Charles Richard<\/a> said Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard described the \u201crisk of strategic deterrence failure\u201d effort as a \u201cnew type of analysis\u201d that allows STRATCOM to present, on a day-by-day basis, \u201ca formal estimate of the risks that deterrence is going to fail\u201d around the globe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI acknowledge this is an analytic process getting after something that is fundamentally subjective,\u201d Richard said at an event hosted by the Mitchell Institute. \u201cBut the assertion here is, this risk carries so much consequence that I need to be able to describe to the [defense] secretary and the chairman [of the Joint Chiefs of Staff] at all times, under all conditions, what risks we\u2019re taking with regard to deterrence failing, and then inside that, nuclear deterrence failing.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2020\/02\/28\/stratcom-head-warns-us-near-nuclear-point-of-no-return\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"203\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Pennsylvania-sub.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Strategic Command boss warns of nuclear \u2018point of no return\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon alone plans to spend more than $87 billion on nuclear programs in the next five years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The new analysis pulls in information from the Joint Staff and <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/01\/24\/good-news-or-bad-pentagon-review-of-southcom-kicks-off\/\" target=_blank>other combatant commands<\/a>. Richard said the threat of deterrence failure is \u201ccurrently low.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have some great formal mechanisms with all the combatant commands to pull in what they see and what they\u2019re doing, put it into my best possible emulation of the other guy\u2019s decision calculus, and then be able to provide the department: \u2018All right, here\u2019s where we sit. Here\u2019s the risk, here\u2019s the margin,\u2019 \u201d Richard explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retired Air Force Lt. Gen. David Deptula, who <a href=\"https:\/\/www.defensenews.com\/opinion\/2020\/07\/09\/moving-further-into-the-information-age-with-joint-all-domain-command-and-control\/\" target=_blank>leads the Mitchell Institute<\/a>, said the day-to-day assessment design described by Richard is \u201cunique\u201d and could have great value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe is applying an outcome-oriented assessment to strategic deterrence that may have been implied in the past, but he is making a concerted effort to identify the impact of strategic deterrence in a much more qualitative and quantitative fashion,\u201d Deptula said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c \u2018Deterrence\u2019 is challenging to quantify, but by committing to assessing the impact of deterrent effects,\u201d Richard is creating a more deliberate process, Deptula added. \u201cI really think he is establishing a process of how to best determine the impact of actions that STRATCOM is taking in the decisions that it is making.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard also stressed that defining deterrence in 2020 can be difficult, noting that \u201cstrategic deterrence is more than just nuclear deterrence, particularly now, today. It is non-kinetic space, cyber; it is your conventional piece of this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll of this <a href=\"https:\/\/www.defensenews.com\/information-warfare\/2020\/06\/11\/integration-is-the-next-step-for-air-force-information-warfare-leaders\/\" target=_blank>has to be integrated together<\/a>. It\u2019s not just a STRATCOM job, it is all combatant commands. And we have to be able to rethink the way we do business,\u201d he said. \u201cWe\u2019re going to have to change the way we think about deterrence.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the commands providing daily input is U.S. Space Command, which, <a href=\"https:\/\/www.defensenews.com\/space\/2019\/08\/29\/spacecom-is-a-go-newest-combatant-command-signed-into-existence\/\" target=_blank>until its creation<\/a> as a standalone command, fell under STRATCOM\u2019s purview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard described the relationship between the two as \u201cclosely coupled,\u201d noting that SPACECOM still has a major role in ensuring nuclear command and control, and that STRATCOM continues to handle some bureaucratic functions for the newest command.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Adm.
