A bill for an updated war authorization should be unveiled as early as Monday.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The chairman and other members of the Senate Foreign Relations Committee unveiled a bipartisan resolution Monday authorizing <a href=\"https:\/\/www.militarytimes.com\/congress\/2018\/01\/11\/corker-touts-progress-to-replace-war-authorizations\/\" title=\"\" class=\"\" target=\"_blank\">the use of military force overseas<\/a>, accelerating a debate that Congress has been reluctant to have, but that\u2019s taking on new urgency after President Donald Trump\u2019s strikes on Syria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution from Sens. Bob Corker, R-Tenn., and Tim Kaine, D-Va., would repeal the broad authorizations Congress approved in 2001 and 2002 for <a href=\"https:\/\/www.militarytimes.com\/congress\/budget\/2017\/10\/12\/four-hasc-vets-introduce-new-war-authorization-in-bipartisan-effort\/\" title=\"\" class=\"\" target=\"_blank\">the wars in Afghanistan and Iraq<\/a>, replacing them with new authority to go after specific \u201cnon-state terrorist groups.\u201d A growing number of critics say Congress should no longer be using the more than decade-old resolutions as legal underpinnings for the fight against extremist groups such as the Islamic State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new resolution would not necessarily provide congressional authorization for the airstrikes Trump ordered, with coalition forces, in response to an alleged chemical weapons attack against civilians in the Damascus suburb of Douma.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/03\/21\/15-years-later-iraq-vets-in-congress-worry-lawmakers-learned-little-from-the-war\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4166315.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">15 years later, Iraq vets in Congress worry lawmakers learned little from the war<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A pair of Iraq war veterans in Congress said lawmakers need to take their role in authorizing military operations overseas more seriously.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Congress has so far giving lopsided backing for the Syria mission. Many lawmakers are supportive of strikes that send a message to the Syrian regime that such attacks will not go unanswered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was time to act,\u201d Senate Majority Leader Mitch McConnell, R-Ky., said Monday in support of the Syria mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others say even the limited response is beyond the president\u2019s commander-in-chief authority because the U.S. was not facing a direct security risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mostly, lawmakers have insisted that the Trump administration cannot engage in prolonged or repeated incursions without consulting Congress on its broader strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPresident Trump\u2019s action still raises the constitutional question of his authority to unilaterally attack another nation without congressional authorization,\u201d said Sen. Dick Durbin, D-Ill. \u201cIt is time for Congress and the American people to engage in a national debate about that authorization to use military force in Afghanistan, Iraq, Syria and Yemen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Mike Lee, R-Utah, said, \u201cNo President of the United States, no matter party or political ideology, has the authority to unilaterally start a war.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it is not at all clear the new authorization resolution, which is expected to focus on military action against non-state actors like the Islamic State, al-Qaida and the Taliban \u2014 rather than specific countries \u2014 would find enough support to pass the House or Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corker said the new measure would give the administration \u201cthe flexibility to be successful that they now have, but it also keeps Congress in the loop in having the ability to stop it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has a built-in process for Congress to review the authorization every four years. But because Congress has shown such difficulty tackling war-related votes, skeptics worry it would just end up stretching on for years, like earlier authorizations, if Congress failed to act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not opposed to what they\u2019re trying to accomplish,\u201d said Sen. Ben Cardin, D-Md., who also serves on the committee. \u201cI\u2019m opposed to doing it in a way that could lead to what happened in 2001.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For all the handwringing over military incursions like the weekend strikes Trump ordered on Syria, Congress has been hesitant to wade into a messy debate and take responsibility for the campaigns. In 2013, Congress returned early from summer recess to consider then-President Barack Obama\u2019s request for action against Syrian President Bashar Assad after a similar chemical weapons attack near Damascus. But lawmakers quickly lost interest and did not vote to resolve the issue. Trump\u2019s actions have similarly paralyzed lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress, though, may face increasing pressure, particularly in a midterm election year when voters are hungry for a check on executive power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A coalition of liberal and libertarian-leaning lawmakers who have long pushed lawmakers to vote on authorizing military operations is drawing wider support from other more moderate voices who want Congress to re-assert their constitutional role over the executive branch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committee is expected to consider the legislation next week, but Republican leaders have shown only tepid interest in bringing it forward for Senate votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress has abdicated the power,\u201d Sen. Angus King, the Maine independent who caucuses with Democrats, said over the weekend on CNN. \u201cWhat I guess I have to say now we\u2019re really good at, is standing on the sidelines, avoiding
