SEOUL, South Korea \u2014 North Korea said Thursday planned U.S.-South Korean military drills would amount to \u201cthrowing a wet blanket over the spark\u201d of nuclear negotiations <\/a>that are \u201con the verge of extinction.\u201d<\/p>\n\n\n\n

Since the start of the nuclear talks last year, the U.S. and South Korea have cancelled or scaled back their regular military drills to create space for diplomacy. But North Korea still sees the drills\u2019 intent as an invasion rehearsal and often has reacted to the exercises strongly, especially when talks are stalled. <\/p>\n\n\n\n

On Thursday, Kwon Jong Gun, a roving ambassador for the North, accused the U.S. of trying to resume joint aerial drills with South Korea next month.<\/p>\n\n\n\n

Kwon said its patients was nearing the limit and North Korea \u201cwill never remain an onlooker\u201d to \u201cthe reckless military moves.\u201d <\/p>\n\n\n\t
