medical Center. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IPVM\u2019s Ermolaev said that, similar to Express, \u201creal-life performance remains to be seen\u201d with Xtract One, as independent testing results remain unavailable. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this summer, Xtract One said in an emailed statement that nondisclosure agreements cover tests that other organizations conducted, and \u201ctherefore, we cannot provide those results.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe believe that we have a strong solution to address the VA\u2019s requirements,\u201d the company added. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Ermolaev cautioned, \u201cIf you\u2019re looking to find a lot of concealed weapons, whether it\u2019s small, subcompact guns or knives, and you\u2019re low on people, it\u2019s a very difficult task to achieve with current state-of-the-art weapons detectors \u2014 and that goes beyond Express to their competitors \u2014 because the same fundamental trade-off applies,\u201d meaning the trade-off between spotting the most weapons and hands-free screening. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">False alarms at DOJ-funded schools, Marine Corps Museum <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Advertisements aimed at schools that portrayed Express as an answer to the trade-off between security and convenience caught the FTC\u2019s attention, according to the agency\u2019s complaint, particularly after <a href=\"https:\/\/www.uticaod.com\/story\/news\/local\/2023\/01\/12\/utica-schools-remove-evolv-weapons-detection-system\/69696785007\/\" rel=\"\">a New York school district\u2019s scanners<\/a> <a href=\"https:\/\/www.cbsnews.com\/pittsburgh\/news\/evolv-technologys-scanners-security-lapses-pnc-park-kennywood-acrisure-stadium\/\" rel=\"\">failed to detect a gun and knives, including a seven-inch one<\/a>, that a student allegedly used to<a href=\"https:\/\/www.bbc.com\/news\/technology-65342798\" rel=\"\"> <\/a><a href=\"https:\/\/www.bbc.com\/news\/technology-65342798\" rel=\"\">stab a peer<\/a> in 2022. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The complaint explains that, the next year, Evolv offered a higher-sensitivity level and <a href=\"https:\/\/s.ipvm.com\/uploads\/embedded_file\/d5f3495f73692a02b748bff8f390a342e30d16ac5930a82c2834709d147fcf59\/39299b25-4e1e-47a0-8346-05401e849db8.pdf\" rel=\"\">an acknowledgment<\/a>: Schools may need more staff to run Express, as the machine may still miss some knives, trigger more false alarms and require the installation of a conveyor belt to divert harmless items. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By October 2023, the FTC had <a href=\"https:\/\/ir.evolvtechnology.com\/sec-filings\/all-sec-filings\/content\/0001628280-25-026845\/0001628280-25-026845.pdf\" rel=\"\">launched its investigation<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not every school district or federal funding authority got word of the controversy. Officials at Colton Joint Unified School District in San Bernardino County, California, and Bristol City School District in Bristol, Tennessee, said via email that they were unaware of product-performance concerns when they applied for 2023 Department of Justice grants totaling $950,000 to purchase Express. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A federal spending database\u2019s summaries of the Express grants emphasize features \u2014 such as AI-based <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_15JCOPS23GG04821SCAX_1501\" rel=\"\">\u201ctouchless security screening\u201d<\/a> and \u201callow[ing] for many students to <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_15JCOPS23GG04619SSIX_1501\" rel=\"\">pass through while still detecting potential weapons<\/a> in their possession\u201d \u2014 that Express does not offer, according to the FTC and the schools. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, in Bristol City, three-ring binders triggered alarms, which initially prompted staff to inspect backpacks manually, school officials said. Now, students must place them, along with cellphone chargers and laptops, on a table before entering. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to questions and concerns, Justice Department spokesperson Sheryl Thomas said in an emailed statement that DOJ\u2019s Community Oriented Policing Services Office, which awards billions of dollars to state and local agencies, decided that funding the purchases of Express and other grantees\u2019 projects may \u201cimprove security at schools and on school grounds\u201d as part of \u201cevidence-based school safety programs.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bristol City School District Superintendent David Scott, who was not in office at the time of the award, said by email, \u201cI guess their marketing strategies had us convinced that the Evolv Express was the top tier.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bristol City schools intentionally dial the sensitivity \u201cpretty high,\u201d Scott noted. \u201cWe have added very expensive technology and still need to assign monitoring duties to two staff members per archway, one to watch the screen and one to be ready to accost someone who enters with a questionable object.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Scott pointed to real benefits, albeit ones also common to traditional metal detectors, such as displaying a commitment to security, keeping lines orderly and deterring students from smuggling in vape cartridges and other contraband.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Colton Joint Unified Communications Director Katie Orloff said by email that the school system has not finished ordering the machines and is aware of the ability to adjust the sensitivity level. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to federally-funded hospitals and schools, several federal museums, among them the National Museum of the Marine Corps in Triangle, Virginia, continue paying a premium for Express amid false alarms.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1620\" height=\"1080\" src=\"\/wp-content\/uploads\/2026\/08\/1370080.jpg.jpg\" alt=\"\" class=\"wp-image-111420\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1370080.jpg.jpg 1620w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1370080.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1370080.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1370080.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1370080.jpg.jpg?resize=1536,1024 1536w\" sizes=\"auto, (max-width: 1620px) 100vw, 1620px\" \/><figcaption class=\"wp-element-caption\">Marines enter the National Museum of the Marine Corps, just outside Marine Corps Base Quantico, Virginia, in 2014. (DVIDS)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Staff at the Marine Corps museum said in an email that they were not aware of the FTC lawsuit until a reporter contacted the museum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The museum <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_M0026423P0088_9700_-NONE-_-NONE-\" rel=\"\">sets its $350,390 Express system<\/a> to \u201cmaximum sensitivity\u201d to screen upwards of 150 people who attend the facility\u2019s roughly 500 events each year \u2014 yielding \u201cfrequent false positives,\u201d with the main culprits being umbrellas, phones or eyeglass cases, museum staff said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such false alarms can become a security threat themselves, according to researchers at the security and surveillance industry research group IPVM and the advocacy group Surveillance Technology Oversight Project (S.T.O.P.). <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, when the alarm rate hit 50% at one of New York City\u2019s top museums, where concealed umbrellas on a rainy day made Express \u201ccry wolf,\u201d guards did not respond to two-thirds of alerts, an IPVM-S.T.O.P. <a href=\"https:\/\/static1.squarespace.com\/static\/5c1bfc7eee175995a4ceb638\/t\/67d07318918760165d265e0d\/1741714201445\/2025-3-7_IPVM-STOP+Evolv+Report_final.pdf\" rel=\"\">field study<\/a> found. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine Corps museum officials, after witnessing a high false-alarm rate during installation, trained security staff to examine the location of any alert manually, museum staff said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSecurity protocols still include visual bag checks,\u201d staff added. \u201cNo cost savings have been identified.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine Corps museum sees other advantages \u2014 including the aesthetics that Express contributes to the facility. Previously, the museum assigned a guard to the minute-long task of wanding attendees with handheld metal detectors.
