Two House votes were 238-190, and the last was 237-190, with only four Republicans and one Independent crossing party lines each time to vote with Democrats, who had no defectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the floor debate, Democrats cast the vote as a return to American values and a reassertion of Congress\u2019s power while Republicans cast it as weakening America\u2019s reputation as an ally and the U.S. response to Iran\u2019s violent or threatening action in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure covers deals for U.S. sales of hardware to include an early tranche of that <a href=\"https:\/\/www.congress.gov\/congressional-record\/2019\/6\/4\/senate-section\/article\/s3203-3?q=%7B%22search%22%3A%5B%22saudi+arabia%22%5D%7D&#038;s=3&#038;r=1\" target=_blank>larger sale<\/a>, including kits to convert bombs into Paveway II precision-guided munitions, fuzes and related components.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/06\/26\/senate-advances-bill-to-push-back-on-trumps-saudi-arms-sales\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1150817582.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senate advances bill to push back on Trump\u2019s Saudi arms sales<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Senate Foreign Relations Committee has advanced new restrictions on the president\u2019s ability to use emergency authorities to sell arms without congressional approval.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The White House issued <a href=\"https:\/\/www.whitehouse.gov\/omb\/statements-of-administration-policy\/\" target=_blank>veto threats<\/a> Tuesday for the House measures, as it did with the Senate measures, arguing the sales support Saudi Arabia as a bulwark against Iran and its proxies in the region. The Trump administration also cited an impact on the global supply chain \u2015 specifically allies United Kingdom, Northern Ireland, France, Spain and Italy, which have co-production licensing agreements for some of the systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration has seen pushback from both sides of the aisle since U.S. Secretary of State Mike Pompeo, in May, cited an increased threat from Iran to declare an emergency and waive the congressional review process for those sales. The move upended the practice of congressional holds and raised concerns a future administration might similarly bypass Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Foreign Affairs Committee Chairman Eliot Engel, D-N.Y., said Tuesday that administration officials had not attempted to work with Democratic lawmakers to address their concerns and side-step debate. Instead the administration relied on \u201can extraordinary abuse of power by the Trump administration, using a phony emergency to override the authority of congress and push through $8 billion in arms sales,\u201d Engel said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/03\/13\/us-senate-passes-yemen-resolution-54-46\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1126526801.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senate passes resolution to end US support of Saudi Arabia in Yemen, 54-46<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The vote marks the first time lawmakers have invoked the decades-old War Powers Resolution to halt American military involvement in a foreign conflict.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Engel argued the situation cannot be a true emergency because it relies on weapons that will take months to build and involves the construction of manufacturing facilities in Saudi Arabia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI only presume that would mean the Americans currently building these weapons in the United States would be out of a job,\u201d Engel said. \u201cThat\u2019s right, Donald Trump declared an emergency to move jobs out of the United States, good manufacturing jobs, the kind Americans fight for, he abused the law to send them abroad. What kind of emergency requires weapons that will be built months and months down the road?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the bulk of House Republicans sided with Trump on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Homeland Security Committee\u2019s top Republican, Rep. Michael McCaul, R-Texas, said Iran\u2019s ambitions in the Mideast threaten to destabilize the region and threaten Israel, but the measures would \u201chandcuff\u201d America\u2019s ability to respond. He suggested the administration\u2019s hand was forced when Democrats had \u201cabused the process\u201d by placing lengthy holds on arms sales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe decision to move forward with these arms sales are part of a larger effort to deter Iran &#8230; that does not all depend on U.S. [military] intervention,\u201d McCaul said. \u201cIran remains the
