{"id":127668,"date":"2023-08-22T09:00:00","date_gmt":"2023-08-22T09:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2023\/08\/22\/nearly-two-years-later-afghan-allies-still-left-hoping-for-help\/"},"modified":"2026-08-08T15:51:17","modified_gmt":"2026-08-08T15:51:17","slug":"nearly-two-years-later-afghan-allies-still-left-hoping-for-help","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/home\/2023\/08\/22\/nearly-two-years-later-afghan-allies-still-left-hoping-for-help\/","title":{"rendered":"Nearly two years later, Afghan allies still left hoping for help"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">With the second anniversary of the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/04\/06\/white-house-releases-after-action-reviews-on-afghanistan-withdrawal\/\" target=\"_blank\">American military exit from Afghanistan<\/a> fast approaching, advocates worry they are running out of time to address the plight of tens of thousands of<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/12\/20\/afghan-refugee-bill-sidelined-again-dashing-advocates-hopes\/\" target=\"_blank\"> Afghan refugees <\/a>who remain stuck in immigration limbo as the issue fades out of public consciousness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers and <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/09\/20\/vets-hold-vigil-at-capitol-again-this-time-to-aid-afghan-allies\/\" target=\"_blank\">veterans groups<\/a> plan a major push on the issue this fall, but prospects for meaningful progress on the issue remain dim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to get something done, because our allies in Afghanistan, our partners there are relying on us,\u201d said <a href=\"https:\/\/www.militarytimes.com\/congress\/2023\/07\/13\/house-dems-bail-on-defense-bill-as-gop-votes-to-repeal-abortion-policy\/\" target=\"_blank\">Rep. Jason Crow<\/a>, D-Colo. and an Army veteran who has been leading the issue for the last few years. \u201cIt hasn\u2019t panned out so far, but we\u2019re gonna keep pushing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the days before the <a href=\"https:\/\/www.militarytimes.com\/off-duty\/military-culture\/2023\/02\/24\/73-of-vets-have-negative-view-of-afghanistan-withdrawal-poll-shows\/\" target=\"_blank\">last U.S. troops departed Afghanistan<\/a> on Aug. 30, 2021, more than 80,000 Afghan refugees were rushed out of the country aboard American aircraft in an effort to protect them from advancing Taliban forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But some advocacy groups estimate as many as 150,000 Afghans that assisted the U.S. mission were left behind, including individuals who worked closely with U.S. military forces as interpreters and combat assistants. Thousands have State Department visa applications that have been pending for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And individuals who managed to escape still live with chronic uncertainty about their legal status and looming fears of deportation, because procedures for resolving their lingering immigration applications still have not been finalized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most Afghans airlifted to the U.S. during the late summer and early fall of 2021 were granted \u201chumanitarian parole,\u201d a tenuous, temporary authorization to reside in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parolee status, which enables Afghans to apply for employment authorization and other government benefits, expires after two years for most evacuees. <a href=\"https:\/\/www.dhs.gov\/news\/2023\/06\/08\/dhs-announces-re-parole-process-afghan-nationals-united-states\" target=\"_blank\">Those attempting to reauthorize their parole <\/a>or secure lawful permanent residence through the SIV or asylum process must navigate a labyrinth of paperwork and bureaucratic backlogs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without clarity on their future, advocates worry, some individuals could lose their jobs or, at worst, face deportation to foreign countries in coming months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a constant fear that they\u2019ll have to face the Taliban again,\u201d said Safi Rauf, an Afghan citizen and U.S. Navy reservist who founded the Human First Coalition, which works to evacuate refugees from Afghanistan. \u201cThere\u2019s not a day that goes by that these [refugees] don\u2019t think about it.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/12\/20\/afghan-refugee-bill-sidelined-again-dashing-advocates-hopes\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"221\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AfghanAlliesRally2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Afghan refugee bill sidelined again, dashing advocates\u2019 hopes<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Supporters fear they have missed their last chance for legislative help this year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In a letter to congressional leaders last week, 24 veterans groups \u2014 including <a href=\"https:\/\/withhonor.org\/\" target=\"_blank\">With Honor Action,<\/a> <a href=\"https:\/\/www.nooneleft.org\/\" target=\"_blank\">No One Left Behind<\/a> and <a href=\"https:\/\/operelief.org\/\" target=\"_blank\">Operation Pineapple Express Relief<\/a> \u2014 urged lawmakers to find solutions before the end of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor two years, thousands of Afghans have been ruthlessly pursued by the Taliban and left in American bureaucratic limbo,\u201d the groups wrote. \u201cThe moral imperative is clear and the time to act is now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe served and shed blood alongside many of these brave Afghans, whose only sin was to pursue a better democratic future for their country. Please do not allow them to be ignored and unprotected for another legislative calendar year. Their lives could well depend on whether America keeps her promise.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Legislative fight<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Over the last 24 months, advocates have held recurring rallies outside the Capitol begging for action and chastising lawmakers who have blocked potential fixes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the debate has focused on two bills: the <a href=\"https:\/\/crow.house.gov\/media\/press-releases\/reps-crow-wenstrup-blumenauer-introduce-the-afghan-allies-protection-act\" target=\"_blank\">Afghan Allies Protection Act<\/a> (AAPA) and the <a href=\"https:\/\/blumenauer.house.gov\/media-center\/press-releases\/blumenauer-miller-meeks-klobuchar-and-graham-reintroduce-bipartisan-legislation-to-allow-afghans-allies-in-the-united-states-to-apply-for-permanent-legal-status\" target=\"_blank\">Afghan Adjustment Act <\/a>(AAA). (Rahmat Gul\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Afghan Adjustment Act has stalled in Congress for more than two years now. The more comprehensive measure would clear up pathways to legal residency for evacuees and enhance vetting of those who seek it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would also extend special immigrant visa eligibility to Afghans that fought alongside U.S. armed forces but never formally signed contracts with U.S. government entities, including Afghan special operations troops and <a href=\"https:\/\/www.militarytimes.com\/opinion\/2016\/03\/26\/women-in-special-forces-what-the-u-s-can-learn-from-the-afghans\/\" target=\"_blank\">female members of the Afghan National Security Forces.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure was reintroduced earlier this summer by another bipartisan group of House and Senate lawmakers, including <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2021\/06\/09\/this-proposal-would-increase-troops-life-insurance-max-to-500000\/\" target=\"_blank\">Rep. Mariannette Miller-Meeks, R-Iowa, <\/a>also an Army veteran. She said the changes are needed to speed up the current immigration processes, which have left too many allies floundering in confusing government protocols.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe State Department is trying to follow its codes and regulations, and we understand that,\u201d she said. \u201cBut we don\u2019t see the urgency that has been needed over the last two years. And these people are in peril.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2022\/09\/20\/vets-hold-vigil-at-capitol-again-this-time-to-aid-afghan-allies\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_1648.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Vets hold vigil at Capitol again, this time to aid Afghan allies<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The protest entered its sixth day Tuesday, and organizers insist they&#039;re prepared to stay for weeks.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But the Afghan Adjustment Act has been blocked multiple times by a group of Senate Republicans who have objected to what they see as insufficient background checks for would-be immigrants from Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last fall, <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/07\/18\/gop-senator-blocks-historic-va-leadership-nominee\/\" target=\"_blank\">Sen. Chuck Grassley, R-Iowa<\/a>, publicly blasted White House officials for too-lax vetting policies for incoming Afghan allies and said he could not support the pending measures. Sen. Tom Cotton, R-Ark., earlier this year blocked attempts to add the Afghan Adjustment Act to the annual defense authorization bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Miller-Meeks said given the opposition thus far, \u201ca more narrow bill focused on just our Afghan interpreters and allies may be more realistic this year.\u201d She and Crow are both hopeful that they can convince more colleagues to drop their objections in coming months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to do more to help individuals who are already here,\u201d she said. \u201cWhere are they going to return to? Afghanistan?\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Uncertain futures<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite promises from congressional leadership to address the issue, advocates aren\u2019t optimistic about the prospects for any legislative success this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPassing any bill related to immigration is incredibly hard,\u201d Rauf said. \u201cWe\u2019re not even seeing a chance to bring the bills to the floor.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rauf has led dozens and rallies across America to rally support for the Afghan Adjustment Act and related bills over the last two years, and has been disappointed by both Republican opposition and a lack of Democratic emphasis on the issue. (Leo Shane III\/Staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the tens of thousands of refugees already in the U.S. are safe for now but unable to settle without clarity on their long-term immigration status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Around 20,000 evacuees have applied for asylum since arriving in the U.S.; only 5,000 have received approval, according to Safiullah Delawar, the legal director of <a href=\"https:\/\/www.reactdc.org\/\" target=\"_blank\">REACT DC<\/a>, a Virginia-based resettlement organization created in the wake of the evacuation. Thousands more Afghans have yet to receive updates on their re-parole applications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Delawar said he is \u201choping that [lawmakers] will forget their politics for a while and not sacrifice this humanitarian act\u201d amid short-term partisan fights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the families caught in the debate are left with an uncertain future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s difficult to continue living your life when you don\u2019t know what the next year is going to look like,\u201d said <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/07\/17\/va-lays-groundwork-for-first-major-survey-of-moral-injury-in-veterans\/\" target=\"_blank\">Peter Lucier<\/a>, a resettlement advocate and Marine veteran who served in Afghanistan. \u201cThere are just a whole host of bad things that start happening when parole starts to expire.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lucier said companies are less likely to invest in training and certifications for workers who may be forced to leave the country in the next few years. That limits opportunities, which in turn leads to more stress, contributing to a growing number of mental health issues among the refugee community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re running out of time, and it feels like there\u2019s not a lot of hope for the future,\u201d Rauf said. \u201cThe goal is not just to have a job here.
