{"id":158650,"date":"2020-01-27T10:00:38","date_gmt":"2020-01-27T10:00:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2020\/01\/27\/heres-how-much-youre-saving-in-military-commissaries-2\/"},"modified":"2026-08-18T19:43:39","modified_gmt":"2026-08-18T19:43:39","slug":"heres-how-much-youre-saving-in-military-commissaries-2","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2020\/01\/27\/heres-how-much-youre-saving-in-military-commissaries-2\/","title":{"rendered":"Here\u2019s how much you\u2019re saving in military commissaries"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Commissary <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2019\/11\/21\/heres-how-military-commissary-customers-rank-their-stores\/\" target=_blank>customers\u2019<\/a> savings continued their upward trend in fiscal 2019, with average worldwide savings of 25.6 percent compared to civilian grocery stores, according to a report from the Defense Commissary Agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, those savings are up from the 23.9 percent savings for fiscal 2018. But savings measured in overseas stores declined to 42.2 percent, from the 44 percent savings level in 2018. Officials attribute that drop overseas to the lower cost of living allowance in fiscal 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commissary agency has been required to track customer savings since fiscal 2016, in order to help defense officials and Congress monitor the <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2019\/12\/30\/heres-how-to-take-advantage-of-your-military-commissary-benefit\/\" target=_blank>commissary benefit<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2019\/05\/17\/have-you-shopped-at-your-commissary-lately-savings-are-up-and-more-plans-are-in-the-works\/\" target=_blank>Savings<\/a> are calculated for overall U.S. stores, and for overseas, but they\u2019re also broken out by region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The overall savings level for U.S. stores (to include Alaska and Hawaii) was 22.3 percent for fiscal 2019, up from the 20.2 percent level in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commissary agency compares prices with up to three commercial grocers, including one supercenter, in the local area of each commissary in the U.S. The comparison looks at 38,000 items at a regional level and local prices on about 1,000 products that are representative of a shopper\u2019s typical market basket, officials say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For years, the commissary savings was touted as an overall 30 percent. Commissary officials have had the authority to do this for several years, as a means of being competitive with local stores, and to allow commissaries to use some of the profit made to reduce the amount of taxpayer dollars \u2014 over $1 billion a year \u2014 that\u2019s used to operate the stores. Those taxpayer dollars have been a target of a number of people in DoD in efforts to save money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One retiree contacted Military Times to say he\u2019s been shopping at commissaries for more than 50 years, \u201cand from what I can see, prices are noticeably going up!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The savings depends on the item, as well as the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, there are more than 900 items in the commissary\u2019s Your Everyday Savings, or YES!, program, which lowers prices year-round on items that commissary customers purchase the most. That has contributed to the increase in savings, said Robert Bianchi, a retired Navy rear admiral who is DoD special assistant for commissary operations, in the agency\u2019s report on the savings numbers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bianchi said the grocery department \u2014 for example, packaged foods \u2014 is the main driver of savings for commissaries in three U.S. regions, South Atlantic, North Central and Hawaii and Alaska. The fresh department \u2014such as meat and produce \u2014 is the main source of savings for the commissaries in New England, South Central, Mountain and Pacific.<\/p>\n\n\n\n<p
