The GOP-controlled Senate is due to consider a rival $750 billion bill that passed the Senate Armed Services Committee in May.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the committee\u2019s hawkish Republicans vote against the bill in large numbers at the markup, the chamber\u2019s Republicans will also vote against it, observers said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In that scenario, Democrats would have to rally their own ranks \u2015 a challenge when the number of progressives in the party have expanded since 49 Democrats voted against the annual defense policy bill last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HASC\u2019s ranking member, Rep. Mac Thornberry, offered the measure to meet the administration\u2019s request and the Pentagon\u2019s unfunded acquisition priorities. In lockstep Wednesday, Republicans repeatedly argued that a $750 billion top line reflects the 3 to 5 percent minimum growth defense leaders have testified they need to counter Russia and China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is what is required to continue to repair readiness and not fall behind critical areas with the Russians and Chinese,\u201d Thornberry said \u201cHypersonics: We cut the administration\u2019s request and we are behind in hypersonics.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/06\/11\/will-a-smaller-defense-spending-plan-pinch-military-personnel-money\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5467239.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will a smaller defense spending plan pinch military personnel money?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A top House Republican wants to add $17 billion to a proposed defense budget plan to restore billions in personnel and training funds.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A few other Republicans characterized the $17 billion reduction in terms of acquisition programs, like House Seapower and Projection Forces Subcommittee ranking member Rob Wittman, R-Va. The $17 billion delta represents \u201csignificant carnage,\u201d including more than $500 million in submarine construction, nearly $400 million in aircraft carrier construction, $200 in carrier refueling and nearly $100 million in destroyer construction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wittman offered a soliloquy likening the sea power section of the bill to the book \u201cTale of Two Cities,\u201d because some parts he favored and some were akin to the \u201clate night winter of despair.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the top-line, HASC Chairman Adam Smith, D-Wash., argued the defense budget is on a strong, yearslong upward trajectory. He added that $733 billion is a great improvement on the $576 billion budget cap and that the Defense Department initially prepared a $733 billion budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you simply give them another $17 billion, which has not gone through the rigorous analysts that the $733 went to, it is my legitimate concern that that $17 billion will be wasted,\u201d Smith said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thornberry fired back that accident rates have climbed as lawmakers have held back. \u201cWhat happens is we keep asking them to do more and more without giving them resources to do the job? And unfortunately they suffer the consequences,\u201d he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/06\/12\/new-paint-job-for-air-force-one-would-require-congress-ok\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5343943.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New paint job for Air Force One would require Congress\u2019 OK<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Trump has publicly stated his desire to make the plane red, white and blue.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Several Republicans favored the Thornberry amendment\u2019s inclusion of $2.3 billion to repair military installations that were damaged by floods and hurricanes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith defended the bill, saying the aid was excluded because the president recently signed a <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/04\/congress-sends-trump-disaster-bill-with-aid-to-storm-struck-military-posts\/\" target=_blank>$1.6 billion disaster aid <\/a>bill that covers the posts\u2019 2019 needs. The House Appropriations Committee planned to provide funding for 2020 needs, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department estimates total rebuilding costs at $4.8 billion, according to committee staff. Beyond the $1.6 billion bill for fiscal 2019, House appropriators approved $2.3 billion for fiscal 2020 \u2014 but that amount is not included in the defense policy bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $1.6 billion bill \u201cdoes not make them whole,\u201d Thornberry said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The debate was expected to continue, as Thornberry\u2019s amendment is likely to come to a vote during the markup, which is expected to stretch from Wednesday into the early morning of
