Curtis Scaparrotti, head of U.S. European Command and the Supreme Allied Commander of <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/03\/15\/results-are-in-heres-how-much-nato-allies-spent-on-defense-in-2017\/\" title=\"\" class=\"\" target=\"_blank\">NATO<\/a>, told reporters at the Pentagon Tuesday that it is \u201clikely\u201d Russia is behind the attack, and acknowledged the alliance is \u201cstruggling\u201d to <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/03\/15\/nato-head-stoltenberg-warns-of-russias-reckless-pattern\/\" title=\"\" class=\"\" target=\"_blank\">figure out how<\/a> to respond given the nature of the situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we determine the responsibility here, and it\u2019s likely that it\u2019s Russia, I think it underscores what they\u2019re willing to do. To attempt an assassination on the soil of a sovereign country, I think, it should be very clear to use what they\u2019re willing to do in order to further whatever their objective was here,\u201d Scaparrotti said. \u201cAnd I\u2019ll remind you there have been several assassinations in Ukraine, as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a government that is violating all the standard norms and international rules and laws, to bring violence onto other nation\u2019s soil in order to reach their objectives,\u201d he continued. \u201cAmazing, frankly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On March 4, a former double-agent named Sergei Skripal and his daughter were found poisoned in their Salisbury, England home. The weapon used against them has been identified as Novichok, a chemical agent developed under the old USSR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether this was the first use of the nerve agent in Europe, Scaparrotti said he didn\u2019t know offhand. But he said the use raises questions about Russia\u2019s adherence to chemical weapon treaties \u2014 and if this was not a government-ordered killing, about Russia\u2019s chemical weapons security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, Scaparrotti said the alliance is \u201cstruggling\u201d with how to respond, because while the U.K. and its NATO allies believe Moscow is behind the attack, it is unclear how a large-scale military alliance like NATO should act given the relatively small scale of the actions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In some ways, it\u2019s the non-nuclear version of Russia\u2019s \u201c<a href=\"https:\/\/www.defensenews.com\/space\/2018\/02\/02\/nuclear-posture-review-puts-russia-firmly-in-crosshairs\/\" title=\"\" class=\"\" target=\"_blank\">escalate to deescalate<\/a>\u201d theory, in which Russia would be able to use low-yield nuclear weapons and leave NATO only two options \u2014 to not respond, or to respond with a full-scale strategic assault that would launch a world nuclear war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a relatively new area we\u2019re dealing with, and we just have to start thinking about this and coming to terms with it,\u201d Scaparrotti said of the situation, saying it shares some characteristics with the question of how NATO would respond to a cyberattack. \u201cIt will never be black and white, either, I don\u2019t believe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, NATO has started wargaming out some scenarios in order to try and be prepared for the next unconventional scenario.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t think it will ever be finely defined,\u201d Scaparrotti said. And ideally, that results in a situation where \u201cwe don\u2019t have to have that larger discussion if something happens in a crisis, we don\u2019t have to have the larger discussion in the crisis.
