Dave Goldfein, gave updates on the three programs to reporters during a Nov. 9 briefing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">JSTARS, the service\u2019s battlefield management and control platform, was expected to get a traditional recapitlization, with a new plane selected and equipped with a large radar. Major defense firms have been pushing their designs for several years, laying the groundwork for what could be a lucrative project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But this fall, the service seemed to dramatically pivot, with Wilson requesting a major review about whether the service can use existing platforms such as legacy aircraft, networked sensors and drones, to complete that mission without a bespoke aircraft.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2017\/10\/05\/air-force-secretary-jstars-recap-decision-coming-this-month\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635797420443570447-dfn-jstars-air-forcejpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Air Force secretary: JSTARS recap decision coming this month<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">By the end of the month, the Air Force will have completed a \u201crapid assessment\u201d to determine whether the service can use existing platforms to accomplish the JSTARS mission.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Speaking on Thursday, neither Wilson nor Goldfein offered an update on a report that was supposed to be recently completed about the feasibility of that idea. But reading the tea leaves, the two appear more interested in a broadly networked solution than a traditional JSTARS design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson noted that the original JSTARS concept came online when she was working at the National Security Council in 1991, and that \u201ctechnology has changed since then.\u201d The current JSTARS design meets only 5 percent of the requirements for combatant commanders, she said, and offered an assessment that by the time a new JSTARS is up and running, it would meet \u201cless than one percent\u201d of the needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving away from JSTARS may be difficult, however, with members of Congress having put funding for JSTARS into recently completed National Defense Authorization Act conference, with about $400 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement Sen. David Perdue, R-Ga., rapped the Air Force for moving away from the JSTARS recap idea, over concerns that it could put troops in harms way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe sharp turn away from the current recap plan conflicts with everything I\u2019ve heard from the Air Force and combatant commanders,\u201d Purdue said. \u201cIf the Air Force changes their mind, they\u2019ll need to answer some serious questions about how to meet this need and any gaps we\u2019ll see.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Goldfein, for his part, argued out that having a single high-end platform could actually make communicating with partners more difficult if they are flying older aircraft. But both vociferously pushed back at the idea that the Air Force is moving away from doing that particular mission, which is vital to coordination for troops on the ground.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf anyone asked the question to the Secretary and I if we were walking away from supporting our forces on the ground and at the seas\u2026. The answer is \u2018absolutely not,\u2019\u201d Goldfein said. \u201cIt\u2019s an obligation.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2017\/08\/10\/whats-the-air-forces-next-step-after-its-light-attack-demo-a-combat-demonstration\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AT6-Goldfein-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Air Force\u2019s next step after its light attack demo: A combat trial<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">This month, three industry teams will hand over four different light attack aircraft to Air Force pilots for a series of flight demonstrations that will test their ability to prosecute targets on the ground while operating in austere desert environments.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Pivoting to the light-attack experiment known as OA-X, Wilson said the service is still awaiting the results of its flight demonstration between four designs that occurred at Holloman Air Force Base over the summer. The results of that assessment are expected before the end of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like JSTARS, OA-X received roughly $400 million in the NDAA, and leaders on the Hill have expressed the belief the program should continue past the prototype stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was more concrete news for the service\u2019s trainer aircraft modernization program, known as T-X.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T-X is the Air Force\u2019s biggest ongoing aircraft competition, with about $2 billion at stake over the next five years. The program has been repeatedly delayed, but had been expected to select between three prime contractor offerings from Lockheed Martin, Boeing and Leonardo DRS.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2017\/10\/16\/t-x-trainer-award-not-likely-until-at-least-spring-2018\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"222\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3653597.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">T-X trainer award not likely until at least spring 2018<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A contract for the Air Force\u2019s T-X trainer program probably won\u2019t be awarded until next spring, even if Congress is able to pass a spending bill that would remove restrictions on new-start programs, one of the service\u2019s top leaders said Thursday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">However, Air Force Under Secretary Matt Donovan told Defense News in an October interview that he expected the T-X contract award to slip to Spring, probably towards the end of March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about that time frame, Wilson confirmed they are looking to award the contract early next year, although did not have a specific date on hand. More importantly, the delay in picking a winner for T-X should not delay plans to begin production before the end of fiscal year 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe expect to start production in FY18, and the decision on the request for proposal is kind of event based, it\u2019s not schedule based,\u201d Wilson said. \u201cWe don\u2019t expect an impact on the production timeline.
