{"id":133361,"date":"2026-08-04T16:12:54","date_gmt":"2026-08-04T16:12:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2026\/08\/04\/325-narcan-doses-43-lost-children-dc-national-guard-mission-wraps-first-year\/"},"modified":"2026-08-08T17:32:02","modified_gmt":"2026-08-08T17:32:02","slug":"325-narcan-doses-43-lost-children-dc-national-guard-mission-wraps-first-year","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2026\/08\/04\/325-narcan-doses-43-lost-children-dc-national-guard-mission-wraps-first-year\/","title":{"rendered":"325 Narcan doses, 43 lost children: DC National Guard mission wraps first year"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Since Aug. 11, 2025, nearly 9,700 National Guard troops from across the nation have been shipped into <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/07\/24\/national-guard-awards-292-million-for-2000-apartment-style-units-for-dc-deployments\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/07\/24\/national-guard-awards-292-million-for-2000-apartment-style-units-for-dc-deployments\/\">Washington, D.C.<\/a>, and put up in hotels in service of the \u201cMake DC Safe and Beautiful\u201d mission ordered by President Donald Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the mission approaches the conclusion of its first year \u2014 with at least two more to go, unless the president says otherwise \u2014 its <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/03\/24\/guardsmen-assigned-to-dc-have-administered-narcan-100-times-since-august\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/03\/24\/guardsmen-assigned-to-dc-have-administered-narcan-100-times-since-august\/\">measure of success<\/a> depends on whom you ask. In a round-table discussion with reporters Monday, Brig. Gen. Leland Blanchard, the D.C. National Guard\u2019s interim commanding general, suggested the impact of the Guard\u2019s presence was as much about an increased feeling of safety as it was about the number of interventions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those numbers, in the context of the size of the Guard deployment, are modest. Blanchard said Guardsmen had provided 788 medical assists, \u201cranging from administering CPR to applying tourniquets for gunshot victims;\u201d reunited 43 lost children, intervened in 262 fights to prevent further escalation; and administered the overdose reversal drug Narcan to 325 people. Guard members supported law enforcement 479 times, he said, or a little more than once per day over the course of a year-long deployment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose are not simply numbers. Those are not just data points,\u201d Blanchard said. \u201cEach of those represents fathers, mothers, children, people who have received emergency care, been returned to parents, and families, had their lives saved from opioid overdoses, or were involved in violent situations brought under control before further harm was done.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that a Guard team on a \u201cride the rail\u201d mission on the D.C. Metro had stopped a sexual assault in progress and recently intervened to stop a knife-wielding would-be assailant. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blanchard said the Guard members\u2019 presence was having its own impact. Guard troops recently began patrolling Starburst Plaza, a well-known hub for drug activity in northeast D.C. During a visit to the area Aug. 1, he said, he observed an Air National Guard member administering Narcan and \u201csaving a life on the scene.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA few minutes later, a young teenager rode by on his scooter, stopped, and said, \u2018I\u2019ve never seen this place so clean,\u2019\u201d Blanchard said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It remains unclear, however, how lasting those changes will be &#8211; or whether the impact justifies the missions\u2019s cost. The Congressional Budget Office has estimated the cost of the D.C. deployment to be $55 million per month. Based on the Guard\u2019s reported Narcan administrations, that amounts to more than $2 million in costs for every overdose reversal. A new estimate provided this week to the office of Sen. Elizabeth Warren, D-Mass., estimates the <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2026\/08\/04\/trumps-national-guard-deployment-dc-cost-additional-14-billion\/\" target=\"_blank\" rel=\"\">mission will cost another $1.4 billion<\/a> through its expected conclusion in January 2029, when Trump is slated to leave office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plans to move the Guard members from hotels into apartments via a $292 million contract awarded in July to corporate lodging company Placemakr are set to save the Guard about $90 million, Blanchard said, adding that they\u2019ll also allow troops to be \u201ccloser and more responsive\u201d to their mission areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are currently just over 4,600 Guard troops in D.C., Blanchard said, and that number is expected to decrease somewhat as summer and 250th anniversary events come to a close. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A May study from the nonpartisan think tank <a href=\"https:\/\/www.niskanencenter.org\/washington-dc-crime-decline-and-its-lessons-for-american-policing\/#the-national-guard-as-natural-experiment\" target=\"_blank\" rel=\"\">Niskanen Center <\/a>found that the Guard deployment correlated with a sharp decrease in specific kinds of crime, including vehicle theft and other opportunistic property crime in high-visibility spaces. But robberies and other violent crime trends stayed constant, it showed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe implication is sharp,\u201d the study found. \u201cThe National Guard deployment appears to have deterred opportunistic property offending, exactly the category of crime most sensitive to visible, high-presence enforcement on the street. Violent crime was unmoved.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about recent reports, Blanchard said the report showed \u201cthere\u2019s a positive impact where the Guard is on crime,\u201d though the study authors \u201cdisagree with some of the locations\u201d where the Guard has spent its time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we move forward, what we\u2019ll do is bring the same impact that we\u2019re seeing,\u201d he said, citing the recent move into Starburst Plaza. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have definitely seen a significant impact there,\u201d Blanchard added. \u201cI think we\u2019re going to continue to bring that impact across the city as we expand.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Guard is now moving into its next phase of the D.C. mission, Blanchard said. While he provided few details about what the phase would entail, he mentioned specific higher-crime metro areas, including D.C.\u2019s Ward 8 and Trinidad neighborhood. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll still be downtown, and we\u2019ll still be in the neighborhoods that we\u2019re in right now,\u201d he said. \u201cWe\u2019ll just shift some of those resources, and again, working in coordination with federal law enforcement and the Metropolitan Police Department, reallocate and repurpose some of those personnel.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Since Aug. 11, 2025, nearly 9,700 National Guard troops from across the nation have been shipped into Washington, D.C.
