{"id":127646,"date":"2024-01-30T17:08:08","date_gmt":"2024-01-30T17:08:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2024\/01\/30\/some-vets-got-double-housing-stipends-due-to-flaw-in-jobs-program\/"},"modified":"2026-08-08T15:41:24","modified_gmt":"2026-08-08T15:41:24","slug":"some-vets-got-double-housing-stipends-due-to-flaw-in-jobs-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/education-transition\/2024\/01\/30\/some-vets-got-double-housing-stipends-due-to-flaw-in-jobs-program\/","title":{"rendered":"Some vets got double housing stipends due to flaw in jobs program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Hundreds of veterans enrolled in a <a href=\"https:\/\/www.militarytimes.com\/education-transition\/2023\/03\/27\/lawmakers-move-to-save-vas-high-tech-job-training-program\/\" target=\"_blank\">technology-focused job training program<\/a> received thousands in extra housing stipends due to a quirk in federal law, according to<a href=\"https:\/\/www.vaoig.gov\/sites\/default\/files\/reports\/2024-01\/vaoig-23-03303-56.pdf\" target=\"_blank\"> a report from a Veterans Affairs watchdog<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The money involved in the issue totals only about $1.1 million, a small fraction of the $8-billion-plus paid out by the department in veterans education benefits annually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But officials from the <a href=\"https:\/\/www.navytimes.com\/veterans\/2023\/10\/20\/fixes-could-cut-months-off-wait-for-vets-fire-damaged-service-records\/\" target=\"_blank\">VA Inspector General\u2019s office<\/a> said the practice of provisioning extra housing payouts creates a potentially problematic precedent for the department, since most other regulations prevent such <a href=\"https:\/\/www.marinecorpstimes.com\/veterans\/2023\/01\/20\/fixing-disability-and-retirement-pay-is-congress-next-big-vets-issue\/\" target=\"_blank\">double-dipping for federal benefits.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnder other VA educational programs, individuals are required to select one program from which to receive educational assistance at a time,\u201d the inspector General\u2019s report stated, adding that the legislative language causing the problems \u201cis inconsistent with other VA educational benefits programs that prohibit concurrent payments of educational benefits.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/your-career\/2022\/10\/28\/will-va-continue-its-popular-technology-training-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4290084.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will VA continue its popular technology training program?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Government Accountability Office study released this week found that employment outcomes are unclear<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The concerns are centered on the Veteran Employment Through Technology Education Courses (VET TEC) program, launched in 2019. It covers tuition costs and provides a monthly housing stipend to veterans who qualify, allowing them to study subjects like software development, data science, network security and web development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than 12,000 veterans have taken part in the program, and lawmakers have steadily increased funding for the program from its initial $15 million budget to $45 million today. The goal was to give eligible veterans a chance to rapidly earn degrees \u2014 and jobs \u2014 in high-demand fields.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, because of requirements that veterans have some GI Bill benefits remaining to be eligible, that allowed more than 200 veterans to receive two separate housing stipends for their studies: one from the VET TEC program and one from the Post-9\/11 GI Bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For some, that meant up to $10,000 extra to cover housing costs that were already paid for through other veterans benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the report, VA officials noted the issue stems from how the legislation was written and not regulatory decisions by department leaders. Officials made some attempts to end the duplicative payouts but relented out of concerns that it could open the department to legal action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials have no plans to try and recoup the money, noting that no laws appear to have been violated by the doubled stipend payments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VET TEC program is scheduled to sunset in April 2024. The inspector general\u2019s report recommended that lawmakers fix the problem if they opt to renew the program, an idea that several lawmakers have backed in recent
