{"id":33069,"date":"2020-11-24T19:17:08","date_gmt":"2020-11-24T19:17:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2020\/11\/24\/to-bring-abms-over-the-finish-line-the-air-force-is-turning-to-the-office-responsible-for-stealth-bombers-and-space-planes\/"},"modified":"2026-08-07T21:40:05","modified_gmt":"2026-08-07T21:40:05","slug":"to-bring-abms-over-the-finish-line-the-air-force-is-turning-to-the-office-responsible-for-stealth-bombers-and-space-planes","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2020\/11\/24\/to-bring-abms-over-the-finish-line-the-air-force-is-turning-to-the-office-responsible-for-stealth-bombers-and-space-planes\/","title":{"rendered":"To bring ABMS over the finish line, US Air Force turns to the office responsible for stealth bombers and space planes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Air Force office responsible for the development of the<a href=\"https:\/\/www.defensenews.com\/air\/2020\/08\/13\/b-21-still-on-track-despite-complications-from-pandemic\/\" target=_blank> B-21 bomber <\/a>and X-37 space plane has been handed the reins of the <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2020\/09\/04\/behind-the-scenes-of-the-us-air-forces-second-test-of-its-game-changing-battle-management-system\/\" target=_blank>Advanced Battle Management System program<\/a>, the service\u2019s top acquisition official announced Nov. 24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force Rapid Capabilities Office will now share responsibilities for developing the ABMS with the service\u2019s chief architect,<a href=\"https:\/\/www.defensenews.com\/air\/2019\/03\/08\/air-force-names-official-to-new-chief-architect-position\/\" target=_blank> Preston Dunlap<\/a>. That will pave the way for the service to begin buying the system\u2019s first elements as early as next year, <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2020\/09\/15\/the-us-air-force-has-built-and-flown-a-mysterious-full-scale-prototype-of-its-future-fighter-jet\/\" target=_blank>Air Force acquisition executive Will Roper<\/a> told reporters during a roundtable Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Originally envisioned as a replacement for Air Force platforms like the E-8C JSTARS ground surveillance plane, ABMS has evolved into an Internet of Things for the military \u2014 a sprawling family of IT and communications gear meant to seamlessly connect the aircraft, sensors and other weapons systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the past year, the Air Force has focused ABMS efforts on <a href=\"https:\/\/www.c4isrnet.com\/air\/2020\/01\/22\/the-us-air-force-tested-its-advanced-battle-management-system-heres-what-worked-and-what-didnt\/\" target=_blank>a series of on-ramp exercises<\/a> meant to bring industry to the table and test whether off-the-shelf technology \u2014 everything from SpaceX\u2019s Starlink constellation to artificial intelligence systems \u2014 could plug into the military\u2019s existing platforms and provide better awareness of a battlespace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having proven that the technologies are available and work, the next step is to create a concrete plan to acquire them, Roper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a pretty no-brainer thing,\u201d he said. \u201cABMS is ready for a program executive office.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a memo sent from Roper to the Air Force\u2019s acquisition workforce Tuesday, the chief architect will remain responsible for codifying ABMS\u2019 technical requirements, overseeing on-ramp exercises, and approving the overall architecture and digital standards for the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the Rapid Capabilities Office program executive has been tasked with conducting an audit of the program over the next 90 days, which will detail all efforts, contracts and resources associated with ABMS. That will inform the ABMS acquisition strategy, where the program office will lay out what it plans to buy and when that tech will be procured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most importantly, the RCO will have the difficult job of making trade-offs that impact legacy platforms, program offices and companies that span across the Air Force\u2019s different mission areas, Roper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is the reality of this business that we are handed a budget that we don\u2019t make, and we have to do our best job executing it. Rarely is there all the money that we said we needed to get the job done, so we prioritize across different programs,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe thing I\u2019m going to be looking to the RCO to do is ensure that we deliver usable, internet-type capabilities to the joint force and not more partial capabilities that don\u2019t add up to the same operational effect,\u201d he said. \u201cI would rather have 70 percent of ABMS completed at [a] 100 percent level and be ready to be used operationally, than 100 percent of ABMS completed at a 70 percent level.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force views ABMS as pivotal for executing the military\u2019s Combined Joint All-Domain Command and Control concept, which seeks to link all of the military services\u2019 sensors and shooters. Air Force Chief of Staff Gen. Charles Q. Brown listed the program as <a href=\"https:\/\/www.defensenews.com\/air\/2020\/11\/17\/the-air-force-chiefs-top-modernization-priorities-arent-what-you-think-they-are\/\" target=_blank>his second-most important modernization priority<\/a>, during an interview this month with Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Congress has been more reticent to buy into the program, raising concerns about the service\u2019s <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2020\/04\/20\/is-the-air-forces-advanced-battle-management-system-program-gearing-up-to-be-the-next-major-acquisition-failure\/\" target=_blank>lack of an acquisition strategy <\/a>and detailed requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That the RCO will now delineate a more thorough acquisition plan for ABMS is a \u201chappy coincidence,\u201d Roper said, though he expects it will help alleviate some of Congress\u2019 concerns about the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not getting questions about how is the Air Force possibly going to build the internet,\u201d he said. \u201cI\u2019m really getting: \u2018Let\u2019s talk about your baselines. Let\u2019s talk about all of your documentation.\u2019 That is a wonderful next set of questions to have.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roper expects that lawmakers will get onboard the ABMS program once the Air Force starts buying new capabilities \u2014 things like new radios, data fusion systems and mesh networks \u2014 and then consolidating the technologies inside pods and installing them on legacy aircraft. That could occur as early as next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So what platforms will likely receive modifications first? Roper said<a href=\"https:\/\/www.c4isrnet.com\/air\/2020\/01\/06\/what-if-air-force-tankers-became-a-communications-node\/\" target=_blank> aerial refueling tankers<\/a> \u2014 one model in particular \u2014 \u201cmight get to the goal line first.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once a tanker is a part of ABMS, \u201cyou can start talking about what\u2019s its smart device function, meaning what does it do aside from its day job. Aside from just being a tanker, what else does it do? It\u2019ll start allowing us to think about how ABMS changes the fight,\u201d Roper said. \u201cBut there are other platforms hot on their tail.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of those other aircraft is likely Boeing\u2019s F-15EX, with Boeing\u2019s KC-46A as the tanker in question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, an unnamed official with knowledge of the ABMS program said that F-15EX and KC-46 would likely be \u201cour first platforms that we will be bringing in some of the ABMS enhanced gateway capabilities on,\u201d <a href=\"https:\/\/www.janes.com\/defence-news\/news-detail\/f-15ex-kc-46a-to-lead-usaf-rollout-of-ambs-internet-of-things\" target=_blank>according to Janes<\/a>. The official, who spoke at the virtual Defence iQ International Fighter Conference, was not named, as the event was conducted under the Chatham House
