{"id":135064,"date":"2019-01-24T11:00:48","date_gmt":"2019-01-24T11:00:48","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2019\/01\/24\/heres-why-22-republicans-voted-against-blocking-trump-from-nato-pullout\/"},"modified":"2026-08-07T23:48:20","modified_gmt":"2026-08-07T23:48:20","slug":"heres-why-22-republicans-voted-against-blocking-trump-from-nato-pullout","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/01\/24\/heres-why-22-republicans-voted-against-blocking-trump-from-nato-pullout\/","title":{"rendered":"Here\u2019s why 22 Republicans voted against blocking Trump from NATO pullout"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Though 22 House Republicans <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/01\/23\/us-house-votes-overwhelmingly-to-bar-us-exit-from-nato\/\" target=_blank>voted<\/a> against a bipartisan resolution supporting NATO this week, several said afterward that they actually do support the alliance, but not what they saw as a Democratic effort to tie the hands of President Donald Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe purpose of this resolution was not to strengthen our alliance, but to rebuke the President, and although I support NATO, I\u2019m not going to play these kinds of games \u2014 especially with an issue that has far-reaching, international implications,\u201d Rep. Jody Hice, R-Ga., said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"http:\/\/clerk.house.gov\/evs\/2019\/roll044.xml\" target=_blank>357-22 vote<\/a> to bar the use of federal funds to withdraw from NATO was decisive and bipartisan, but could also be read as an important bellwether for how far Trump, who has sent <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/01\/17\/trump-says-us-backs-nato-100-after-report-he-discussed-withdrawal\/\" target=_blank>mixed signals<\/a> about his commitment to the pact, can sway members away from GOP orthodoxy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond asserting Congress\u2019 power of the purse, the measure \u2014 sponsored by Rep. Jimmy Panetta, D-Calif., backed by Democratic leadership and co-sponsored by eight Republicans \u2014 affirms support for NATO and its Article 5 mutual defense clause, for Montenegro\u2019s accession, and for the goal that each member nation spend at least 2 percent of its gross domestic product on defense by 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The No. 2 Republican in the House, Rep. Steve Scalise, and other House GOP leaders were among the yeas. Scalise, of Louisiana, said Wednesday that he believes in the mission of the 70-year-old, 29-member alliance and also supports Trump\u2019s campaign to pressure allies into spending more on defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe European countries are stepping up and that\u2019s a good thing, so [the resolution] covers that as well, and I thought that was an important addition to that relationship that helps these countries have more stake in the game,\u201d Scalise said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 22 Republicans nays, a handful similarly split the difference Wednesday in individual statements provided to Defense News. They both praised the alliance as a bulwark against Russia and applauded Trump for pressing allies on funds, but they did not spell out whether they would side with Trump if he sought to withdraw from NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 22 Republican nays, 14 of them voted \u201cyea\u201d on a similar measure June 27, 2017, that reaffirmed the U.S. commitment to Article 5 and called on allies to meet the 2 percent goal; two voted \u201cnay\u201d on both measures, and six are freshmen lawmakers who were not in Congress in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(The <a href=\"http:\/\/clerk.house.gov\/evs\/2017\/roll328.xml\" target=_blank>423-4 vote<\/a> in 2017 came after Trump pointedly did not affirm U.S. support for Article 5 in a visit to NATO headquarters in Brussels before backing it in a speech days later.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reps. Thomas Massie, R-Ky., and Andy Biggs, R-Ariz., voted \u201cnay\u201d on both pro-NATO measures. By way of explanation for Tuesday\u2019s vote, the libertarian-leaning Massie tweeted: \u201cActually I\u2019d call it the \u2018Pledge Allegiance to NATO Act,\u2019 and that\u2019s correct, 22 of us did not.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Randy Weber, R-Texas, called Tuesday\u2019s resolution \u201cyet another political stunt by the Democrats designed to drag down the President\u201d; Rep. Andy Harris, R-Md., called it an \u201cunusual move to remove any president\u2019s ability to negotiate treaties\u201d; and Reps. Justin Amash, R-Mich., and Tom McClintock, R-Calif., said the measure\u2019s commitment to NATO was overbroad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile I support NATO and our continued presence in it, this bill is unnecessary and appears deliberately aimed at undercutting the president\u2019s efforts to get NATO countries to pay their fair share for its support,\u201d McClintock said. \u201cNATO was formed to provide security against the now-defunct Soviet Union; not to relieve individual European nations from their responsibility to maintain their own defenses at America\u2019s expense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not the first time there\u2019s been ebb and flow among Republicans on the matter. In 2012, the GOP-led House <a href=\"http:\/\/clerk.house.gov\/evs\/2012\/roll284.xml\" target=_blank>passed<\/a> an amendment, 226-196, from Rep. Mike Coffman, R-Colo., to authorize the president to remove all U.S. brigades permanently stationed in Europe and replace them with a rotational force \u2014 but a similar amendment a year later <a href=\"http:\/\/clerk.house.gov\/evs\/2013\/roll235.xml\" target=_blank>failed<\/a>, 110-313.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A significant chunk of the 14 who flip-flopped are aligned with the conservative House Freedom Caucus, led by influential GOP Rep. Mark Meadows. In a hallway interview Wednesday, the congressman from North Carolina said NATO is \u201ccritical\u201d and \u201cnot obsolete,\u201d but added that he and others on Tuesday were turned off by Democratic criticism of Trump leading up to the vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was more than a slap,\u201d Meadows said. \u201cSome of the things that were said were personal attacks that have no business being discussed when we\u2019re talking about something as important as NATO membership.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, the House Freedom Caucus did not take an official position on the resolution or whip votes. \u201cWe weren\u2019t trying to make a point, and if we were, we\u2019d have been more aggressive about our whip and our public comments, certainly,\u201d Meadows said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wednesday\u2019s floor remarks about the resolution that focused on Trump came from the head of the U.S. delegation to the NATO Parliamentary Assembly, Rep. Gerry Connolly, D-Va. He highlighted Trump\u2019s <a href=\"https:\/\/www.politifact.com\/truth-o-meter\/statements\/2018\/jul\/11\/donald-trump\/trump-falsely-claims-nato-countries-owe-united-sta\/\" target=\"_blank\">false claims<\/a> that NATO allies owe the U.S. money and called back to Trump\u2019s widely criticized performances after a private meeting with Russian President Vladimir Putin in <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/16\/in-helsinki-backlash-democrats-target-sanctions-loophole-for-allies-buying-russian-arms\/\" target=\"_blank\">Helsinki<\/a> last year and at the last two <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/07\/13\/bruised-in-brussels-was-trumps-summit-drama-worth-it\/\" target=\"_blank\">NATO summits<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne can&#8217;t talk about the U.S. commitment to Article 5 in 2019 without mentioning President Trump&#8217;s failure to embrace it in full view of our NATO\u2019s allies to his first trip to Brussels in 2017,\u201d Connolly said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe president\u2019s provocative comments\u201d \u2014 Trump said Germany was Russia\u2019s captive and harped on the 2 percent goal at the last NATO summit \u2014 \u201cundermine the summit\u2019s goal of protecting unity in the face of renewed Russian aggression, especially given they occurred just days before what turned out to be a very difficult, if not disastrous, Helsinki summit with Vladimir Putin,\u201d Connolly said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One Republican co-sponsor of Panetta\u2019s resolution, Rep. Adam Kinzinger, of Illinois, found the 22 GOP nays disappointing in light of Russia\u2019s &#8220;bad behavior.\u201d Ultimately, the strong vote made the point that the House backs NATO, and if it was a message to Trump, then so be it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt may be a rebuke of the president or at least a rebuke of any consideration of the idea of withdrawing from NATO \u2014 but that\u2019s our frigging job,\u201d Kinzinger said. \u201cIt\u2019s to have an opinion and make it known, not to be lap dogs to anybody, especially on foreign
