{"id":32860,"date":"2019-10-29T19:54:13","date_gmt":"2019-10-29T19:54:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2019\/10\/29\/whats-in-the-emergency-defense-policy-bill\/"},"modified":"2026-08-07T21:33:46","modified_gmt":"2026-08-07T21:33:46","slug":"whats-in-the-emergency-defense-policy-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/10\/29\/whats-in-the-emergency-defense-policy-bill\/","title":{"rendered":"What\u2019s in the emergency defense policy bill?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With political gridlock stalling negotiations over the annual defense authorization bill, the chairman of the Senate Armed Services Committee on Tuesday unveiled plans for his backup <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/10\/24\/inhofe-to-offer-skinny-defense-policy-bill-as-back-up-plan\/\" target=_blank>\u201cskinny\u201d version<\/a> of the legislation to ensure critical military programs continue uninterrupted into next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Jim Inhofe, R-Okla., said he remains hopeful a compromise can be found on the massive $738 billion defense policy measure in the coming weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he also argued that passing the basic military authorities contained within hundreds of additional pages of new programs and requirements \u2014 several of which have caused controversy within the House and Senate \u2014 is a critical responsibility of Congress, and cannot be jeopardized by that infighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf for some reason we&#8217;re not able to pass it, military operations will stop,\u201d Inhofe said on the Senate floor Tuesday. \u201cA skinny bill is simple. It extends necessary authorities for military operations, takes care of the service members and their families, and authorizes essential military construction and acquisition programs. That&#8217;s it. That&#8217;s one paragraph.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The backup bill was drafted with guidance from <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/07\/31\/pentagon-no-2-confirmed-by-senate\/\" target=_blank>Deputy Defense Secretary David Norquist<\/a>. Its <a href=\"https:\/\/www.inhofe.senate.gov\/download\/?id=3F5E58A9-092F-40DC-8C8F-0D5E900F4669&#038;download=1\" target=_blank>text<\/a> was released Tuesday evening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether Inhofe\u2019s bid provides an emergency option for lawmakers on the authorization bill remained unclear Tuesday. He is expected to attempt to fast-track the bill to the Senate floor this week, bypassing his own committee.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/09\/09\/defense-lawmakers-set-aggressive-schedule-for-ndaa\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-996393522.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Defense lawmakers set aggressive schedule for NDAA<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lawmakers plan a sprint to pass the National Defense Authorization Act this month.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">House Armed Services Committee Chairman Rep. Adam Smith, D-Wash., <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/10\/25\/congress-mulls-spring-cr-to-avoid-government-shutdown\/\" target=\"_blank\">recently said<\/a> negotiators will need to deal with the issue of restrictions on military construction funding (to prevent the president from using the money for his southern border wall project) for any legislation to advance in his chamber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stripped-down version of the annual National Defense Authorization Act \u2014 which has passed for the last 58 years \u2014 would remove nearly every other point of conflict for negotiators, so that it creates an easier path toward passage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because lawmakers worked over the last few weeks to reconcile the vast majority of differences between the House and Senate bills, Senate Armed Services Committee ranking member Jack Reed, D-R.I., said \u201cit would be a shame to give up that progress,\u201d adding that he\u2019s hoping for an agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though Democrats have not assured Inhofe they would vote for it, Inhofe said he believes they ultimately will because that doing otherwise would be unpopular with voters. \u201cThey\u2019ll vote for it,&#8221; he said, adding, \u201cThey want to feed our troops.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here\u2019s a look at what stays in and the key items that drop out of the skinny NDAA:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>What\u2019s in it? <\/b><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><b>Military pay raise:<\/b> The legislation calls for a 3.1 percent pay raise for troops in 2019, in line with the federal formula for troops\u2019 pay and the largest annual increase for service members in a decade.<\/li><li><b>Specialty pays and bonuses: <\/b>Those include specialty pays for troops serving overseas, targeted re-enlistment bonuses for skilled troops, pay authorities for civilians working with the military in combat zones and other recruiting incentives.<\/li><li><b>Counter-ISIS authorities:<\/b> The new bill still ensures that certain ongoing overseas operations in the Middle East and Afghanistan remain funded, such as those targeting the Islamic State group.<\/li><li><b>F-35 procurement: <\/b>Authorizes the purchase of long-lead items \u201ceconomic order quantities\u201d for the F-35 Joint Strike Fighter from 2021 to 2023 to avoid higher costs associated with buying smaller quantities.<\/li><li><b>LCS maintenance: <\/b>Among the military construction projects included is work at Changi Naval Base in Singapore for the littoral combat ship, used to boost the U.S. presence in the South China Sea.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><b>What\u2019s not in it?<\/b><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><b>Space Force:<\/b> A new military service dedicated to space has been a top priority of the Trump administration, but senators have resisted White House calls for full Defense Department authority to create the new branch.<\/li><li><b>\u201cWidow\u2019s tax\u201d fix: <\/b>Advocates have been pushing for a permanent fix to federal offset rules that take away tens of thousands in military benefits from some surviving spouses, but the price tag of the proposals \u2014 about $5.7 billion over 10 years \u2014 have made negotiations difficult.<\/li><li><b>PFAS restrictions: <\/b>Lawmakers considered new rules to limit the use of toxic firefighting chemicals at military bases and replace them in the coming years, but those provisions aren\u2019t in the new bill.<\/li><li><b>Nukes: <\/b>Among a range of partisan differences on nuclear issues, the House bill would bar funding for the deployment of a low-yield variant of a submarine-launched warhead called the W76-2. It would cut the entire $19.6 million Defense Department request and $10 million Energy Department request for the program. Those wouldn\u2019t be addressed.<\/li><li><b>Transgender protections: <\/b>Language from the House\u2019s NDAA version that would roll back President Donald Trump\u2019s restrictions on transgender military recruits had faced opposition in the Senate and is not in the stripped-down bill.<\/li><li><b>Feres Doctrine: <\/b>Provisions in the House\u2019s NDAA version allowing troops to sue the government for military medical malpractice needed approval from Senate Judiciary Committee Chairman Lindsey Graham, R-S.C., who said he sees no need for the changes.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><i>David Larter and Valerie Insinna of Defense News contributed to this report.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Here&#8217;s the skinny on the \u201cskinny\u201d version of the 2020 National Defense Authorization Act from Sen.
