{"id":135495,"date":"2020-12-23T23:16:32","date_gmt":"2020-12-23T23:16:32","guid":{"rendered":"https:\/\/smg.go-vip.net\/militarytimes\/uncategorized\/2020\/12\/23\/cross-domain-army-tactical-missile-terminated-in-fy21-defense-spending-bill\/"},"modified":"2026-08-07T23:51:54","modified_gmt":"2026-08-07T23:51:54","slug":"cross-domain-army-tactical-missile-terminated-in-fy21-defense-spending-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/12\/23\/cross-domain-army-tactical-missile-terminated-in-fy21-defense-spending-bill\/","title":{"rendered":"US Army\u2019s cross-domain tactical missile dies in FY21 defense spending bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 An effort to<a href=\"https:\/\/www.defensenews.com\/breaking-news\/2020\/09\/02\/us-army-pursuing-new-mid-range-missile-amid-tactical-missile-upgrade-delay\/\" target=_blank> pursue a mid-range missile capable of going after maritime targets<\/a> using the Army Tactical Missile System, or ATACMS, has been terminated, according to the fiscal 2021 defense spending bill released Dec. 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill, which emerged from conference committee, has zeroed out the Cross-Domain ATACMS program due to the program\u2019s termination. The Pentagon had requested $62.5 million in its FY21 budget request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense News first reported in September that the cross-domain upgrade to ATACMS \u2014 which was an anti-ship missile effort initiated by the Strategic Capabilities Office in 2016 \u2014 was delayed due to technical problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army would not disclose those problems, citing operational security, but the service did say a new timeline for delivery was under review.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while the CD-ATACMS program struggled, the <a href=\"https:\/\/www.defensenews.com\/land\/2020\/09\/08\/for-the-us-armys-fires-capability-2023-is-the-year-that-will-change-everything\/\" target=_blank>Army conducted a strategic fires study and concluded it needed a mid-range missile to fill a gap<\/a> in the 500-2,000 kilometers range and that it needed it fast \u2014 by 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to pursue this with great speed and really make \u201923 a year that changes everything in both [the European and Pacific] theaters,\u201d Brig. Gen. John Rafferty, who is in charge of <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/20\/army-to-demonstrate-precision-strike-hypersonics-and-ramjet-capabilities-in-just-a-few-years\/\" target=_blank>long-range precision fires modernization<\/a>, told Defense News in an interview at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mid-range capability would fit between the <a href=\"https:\/\/www.defensenews.com\/land\/2019\/07\/18\/first-flight-tests-for-armys-precision-strike-missile-pushed-to-end-of-year\/\" target=_blank>Precision Strike Missile<\/a>, or PrSM \u2014 which is capable of hitting targets out to 499 kilometers \u2014 and <a href=\"https:\/\/www.defensenews.com\/smr\/army-modernization\/2020\/03\/20\/pentagons-major-hypersonic-glide-body-flight-test-deemed-success\/\" target=_blank>ground-launched hypersonic missiles<\/a> in the LRPF portfolio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2019\/03\/26\/army-to-prioritize-long-range-missile-capability-to-go-after-maritime-targets\/\" target=_blank> Lockheed Martin-developed PrSM <\/a>will serve as the ATACMS replacement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional appropriators funded the mid-range missile program at $88.1 million in the FY21 bill, which is not something included in the Army\u2019s initial FY21 request since the decision to move forward with the program came after the service\u2019s submission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/land\/2020\/11\/06\/lockheed-martin-to-build-mid-range-missile-prototype-for-us-army\/\" target=_blank>Lockheed Martin was already awarded a contract worth nearly $340 million<\/a> to take elements from naval missiles to forge the new mid-range missile. Lockheed will take the Navy\u2019s Raytheon-built SM-6 and Tomahawk missile to put together a prototype that consists of launchers, missiles and a battery operations center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CD-ATACMS is \u201can interesting approach to attacking maritime targets,\u201d Rafferty said, \u201cbut the PrSM program for attacking maritime targets and omitting [integrated air defense systems] is off to a very good start with the testing of the [Army\u2019s Combat Capabilities Development Command] Aviation and Missile Center seeker that continues this fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The upgrade to the ATACMS \u201cwas a different approach from a seeker standpoint to PrSM,\u201d Rafferty said, \u201cso that\u2019s why we\u2019re interested in it because it was a different approach; a good point of comparison, and we always value the SCO\u2019s efforts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army as well as industry partners and congressional committees are talking about accelerating the land-based, anti-ship missile seeker into the PrSM missile by 2025. The seeker development program began in 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, congressional appropriators cut a significant amount of funding in the FY21 bill from the <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/23\/lawmakers-slash-funding-for-marine-corps-long-range-fires-development\/\" target=_blank>Marine Corps\u2019 Ground-Based Anti-Ship
