{"id":27253,"date":"2018-09-20T16:35:18","date_gmt":"2018-09-20T16:35:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2018\/09\/20\/report-us-bomb-sales-factored-in-us-aid-to-saudis-in-yemen\/"},"modified":"2026-08-07T21:22:07","modified_gmt":"2026-08-07T21:22:07","slug":"report-us-bomb-sales-factored-in-us-aid-to-saudis-in-yemen","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/09\/20\/report-us-bomb-sales-factored-in-us-aid-to-saudis-in-yemen\/","title":{"rendered":"Report: US bomb sales factored in decision to aid Saudis in Yemen"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Secretary of State Mike Pompeo backed continued <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/08\/27\/can-the-us-tell-when-its-weapons-are-used-in-yemen-its-complicated\/\" target=\"_blank\">U.S. military support<\/a> for Saudi Arabia\u2019s war in Yemen over the objections of staff members after being warned a cutoff could jeopardize $2 billion in weapons sales to America\u2019s Gulf allies, <a href=\"https:\/\/www.wsj.com\/articles\/top-u-s-diplomat-backed-continuing-support-for-saudi-war-in-yemen-over-objections-of-staff-1537441200\" target=\"_blank\">the Wall Street Journal reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing a a classified memo and people familiar with the decision, the newspaper reported Thursday that Pompeo \u2014 in certifying Riyadh and Abu Dhabi were doing all they could to avert civilian casualties in the war \u2014 sided with a legislative affairs team that argued suspending support could undercut plans to sell more than 120,000 precision-guided missiles to Saudi Arabia and the United Arab Emirates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the U.S. State Department specialists involved in the debate urged Pompeo to reject certification \u201cdue to a lack of progress on mitigating civilian casualties,\u201d according to portions of the memo shared with WSJ. The certification would \u201cprovide no incentive for Saudi leadership to take our diplomatic messaging seriously\u201d and \u201cdamage the Department\u2019s credibility with Congress.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/09\/13\/yemen-skeptics-in-congress-see-politics-shifting-their-wayand-against-trump\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18078736239319.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Yemen skeptics in Congress see politics shifting their way \u2014 and against Trump<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Trump administration just doubled down on Yemen, but opponents in Congress say they are getting stronger.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Despite U.S. intelligence support and training for the Saudi-led coalition meant to minimize civilian casualties, a recent United Nations report said the coalition was responsible for most of the 16,700 civilians killed or injured in Yemen over the last three years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pompeo last week certified the governments of Saudi Arabia and the United Arab Emirates are &#8220;undertaking demonstrable actions to reduce the risk of harm to civilians.\u201d The move \u2014 which came a month after a Saudi-led airstrike in Yemen hit a bus filled with children \u2014 has inflamed lawmakers opposed to U.S. involvement in the conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The certification, which allows the U.S. military to continue its assistance to the Saudi-led coalition fighting Houthi rebels in Yemen, also received <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/08\/29\/mattis-says-us-still-backing-saudi-coalition-in-yemen-war-as-lawmakers-fume\/\" target=\"_blank\">backing from Defense Secretary Jim Mattis<\/a>. That aid includes arms sales and aerial refueling of coalition fighter jets, which carry out airstrikes in Yemen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A senior State Department official declined to comment \u201con the deliberative process or allegedly leaked documents,\u201d but said the department is continuing to pressure its coalition allies to do better in their fight against Iran-backed Houthi rebels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile our Saudi and Emirati partners are making progress on these fronts, we are continuing discussions with them on additional steps they can take to address the humanitarian situation, advance the political track in cooperation with the UN Special Envoy\u2019s efforts, and ensure that their military campaign complies with the law of armed conflict and international humanitarian law,\u201d the official said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State Department experts reportedly urged Pompeo to tell Congress he couldn\u2019t certify that the Gulf nations were doing enough to minimize civilian casualties, but that the U.S. would continue to provide military support to the coalition because it is in America\u2019s national security interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the department\u2019s Bureau of Legislative Affairs argued in the memo that \u201clack of certification will negatively impact pending arms transfers\u201d and that \u201cfailure to certify may also negatively impact future foreign military sales and direct commercial sales to the region.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/mideast-africa\/2018\/03\/23\/state-department-approves-missile-sale-to-saudi-arabia\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"191\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Dad-3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">State Department approves arms sales to Saudi Arabia<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A day after a White House visit from Saudi Arabian Crown Prince Mohammad bin Salman, the State Department has approved a sale of more than 6,000 Raytheon TOW-2 anti-tank missiles, worth $670 million, to the Middle Eastern country.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The top Democrat on the Senate Foreign Relations Committee, Sen. Bob Menendez, D-N.J., has for months been delaying a U.S. sale of precision-guided munitions to Riyadh. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Menendez sent a letter in June objecting to the sale of precision guided munitions to Saudi Arabia and the UAE unless administration makes, \u201ca compelling, evidence-based case that U.S. weapons sales contribute to reduced civilian casualties and are leverage in a broader strategy to increase humanitarian access and end the war,\u201d he said in a statement Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Three months later, I am still waiting for them to respond to my concerns,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Menendez called it reassuring that multiple bureaus within the State Department were united against certification, which he said, \u201csuggests that individuals in the executive branch are increasingly aware that maintaining the status quo of current U.S. policy on Yemen is difficult to defend.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March, the Senate <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/20\/us-senate-blocks-move-to-end-involvement-in-yemen-55-44\/\" target=_blank>voted<\/a> 55-44 to scuttle a measure to invoke the War Powers Act and extract the U.S. military from the Yemen civil war. The effort led to a legal requirement that Pompeo periodically certify Riyadh and Abu Dhabi are taking meaningful steps to avoid civilian casualties and permit humanitarian aid; otherwise U.S. military aid must cease.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Early in his administration, U.S. President Donald Trump met with Saudi officials and drew headlines for what was billed as a <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/06\/08\/revealed-trump-s-110-billion-weapons-list-for-the-saudis\/\" target=\"_blank\">$110 billion arms agreement<\/a>. That deal was supposed to include seven Terminal High Altitude Area Defense missile defense batteries, more than 100,000 air-to-ground munitions and billions of dollars&#8217; worth of new aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A signature initiative of the State Department under Trump has been to boost arms exports by easing regulations and emphasizing the positive impact on the U.S. economy. A key face of that initiative, Tina Kaidanow, recently departed the department to lead the Pentagon\u2019s office of International Cooperation, under the department\u2019s reconstituted Acquisition and Sustainment office.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">This is a bombshell.  <br><br>And the effective takeaway here is that we are going to keep knowingly killing civilians in Yemen to protect our ability to sell more weapons to Gulf countries to kill MORE CIVILIANS.
