{"id":135543,"date":"2018-06-22T20:13:41","date_gmt":"2018-06-22T20:13:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2018\/06\/22\/us-army-shoots-to-get-future-attack-recon-helicopter-prototype-flying-by-2023\/"},"modified":"2026-08-07T23:55:12","modified_gmt":"2026-08-07T23:55:12","slug":"us-army-shoots-to-get-future-attack-recon-helicopter-prototype-flying-by-2023","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/06\/22\/us-army-shoots-to-get-future-attack-recon-helicopter-prototype-flying-by-2023\/","title":{"rendered":"US Army aims to get attack recon helicopter prototype flying by 2023"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Army is aiming to get two future attack reconnaissance helicopter prototypes <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2018\/03\/26\/army-aviation-at-a-crossroads-as-future-requirements-take-shape\/\" title=\"\" class=\"\" target=\"_blank\">flying by 2023<\/a>, according to a June 22 draft solicitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Posted to the Federal Business Opportunities website, the solicitation calls on industry to help refine the Army\u2019s effort to solicit design and development plans for a Future Attack Reconnaissance Aircraft Competitive Prototype, or FARA CP \u2015 part of the service\u2019s larger move to procure a <a href=\"https:\/\/www.defensenews.com\/industry\/2017\/10\/24\/armys-future-vertical-lift-you-cannot-use-a-cookie-cutter-acquisition-process\/\" title=\"\" target=\"_blank\" data-original-title=\"\" style=\"\" aria-describedby=\"popover463262\">family of Future Vertical Lift aircraft<\/a> in the early 2030s, if not sooner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has been talking about procuring an FVL family of helicopters for the better part of a decade and has debated whether to <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2016\/04\/29\/first-future-vertical-lift-helicopters-will-be-medium-lift\/\" title=\"\" class=\"\" target=\"_blank\">prioritize the pursuit of a medium lift helicopter<\/a> to replace UH-60 Black Hawks and AH-64 Apaches. Alternatively, the service was considering buying an armed reconnaissance helicopter to fill the gap left from the OH-58 Kiowa Warrior\u2019s 2014 retirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It became clearer in March, at the Association of the U.S. Army\u2019s Global Force Symposium in Huntsville, Alabama, that the service would focus on pursuing both a long-range assault helicopter that would fit into the medium-lift category and an armed reconnaissance helicopter that would be considered a light aircraft.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/global-force-symposium\/2018\/03\/30\/army-future-vertical-lift-hones-in-on-attack-recon-long-range-assault\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/DFKPUSU5FFBU7H2TPWITGVL7QA.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army Future Vertical Lift hones in on attack recon, long-range assault<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Army will focus on attack reconnaissance and long-range assault vertical lift capabilities in its Future Vertical Lift program, but which will be first?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While the Army is in the throes of its <a href=\"https:\/\/www.defensenews.com\/land\/2018\/02\/27\/development-for-future-vertical-lift-aircraft-slow-rolled-in-army-budget-plans\/\" title=\"\" target=\"_blank\" data-original-title=\"\" style=\"\">Joint Multi-Role Technology Demonstration for one medium-lift prototype<\/a> \u2014 <a href=\"https:\/\/www.defensenews.com\/land\/2018\/06\/19\/bells-v-280-valor-shows-off-agility-speed-in-first-public-flight-demo\/\" title=\"\" class=\"\" target=\"_blank\">Bell\u2019s V-280 Valor<\/a> \u2014 and is awaiting the first flight of its second prototype \u2014 <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/14\/defiant-undergoing-rigorous-testing-prior-to-first-flight-this-year\/\" title=\"\" class=\"\" target=\"_blank\">Sikorsky and Boeing\u2019s SB-1 Defiant<\/a> \u2014 it\u2019s unclear how the service might pursue an armed reconnaissance helicopter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The draft solicitation shows the service would like to see four to six initial awards made in fiscal 2019 based on conceptual designs and approaches to build prototypes that meet the Army\u2019s desired attributes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Industry participants would have nine months to develop preliminary designs, according to the draft solicitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army would then down-select to two companies or teams after an initial design and risk review, it says. This is expected in the third quarter of 2020, the draft solicitation notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe two companies\/teams that are selected will proceed to detailed design, build, and test phase,\u201d the document states. A final design and risk review will take place to move forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the third quarter of 2022, the Army would move into a design review that will determine the entrance into a formal acquisition process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first flight of the two prototypes would be planned for the first quarter of 2023 and would fly through the fourth quarter, which would involve a test in an operationally relevant environment, or a fly-off.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once the flight demonstrations are complete, the Army would transition the effort into a formal program of record in FY2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army currently lacks the ability to conduct armed reconnaissance, light attack, and security with improved stand-off and lethal and non-lethal capabilities with a platform sized to hide in radar clutter and for the urban canyons and mega cities,\u201d the solicitation states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo close this gap, the Army envisions an optionally manned, next-generation rotorcraft with attributes of reduced cognitive workload, increased operational tempo through ultra-reliable designs and extended maintenance free periods, and advanced teaming and autonomous capabilities,\u201d the document reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service envisions the aircraft teaming with unmanned systems and various air-launched effects. It would be \u201cthe center piece of the integrated air defense system breeching team to provide freedom of maneuver in a multi-domain battle,\u201d the document states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The helicopter would be the \u201c \u2018knife-fighter\u2019 of future Army Aviation capabilities\u201d in a small package with \u201cmaximized performance,\u201d it describes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service wants the designs to consider moving from a competitive prototype into the engineering and manufacturing development phase, which includes taking into account modern tools and process and manufacturing capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Bell and Sikorsky have said they would participate in a competition to build the armed reconnaissance FVL aircraft once the Army moves forward. Both said they were awaiting the draft solicitation to develop game plans. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bell\u2019s program director for FVL, Keith Flail, said June 18 following the V-280 Valor\u2019s first public flight demonstration in Amarillo, Texas, that the V-280 technology is scalable. And Bell\u2019s executive vice president for strategic pursuits, Jeff Schloesser, added that Bell has a legacy of providing an armed reconnaissance helicopter for the U.S. Army \u2014 the Kiowa itself. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2018\/06\/20\/experimental-helicopter-raider-cleared-for-full-flight-test-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Raider_16th-Flight.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Experimental helicopter Raider cleared for full flight test program<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sikorsky is putting Raider&#039;s hard landing behind it as its second prototype is cleared to engage in a full flight test program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Sikorsky, which is now owned by Lockheed Martin, has long touted its S-97 Raider \u2014which uses its X2 coaxial technology \u2014 as a solution for a light-attack future helicopter for the U.S. Army. The company <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2018\/04\/20\/sikorsky-modifies-raider-helicopter-to-use-us-armys-future-engine\/\" title=\"\" class=\"\" target=\"_blank\">has even modified the helicopter to accept<\/a> the service\u2019s future <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2016\/05\/02\/itep-engine-would-ideally-drop-into-fvl-aircraft\/\" title=\"\" class=\"selected-link\" target=\"_blank\">Improved Turbine Engine Program engine.<\/a> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sikorsky \u201cis reviewing the draft and we are looking forward to working with the U.S. Army to support its operational needs,\u201d Tim Malia, Sikorsky\u2019s director for FVL light, told Defense News in a June 22 statement. \u201cThe attack reconnaissance capability of our X2 family adds significant war-fighting value with its ability to fight for information, and we are ready to ensure Army aviators have an exceptional aircraft for this mission.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army notes that the final version of the solicitation is anticipated in September 2018, with design proposals due in December.
