{"id":120214,"date":"2019-03-19T19:51:16","date_gmt":"2019-03-19T19:51:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2019\/03\/19\/which-bases-should-be-worried-that-trumps-wall-plans-will-delay-their-construction-projects\/"},"modified":"2026-08-08T13:46:59","modified_gmt":"2026-08-08T13:46:59","slug":"which-bases-should-be-worried-that-trumps-wall-plans-will-delay-their-construction-projects","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/03\/19\/which-bases-should-be-worried-that-trumps-wall-plans-will-delay-their-construction-projects\/","title":{"rendered":"Some stateside military projects, NATO defense at risk to fund border wall"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">When the long-awaited border wall military construction list gets whittled down \u2014 based on<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/02\/22\/heres-how-dod-will-choose-which-projects-to-cut-to-fund-the-border-wall\/\" target=\"_blank\"> the Pentagon\u2019s rules <\/a>on what it intends to spare \u2014 it becomes a lot clearer which states have the most to lose.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, the rules: the Pentagon has said it will not cut funds for any military housing or barracks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, any project that had an award date prior to September 2019 <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/02\/14\/what-base-projects-lose-out-if-trump-uses-military-money-to-build-his-wall\/\" target=_blank>would also be spared<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on those rules, almost two-thirds of the the original, massive $12.8 billion list of candidate projects the Pentagon released Monday are off the chopping block.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Importantly, though, it leaves <a href=\"https:\/\/partner-mco-archive.s3.amazonaws.com\/client_files\/1553030121.pdf\" target=_blank>an estimated $4.3 billion in projects<\/a> the Pentagon plans to go after. The Pentagon has said in the end, no projects would be lost due to funds being pulled from the wall \u2014 as long as Congress fully funds its 2020 request to replenish those funds, that is.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/partner-mco-archive.s3.amazonaws.com\/client_files\/1553030121.pdf\" target=_blank><b>See the full list of eligible projects here.<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military Times analyzed the list, and using the Pentagon\u2019s rule set, eliminated projects that would be spared. The final $4.3 billion total is an estimate, as there are projects in that total where it was not clear they would be protected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So which installations have the most to lose?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Military Academy in New York could lose up to $160 million it planned for a new engineering center and parking center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Poland \u2014 the location of a possible future \u201cFort Trump\u201d \u2014 would lose almost $130 million in planned spending that is also closely tied to NATO\u2019s key initiative to improve logistics. The projects that would lose funding in Poland include three \u201cEuropean Defense Initiative\u201d projects: A $52 million ammunition storage facility; $51 million for a forward staging area and $6.4 million to support new rail extensions.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2019\/03\/18\/border-wall-milcon-cuts-list-is-in-is-your-base-on-it\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5163254.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here is the Pentagon\u2019s list of construction projects that could be cut to fund a border wall<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Not every project on the list would be cut, under the Pentagon&#039;s proposed rules<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It\u2019s likely the potential cuts will face significant pushback on Capitol Hill. On Monday, House Armed Services Committee Chairman Adam Smith, D-Wash., blasted the list as plans to \u201cpilfer the military construction accounts and circumvent the intended nature of the law, while simultaneously abusing the trust of the American people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The list of projects and their approximate $4 billion price tag marries up with what officials traveling with Acting Defense Secretary Patrick Shanahan told reporters in Europe last month, that the Pentagon intends to use almost all of those eligible military construction projects on the wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The projects are eligible to be used because of the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/01\/07\/trump-reasserts-he-can-use-military-funds-to-build-the-southern-border-wall\/\" target=_blank>president\u2019s declaration of a national emergency<\/a>. Congress voted to overturn that emergency in a rare bicameral rebuke, but Trump vetoed Congress\u2019 overturn and it is unlikely there are the votes in Congress to override the veto, even though the declaration outraged congressional Democrats and some Republicans, who call it a dangerous overreach of executive branch budget powers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are other states with spending at risk:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>WASHINGTON: $162 million at Bangor submarine base\/Naval Base Kitsap<\/li><li>TEXAS: $29.6 million at Fort Bliss; $66.5 million at Joint Base San Antonio<\/li><li>NEW MEXICO: $40 million at White Sands; $85 million at Holloman Air Force Base<\/li><li>NORTH DAKOTA: $66 million at Minot Air Force Base<\/li><li>WYOMING: $62 million at F.E.
