WASHINGTON \u2014 Veterans advocates are pushing back on a House plan to severely limit medical testing on dogs at the Department of Veterans Affairs, saying it will cut off vital research for America\u2019s wounded warriors.<\/p>\n\n\n\n
But animal rights groups and supporters of the plan say the value of that work is greatly exaggerated, and that VA officials are misleading the public into backing procedures that are unnecessarily cruel.<\/p>\n\n\n\n
At issue is an amendment to an omnibus spending measure approved in the waning days of the House\u2019s legislative session. It specifies that funding for VA operations in fiscal 2018 may not be used \u201cto purchase, breed, transport, house, feed, maintain, dispose of, or experiment on dogs\u201d as part of pain studies.<\/p>\n\n\n\n
Critics say that\u2019s broad enough to force all canine research to stop.<\/p>\n\n\n\n
\u201cOf course there should be limits on this type of research,\u201d said Sherman Gillums Jr., executive director of Paralyzed Veterans of America. \u201cBut that\u2019s an issue of enforcement. If you\u2019re banning all of it, you\u2019re saying it\u2019s not important to you that severely injured veterans need this research.\u201d<\/p>\n\n\n\n
VA researchers have come under fire for medical tests on dogs in recent months after reports surfaced of the animals being subjected to induced heart attacks, invasive brain surgeries and a variety of stomach ailment simulations.<\/p>\n\n\n\n
Dr. Michael Fallon, chief veterinary medical officer for VA, said dogs account for \u201cfewer than 0.05 percent\u201d used for medical tests in 2016. Canines are used \u201conly when studies of rodents cannot provide the information that is needed.\u201d<\/p>\n\n\n\n
That includes studies where larger medical devices are implanted, or where canine physiology is more similar to humans.<\/p>\n\n\n\n
\u201cVA\u2019s animal research program has saved lives in the past and will save lives in the future,\u201d Fallon said. \u201cIt\u2019s important for people to recognize that canine research is essential to developing crucial medical advancements to help veterans and non-veterans alike.\u201d<\/p>\n\n\n\n
That\u2019s disputed by leaders at White Coat Waste, a bipartisan group of activists focused on taxpayer-funded animal experimentation. They say VA\u2019s claims of medical advances are based on research from decades ago, and that more advanced and humane options are available now.<\/p>\n\n\n\n
\u201cI think VA has been manipulating veterans groups into supporting their agenda, when there is little evidence this is needed,\u201d said Justin Goodman, vice president for public policy at WCW. \u201cThey\u2019re trying to portray this as an anti-vet proposal, but it\u2019s not.\u201d<\/p>\n\n\n\n
In a US News editorial earlier this month, amendment sponsors Reps. Dina Titus, D-Nev., and David Brat, R-Va., said VA\u2019s dog experiments \u201calmost amount to torture.\u201d They charge VA has been secretive about the continued testing while other federal agencies like the Department of Defense and National Institutes of Health have moved away from the practice.<\/p>\n\n\n\n
But VA officials insist they follow strict federal guidelines for the treatment of animals, and have sanctioned department researchers found in violation of those rules.<\/p>\n\n\n\n
\u201cAt VA, we have a duty to do everything in our power to develop new treatments to help restore some of what veterans have lost on the battlefield,\u201d Fallon said.<\/p>\n\n\n\n
Gillums said he has yet to see evidence that an total end to medical testing on dogs could be replaced by other research methods. Without alternatives, he said cutting off the research amounts to ending hope for veterans struggling with spinal injuries, respiratory problems and cardiovascular ailments.<\/p>\n\n\n\n
\u201cMaybe the bill should have called for more research into alternative testing,\u201d he said. \u201cWe would have been open to that. Instead, it just shuts this down. I think lawmakers got sold on the imagery of a dog undergoing experiments, without understanding what it all means.\u201d<\/p>\n\n\n\n
The measure was passed without opposition in the House. Senate lawmakers will have to pass the language as part of their budget deliberations before it becomes law.<\/p>\n\n\n\n
Both Goodman and Gillums said they\u2019ll be visiting senators offices in coming months to better explain their points of view. They also both said separately they would be open to talking with their opponents to discuss the issue, but so far no meeting has taken place.<\/p>\n\n\n\n
